Introduction
La statistique que fournit le present rapport decoule de relevés d'envergurc nationale effectués par la SociétC centrale d'hypothèques et de logement. Toutes les zones métropolitaines, toutes les grandes agglomerations urbaines et toutes les agglomerations do 10,000 habitants et plus font l'objet d'un dénombrement complet tous les mois. Le reste du pays est examinC au moyen d'un sondage quatre fois l'an, soit is fin des mois de mars, juin, septembre et décembre.
Les rapports pour mars, juin, septembre et décembre ont trait
a
toutes les regions. Les tableaux des rapports de ces niois-la, qui ron- ferment des chiffres concernant toutes les regions, portent un numdro precede de la lettre Q. Dans le cas des autres mois, la statistique ne vise quo los agglomerations de 10,000 habitants et plus (y compris los zones mCtropolitaines et les grandes agglomerations urbaines). The statistics contained in this report are the results of nation-wide surveys
carried Out by the Central Mortgage and Housing Corporation. All Metropolitan Areas, Major Urban Areas and Urban Centres of
10,000 population and over are enumerated completely each month. The remainder of the country is covered on a sample basis four times a year, at the end of March, June, September and December.
The reports for March, June, September and December contain statistics referring to all areas. The tables in the reports for these months containing data for all areas carry a number preceded by the letter Q.
In the remaining months, statistics are available only for the centres of 10,000 population and over (including the Metro- politan areas and Major Urban Areas). Tables containing data for these centres are
identified by a number preceded by the letter H, and appear in all the reports for the 12 months. In the reports containing quarterly data for all areas, quarterly tables follow monthly tables.

The regular users of the statistical series of starts and completions will notice changes in the presentation of the data from the 1966 publications. In addition to changes resulting from the adoption of new definitions of Metropolitan and Major Urban Areas accord- ing to the 1966 Census, the basis of the monthly survey of starts and completioas has been raised from a lower limit of 5,000 population to 10,000 population. This decision has been taken because, due to the upward trend towards urbanisation at the national level, it is still possible to enumerate on a monthly basis more than 80 per cent of the total housing starts. This is approximately 2 per cent less than the coverage of all incorporated centres of 5,000 population, yet it is substantially greater than in 1961 when all of these centres were included in the survey.

Cette decision a etC prise parce que, compte tenu de la tendance une plus grande urbanisation, ii est possible de dénombrer chaque mois plus de 80 p. 100 de toutes los mises en chantier. While this change in coverage does not affect Metropolitan and Major Urban Areas which may contain fringe localities of less
than 10,000 population, it is possible to obtain monthly data on house-building
activity for virtually all the municipalities which have been dropped from the starts and completions survey, by referring to the publication 'Building Permits" Catalogue No. 64-001.
Definitions
For the purpose of this report new residential construction activity is measured in terms of physical volume (as opposed to value) and the coomon unit of measurement is
the "dwelling unit". For a given period the survey is designed to provide information on the number of dwelling units started, dwelling units completed and dwelling units under construction at the end of the period.
For Census purposes a dwelling unit is defined as a structurally separate set of living premises with a private entrance either outside the building or from a cosunon hail, lobby, vestibule or stairway inside the building. The entrance must be one that can be used without passing through anyone else's living quarters.
Examples of dwelling units arc; each single house, each half of a double house, each section of a row or terrace, each self-contained apartment, flat or suite in an apartment block, duplex, double-duplex, row-duplex, triplex, maisonettes and garden- court type of multiple dwellings, each self- contained apartment adjoining a non-resi- dential building such as a school, church, store, factory.
All the above examples of dwelling units fall within the confines of the Starts and Completions Survey except dwelling units created as a result of some structural change and normally referred to as "con- versions". Alterations and extensions to existing buildings are also excluded from
the Survey.

Aux fins du present rapport, l'activitC dans le domaine de la construction doniciliaire neuve est mesurCe en volume physique (par oppo- sition A l.a valeur), et l'unité conunune de mesure est l'unité do logement". Pour toute pdriode donnée, l'enquete vise fournir des renseignements sur le nombre d'unités de logement mises en
chantier, sur le nombre d'unitCs de logement achevées et sur le nombre d'unités de logement en construction a l.a fin de is période.
Au sens du recensement, l'unité de logement s'entend de tout ensemble de p1ces d'habitation distinct quant h Ia structure, avec entrée privée donnant sur l'extérieur ou sur un endroit conunun l l'intérieur (corridor, vestibule, escalier).
L'entrée soit donner accès au logement sans obliger l passer par les locaux d'habitation d'une autre personne.
Voici des exempies d'unité de logement:
toute matson simple, toute moitlé de maison jurnelée, toute section d'une rangee de maisons;
tout apartement indépendant, tout plain-pied ou toute "suite" dans une maison d'appartements, dans un duplex, dams un duplex jumelé, dans une rangée de duplex, dana un triplex, dans des maisonnettes et jardins d'habitation a logements multiples; tout appartement autonome attenant a un inuneuble non domiciliaire qui peut étre une école, une eglise, un magasin, une fabrique, etc.
Tous lea exemples précités rentrent dams lea limites de l'enquete sur les mises en chantier et les achèvements, sauf les unites de logement créées par suite d'une modification de structure -- habituellement appelee "transformation". Modifi- cations et rajouts n'entrent pas non plus dams le champ de l'enquéte.
The Census definition of a dwelling unit includes such structures as sununer cottages, cabins, shacks, trailers and boathouses if they were occupied at the time of the Census by persons with no other usual residence. However, these are
excluded from the Starts and Completions Survey which covers only residential con- struction intended for year-round occupancy.

