INTRODUCTION
This is the third edition of the ('Almpendium iJf Intra-African and Related Foreign Trade Statistics. It is a combined edition of two fonner publicalions: Foreign Trade Statistics for Africa, series A: Direction iJf trade; and Foreign Trade Statistics tor Africa, series C: Summary tables. It is our hope that this publication will meet the needs of users both at the international, regional, subregional and nalional levels, in particular the planning dala for the Affican c(;ollomies. The unique feature of this publication is the inclusion for the third time of trade data by economic groupings in Africa and selected groupings of Africa.
1. Soun:es of data
The dala contained in this publicalion comes from various sources: the main source of the data are the ECA member States whose data is extracted from their national publications and those sem on magnetic media to ECA. Other sources include online access to the Corornodity Trade Databa'le (COMTRADE) of the United Nations in New York, and publications of regional and international organizations. After accessing all sources, estimation procedures have, where possible, been used to fill any remaining data gaps.
2. Systems of trade
Two systems of recording trade are in (;orornon use, differing mainly in the way warehoused and re-exported goods are recorded.
(a) §p.eci aJ trad~
Special imports are the combined total of imports for direct domestic consumption (including trarlsfonnation and repair) and withdrawal from customs bonded warehouses or free zones for domestic comrunption. Special exports comprise exports of national merchandise, namely, goods wholly or partly produced or manufactured in the country together with exports of nationalized goods (nationalized goods are goods which having been included in special imports are then exported without transformation);
(b) General trade
lJClleral imports are the combined total of imports for direct domestic consumption and imports into customs bonded warehouses or free zones. General exports are the combined total of national exports and re-exports. Re-exports, in the general trade system, consist of the outward movement of nationalized goods plus goods which, after importation, move ontward from customs bonded warehouses or free zones without having been transfonned.
Technically, direct transit trade (i.e. goods merely being trans-shipped or moving through the lXluntry for purposes of transport only) is excluded from the statistics of both special and general trade.

General!y imports are valued c. Lf., i.e. the value at which the goods were purchased plus the

cost of transportation and insurance, where not included to the frontier of the country of imports (including unloading charges at the frontier if any).
Exports are generally valued free on board (f.o.b.) or free on rail or road vehicles (f.o.r.) at the frontier of the country, including export duties. internal taxes and similar charges imposed in the country of exports in so far as they in fact remain charged on the goods exported. This is the value at which the goods were sold by the exporter, including transportation and insurance, to bring the goods onto the transporting vehicle at the frontier of the country.

6. Estimation of missing data
Not all the data provided in this publication should be regarded as actual, estimates have been prepared to fill gaps in rime series where necessary.

Estimation is defined
3Bthe creation or imputation of missing data. Missing data are those which for one reason or another have not been reported by country authorities who are expected to do so.
In this publ ication missing data have been estimated using various techniques mainly interpolation (when a missing value falls between a series of values), extrapolation (when the missing value is out of the range of the series of values) and the distribution method which a5sumes existence of a previous recent distribution which can be used as a model of the behaviour of the bilateral or multilateral trade. We shall briefly describe the distribution method since it is less well kno"JJ1 than the traditional interpolation and extrapolation techniques.
7. Discription of the distribution method of estimation
If we know the shares of bilateral trade flows to the total flow (world, region, country, etc.) for the previous typical or representative period (year, quarter, month, etc.), then it should be possible to estimate bilateral trade flows for the present period. In simple terms, one is distributing the total trade of a country to its various trading partners, on the basis of a known previous structure of trade (proportional distribution).
In the ca5e of bilateral trade flows the method can be illustrated as follows:
Let T = Total trade flow of country A (this is assumed to be fixed);
n = Number of A's trading partners;
pi (i = 1, ... ,n) = proportional distribution (shares of trade) of country A's bilateral trade flows for a previous period (month, quarter. year, etc.);
q; (i = 1, ... on) = estimated bilateral trade flows of country A (with its partners) for the present or future period (month, quarter, year, etc.).
Then, the estimated bilateral trade flows for country A during the current period is given by qi piT (i = 1.2, ... ,n).
It is important to realize that in using this method the structure of trade which was established in a previous period is assumed to apply in the present period. If the structure of trade has changed, then the estimates will not be accurate.
The choice of the pi values is therefure very crucial here. The T value could be the true value
(report~'d.
value), or estimated value obtained by using other methods b1Jch as extrapolation method.
This method has been used by a number of international agencies in situations which involve distributing an estimated or (actual) trade value to specified cells. The method is based on the a'lSUmptio!1 that the suucture of trade in the previous period has remained constant.

This method is sometimes described in tenns of shares of trade flows. For example, it is possible to estimate bilateral trade flows of a country, if we know the shares of bilateral trade, of that ;;ountry, for a previous period. This method has been used extensively by the IMF particularly in estimating trade data for its Direction of Trade Statistics publication.

