In taking its decision on the location of sub-regional offices*

the Commission will no doubt wish to take into consideration the following factors:

a) Accessibility from the Commission's headquarters and from

the various parts of the sub-region,

b). Availability of adequate hotel accommodation and other

conference facilities.

0) Availability of adequate and easy communications facilities

between the sub-regional office and headquarters and between it and the various parts of the sub-region.

To enable the Commission to take account, in making its decision, of the three requisites referred to in paragraph 5 above* the Executive Secretary has provided below information available to him concerning the six locations which have been offered as possible sites for sub-regional offices,

The six possible sites for sub-regional office as serviced by international airlines are as follows:

Chad (Fort Lamy) Air France, Air Afrique? Ethiopian

Airlines,

Gabon (Libreville) Air France, Air Afrique, Ethiopian

Airlines.

Liberia (Monrovia) Ethiopian Airlines, West African

Airways, PAA, Ghana Airways, Air France.

Libya (Tripoli, Benghazi) ITAE Airlines, Ethiopian Airlines, Morocco (Rabat? Tangiers, Air France, Royal Moroccan Airlines

Casablanca) KLM, Ethiopian Airlines.

Tunisia (Tunis) ALITALIA, Tunis Air, TWA, Ethiopian

Nigeria (Lagos) Ethiopian Airlines, Ghana Airways,

ESTABLISHMENT OF SUB-REGIONAL OFFICES OF THE ECONOMIC - COMMISSION FOR AFRICA

. Resolution 23(ill) adopted "by the Commission at its 48th plenary meeting on 15 February 1961

The Economic Commission for Africa?

Conscious of the increasing responsibilities of its Secretariat>

Recognizing the importance of establishing sub-regional offioes

in order "to deal effectively with economic problems peculiar to sub-

regions.

Noting that such sub-regional offices do not at present exist to deal effectively with problems of interest to member countries of

sub—regions 5

Draws attention to item 19 of the Terms of Reference of the

Economic Commission for Africa which provides for the establishment

of sub-regional offices?

Requests the Executive Secretary -to undertake forthwith a study of the possibility of and conditions for the establishment of sub-

regional offices of the Commission to deal with problems of sub-regional

interest and to submit a progress report to the fourth session.

Offices of the Commission and to submit a. progress report at iis Fourth session, which is-now scheduled,-to convene in February 19&2. .

I am writing to enquire whether your Government would ta&e an ■

interest in having-a United Nations Economic Commission for Africa Sub- Regionai Office.established in your : country. Should this turn out, to

be the case? please inform me what physical facilities your Government would offer for the,successful establishment and running of such a Sub-Regional Office. In particular, I' have in 'mind' such facilities as office accommodation and staff housing.

Your government may wish to indicate that, following the example of the Imp,er,ia.l Government of Ethiopias it will provide office

accommodation free "of charge. I am not in a position now to specify the office requirements but as a rough indication I think that in the first two years I may recommend to the Commission the posting of some ten professional staff members and about six clerical staff. These

officials will be permanently posted in the Sub-Regional Office but additional offices will be required for the Executive Secretary and other'staff 'members visiting from headquarters as well as offices for sub-regional advisers. I therefore estimate that about 20 offices wilx