The broad definition of "dwelling unit"
includes also special types of living quarters, such as health and welfare institutions,
corrective and penal institutions, religious and educational institutions, hotels, lodging houses, camps, merchant vessels, diplomatic residences, etc. These are usually referred to as "collective-type dwellings" as opposed to private-type dwellings described earlier;
the collective-type dwellings are excluded from the Starts and Completions Survey.
To sum up, the Starts and Completions Survey enumerates dwelling new structures only, such units being designed for non-transient and year-round occupancy.
A Start, for the purpose of this survey, is recorded when the footing has been installed, that is, when the concrete has been poured for the whole of the footing around the structure.
A Completion, for the purpose of this survey, is the stage at which all the proposed construction work on a dwelling unit has been performed.
For multiple-dwelling structures, the definition of a Start or Completion applies
to the structure rather than to the indi- vidual dwelling units therein.
The number of units Under Construction at the end of a period as shown in this publication takes into account certain adjustments which are necessary for various reasons. For example, after a start on a dwelling has been made, construction may cease, or a structure when completed may contain more or fewer dwelling units than were reported when construction commenced.

l'année longue.La mise en chantier, aux fins de l'enqudte, est notée lorsque l'espattement est installC, c'est-à-dire lorsque le béton a eté coulé dans l'empattement, tout autour de l'iimneublc proeté.
L'achèvernent, aux fins de l'enquete, car- respond au stade oi tous les travaux de cons- truction projetés pour une méme unite de logement ont été exécutés.
Dana le cas des immeubles h logements multiples, la definition do la mise en chantier ou de l'achèvement porte sur l'ensemble de Li construction et non sur sea unites de logement prises en particulier.
Dans Li prés.nte publication, le notobre de logements en construction A la fin du mois tient compte de certains rajustements qul s'imposent pour des raisons diverses. Comparison of Census Tabulations with Tabulations Presented in this Report
The 1966 Census classifies data on the housing stock according to the following types of dwelling:
Single detached: This type is commonly called a "single house". It contains only one duelling unit which is completely separated on all sides from any other dwelling or structure.
Single attached: This category includes dwelling units separated by a common wall extending from ground to roof. Single attached dwellings in structures consisting of only two dwelling units are classified as Single attached (double). All other single

attaches, qu'ils fassent partie d'une rangée de trois logements ou plus ou qu'il s'agisse simple- ment d'un logeinent attenant ) un magasin ou une autre construction non domiciliaire, sont classes conane simples attaches (autres).
Apartements et p1cm-pied: Ces logements se subdivisent eux aussi en deux categories. Appart- ements, plein-pied (duplex): ce sont lea logements d'une structure construite ou transformée de
façon a donner deux logements situés l'un su-dessus de l'autre sans autre construction attenante.
Appartements,plein-pied (auti): ce sont tous les logements du genre appartement ou plein-pied et qui ne sont pas de la catégorie des duplex.
Mobiles: II s'agit de tout logement desti- né a etre transporté et réellement transportable (remorque, wagon, ou bateau) s'il était occupé par des personnes sans autre residence ordinaire au moment du recensement.
Dans le present rapport, lea logements sont répartis en quatre categories:
1. Simples detaches.
2. Bi-fainiliaux: qui comprennent les simples attaches (naison double) et les appartements, p1cm-pied (duplex). Lea doubles duplex et les duplex en rangée ne font pas partie de cette catégorie.
3. Rangées: qui ne comprennent que les maisons simples et attachées en rangée d'au moms trois habitations. Dans les chlffres clu recensement, ces genres d'habitations sont compris dana simples attaches (autres). Les duplex en rangCe n'entrent pas dans la caté- gone des "Rangées".
4. Appartemeats et autres: comprennent lea maisons d'appartements et lea plein-pied
(autres).
Autrement dit, cette catégorie inclus:
(i) lea doubles duplex.
(ii) lea triplex.
(iii) lea duplex en rangée.
(iv) lea maisons d'appartements au sens courant du terme.
(v) lea logements situés au-dessus ou a l'arrière d'un magasin ou de tout autre construction non domicillaire.
Comme on Pa signalé précédenmient, les logements mobiles, dont le recensement de 1966 tenait compte, ne sonc pas dénombrés aux fins de l'enquéte sur lea mises en chantier et les achèvenients.

Apartment and flats: These dwellings are also subdivided into two categories.
Apartmenflat (duplex) refers to each dwelling in a structure originally designed, or structurally converted, to provide two dwelling units, one above the other and adjoining no other structure. Apartment, flat (other) includes all dwellings of the apartment, flat-type other than the duplex- type mentioned above.
Mobile: Refers to any dwelling designed for movement and actually movable, such as a trailer, railway car, or boat, if occupied by persons with no other usual residence at the Census date.
In this report dwelling units have been divided into four categories:
1. Single detached
2. Two-family: which comprises Single atta- ched (double) and Apartment, flat
(duplex). Double-duplexes and row- duplexes are not included in this category.
3. Row: which comprises only single attached houses in a row of three or more dwellings. In the Census tabu-
lations, these are included in Single attached (other). Row-duplexes are not included in the Row category.
4. Apartment and Other: which comprises Apartment, flat (other).
In other words this category includes:
(i) double-duplex.
(ii) triplex.
(iii) row-duplexes.
(iv) apartments as comonly known.
(v) dwellings over, or at the back of, a store or other non-resi- dential structure.
As mentioned earlier Mobile dwellings although covered by the 1966 Census are not enumerated in the Starts and Co.npletions Survey.