Nous vous presentons la troisieme edition du compendium des statistiques du commerce
intra~qfri.cain et des echanges exterieurs de {'Afrique. Elle combine en une seule edition deux anciennes publications: Foreign Trade Statistics for Africa, series A: Direction of Trade; et
Foreign Trade Statistics for Africa, series C, Summary tables. Nous esperons que cette publication repondra aux besoms des usagers aux niveaux international, regional, soliS~regional
et national, en particulier dans Ie domaine des donm!es sur I' economie des pays africains.
L'originalire de cette publication reside dans Ie fait qu'elle contient, pour Ja troisieme fois, des donnees sur Ie commerce par groupements economiques en Afrique et pour des groupements choisis en Afrique.
1. Sources des donnees
Les donnees qui figurent dans cette pUblication proviennent de diverses sources, principalement des pays membres de la CEA et sont tirees de leurs pUblications nationales et des infonnations sur supports magnetiques envoyees a la CEA. Pour les autres sources, iI s'agit notamment de I'acces en ligne a la Base de donnees sur Ie commerce des produits de base (COMTRADE) du Siege de rONU a New York et des publications d'organisations regionales et internationales.
Apres avoir consulte toutes ces sources, on a utilise les procedures d'estimation, dans la mesure du possible, pour combler les lacunes.
2. Systemes d'ecilanges commerciaux

Les importations speciales sont constituees par Ie total des importations destinees directement a
la consommation interieure (notamment la transfonnation et les reparations) et I' enlevement des produits SOliS douane ou dans les zones franches en vue de la consommation interieure. Les exportations speciales comprennent les exportations de marchandises nationales, a savoir des biens produits ou fabriques partiellement ou inregralement dans Ie pays el les exportations de produits nationalises (Ies produits nationalises sont des produits qui font partie des importations speciales et sont exportes ensuite sans t:tre transforrnes);
b) Echanges commerciauJ( generaux
Les importations generales sont constituees par Ie total des imponations en vue de la consommation inrerieure directe et les importations de produits entreposes sous douane ou destines aux zones franches. Le total des exportations et des reexportations nationales
constitue les exportations generales. Dans Ie systi:me des echanges commerciaux gene raux , les reexportations sont constituees par la sortie des biens nationalises et des biens, qui apres

6. Estimation des donnees qui manquent
II ne faudrail pas considerer lOutes les donnees figurant dans cette publication comme etant effectives, des estimations ayant servi, au besoin, a combler les lacunes des series chronologiques.

Par estimation, il faut entendre I'elaboration ou I'anribution de dOlll1ees qui manquent. II s'agit des domees que, pour une raison ou pour une autre, les autorires competentes n' ont pas communiquees, comme eUes auraient dQ Ie faire.
Dans cette publication, les domees qui rnanquent ont ere estinrees It \' aide de diverses techniques, principalement I'interpolation (dans les cas oil une valeur qui manque se situe entre une serie de valeurs), I'extrapolation (dans les cas ou la valeur qui manque ne se situe pas It l'inrerieur d'une serie de valeurs) et la methode de la repartition qui suppose une
repartition precooente recente pouvant servir de modele pour determiner I' evolution du
commerce bilateral ou multilareral. Nous presenterons brievement les methodes de repartition car elles sont bien moins connues que les teehniques c1assiques d'interpolation et d 'extrapolation.
7. Description de la methode de la repartition
Si nous connaissons la part des flux commerciaux bilateraux par rapport au nux total (monde, region, pays, etc,) pendant la p6riode precooente typique ou representative (annee, trimestre, mois, etc.), iJ devrait alors etre possible d'estimer les nux commerciaux bilareraux pendant la p6riode actuelle. En d' autres termes, on repartit Ie volume total des echanges d 'un pays avee ses divers partenaires commerciaux, sur la base d'une structure des echanges cOlll1ue (repartition proportiolll1elle) ,
Dans Ie cas des nux commerciaux bilareraux, la methode peut s'expliquer comme suit:
Soit T= total des nux commerciaux du pays A (en supposant qu'iJ s'agisse d'une valeur fixe);
n = Nombre de partenaires commerciaux de A;
]ll (i = I, ". ,n) = repartition proportionnelle (parts du commerce) des nux commerciaux bilateraux du pays A pendant une periode precooente (mois, trimestre, annee, etc,);
q. (i = 1, ... ,n) = nux commerciaux bilareraux estimatifs du pays A (avec ses panenaires) pendant la periode actuelle ou dans I'avenir (mols, trimestre, an, etc.).
Ensuite, les t1ux commerciaux bilateraux estimatifs du pays A pendant la periode a<..1Uelle sont calcules comme suit:

II importe de reeolll1aitre qu'en utilisant cette methode, on se fonde sur I'hypothese que la structure des echanges precooente s· applique a la periode actuelle. Si la structure des echanges a change, alors les estimations ne seront pas exactes.

Par consequent, Ie choix des valcurs pi est determinant ici. La valeur T pourrait etre la vraie valeur (valeur communiqu6e) ou la valeur estimative obtcnue en utilisant d' autres methodes telles que la m6thode de I' extrapolation.
Un certain nombre d'organismes intemationaux ont utilise cette methode dans certains cas en donnant une valeur estimative ou effective a des groupes deterrnines. La m6thode se fonde sur J 'hypothese que la strucrure des 6changes de la periode pr6c6dente est restee constante.
Cette ~thode est parfois d6crite en termes de parts des flux commerciaux. Par exemple, on peut estimer les flux commerciaux bilateraux d'un pays si I'on connait les parts du commerce bilater.u de ce pays pendant une periode anterieure. Le FMI a courammcnt utilise cette methode, en particulier, pour estimer les donnees destinees a sa publication intirulee Direction of Trade Statistics.
