La consommation intérieure est l’ensemble des quantités d’énergie mises à la disposition de la consommation française (y compris Corse, mais hors DOM), production thermique hydraulique, éolienne + importation - exportation - pompage, et qui ont été consommées dans les réseaux de transport et de distribution, d’une part par les utilisateurs, d’autre part par les pertes.

En juillet 2009 par rapport à juillet 2008, avec une température moyenne supérieure de 0,6 °C, la consommation a diminué de 2,1%.
Corrigée des aléas climatiques, la consommation mensuelle diminue de 2,5%. Le taux d’évolution de la consommation corrigée sur 12 mois glissants passe de -1,5 % fin juin, à -1,8 % fin juillet.

En juillet 2009 par rapport à juillet 2008, les soutirages des distributeurs diminuent de 0,25 TWh, les soutirages des clients industriels diminuent de 0,65 TWh ; le pompage augmente de 0,25 TWh. Le solde exportateur diminue de 3,4 TWh. La production injectée sur le réseau de RTE diminue de 4,05 TWh. Les injections d’origine nucléaire diminuent de 2,95 TWh, celles de la production thermique à combustible fossile de 0,15 TWh, celles d’origine hydraulique de 1,0 TWh, celles des sources d’énergie renouvelables augmentent de 0,05 TWh. Le solde des échanges physiques, globalement exportateur sur l’ensemble du mois, a néanmoins été importateur sur 7 journées en énergie (du 1
erau 3 puis du 7 au 10), et sur 17 journées sur plusieurs points horaires.

* Depuis le début de l’année 2009, le volume des importations depuis la Belgique est de 3 239 GWh contre 490 GWh en 2008 ; en juillet 2008, le volume des importations depuis la Grande-Bretagne était de 12 GWh.
A fin juillet 2009, 118 contrats d’adhésion aux règles d’accès au RPT pour des importations et des exportations ont été signés.
RESPONSABLES D’EQUILIBRE – MECANISME D’AJUSTEMENT
A fin juillet 2009, 40 acteurs d’ajustement
et 150 responsables d’équilibre (*) étaient déclarés.
Les 20 et 30, des marges à la baisse très faibles ont conduit à solliciter des offres à la baisse avec des prix fortement négatifs.
(*) Responsable d'équilibre : personne morale qui s’oblige envers RTE, par un contrat de Responsable d’Equilibre, à régler pour un ou plusieurs utilisateurs du réseau rattachés à son périmètre, le coût des écarts constatés a posteriori. Ces écarts résultent de la différence entre l’ensemble des fournitures et des consommations dont il est responsable.

En juillet, RTE a notamment mis en conduite :

Le raccordement du poste 225 kV de Saumaty pour renforcer l’alimentation du nord de l’agglomération marseillaise.
•
Une réactance de 80 MVA au poste 225 kV de Romainville, une réactance de 64 MVA au poste 225 kV de Tamareau.

NATIONAL ELECTRICAL CONSUMPTION IN FRANCE
National consumption is the total of all the electrical energy supplied for consumption in France (including Corsica, but not the French Overseas Departments), thermal and hydro generation, wind + imports – exports – pumping, and which have been consumed in the transmission and distribution networks, by the end-users, as well as by losses.

In July 2009, the average monthly temperature was 0,6°C higher than July 2008, resulting in consumption 2,1% lower. Adjusted for climatic contingencies, monthly demand was down by 2,5%. The rate of growth in adjusted consumption over a 12 month sliding period fell from -1,5% at the end of June to -1,8% at the end of July.

In July 2009 compared with July 2008, extractions by distributors were down by 0,25 TWh, extractions by industrial consumers were down by 0,65 TWh. Pumping rose by 0,25 TWh. The export balance was down by 3,4 TWh. Generation injected into the RTE network was down by 4,05 TWh. Injections from nuclear installations fell by 2,95 TWh, whilst those from fossil-fuel plants fell by 0,15 TWh and injections from hydro-electric installations were down by 1,0 TWh. Injections from renewable energy sources rose by 0,05 TWh. The physical balance of exchanges remained positive (exporting) throughout the month, but France was a net importer of energy on seven days (from the 1

* Since the beginning of 2009, the volume of imports from Belgium totals 3 239 GWh, compared with 490 GWh in 2008 ; in July 2008, the volume of imports from Great Britain was 12 GWh.
As of the end of July 2009, some 118 contracts were signed for adhesion to the PTS access rules for imports and exports.
BALANCE RESPONSIBLE ENTITIES – BALANCING MECHANISM
As of the end of July 2009, some 40 Balancing Actors and 150 Balance Responsible Entities (*) were declared.
On the 20

th, very low downward balancing reserves led RTE to call on downward balancing offers with extremely negative prices.
(*) Balance Responsible Entity: any legal entity who is committed to RTE, under a Balance Responsible contract, to settling the costs of the imbalances calculated a posteriori, on behalf of one or more network users attached to its scope. These imbalances result from the difference between all of the supplies and consumption for which it is responsible.

TRANSMISSION NETWORK DEVELOPMENT
