Programme Committee of the Executive Board (1 to 6 November 1 9 7 6 )

As part of a comprehensive study on documentation of the World H e a l t h Assembly and

Executive Board requested in r e s o l u t i o n W H A 2 9 . 3 6 , and to a s s i s t in cutting d o w n a l l a v o i d a b l e and non-essential expenditure on establishment and a d m i n i s t r a t i o n requested by t h e H e a l t h Assembly in r e s o l u t i o n W H A 2 9 . 4 8 , as well as to i n s t i t u t e a programme o f operational e c o n o m i e s

in h e a d q u a r t e r s , as requested in resolution W H A 2 9 . 2 5 , a study has been undertaken on the documentation produced for or r e s u l t i n g from the H e a l t h Assembly and the Executive Board.

This includes both pre-session and in-session documentation, much of which is subsequently p u b l i s h e d in the O f f i c i a l Records s e r i e s .

In the p a s t , eight regular volumes o f O f f i c i a l Records have been p u b l i s h e d each y e a r . Together w i t h a d d i t i o n a l r e l a t e d volumes, these have amounted to n e a r l y 3000 p r i n t e d p a g e s , The compilation of this m a t e r i a l required in 1976 ( f o r a l l languages) the equivalent o f s o m e 40 man-years in terns of p r o f e s s i o n a l and general service e s t a b l i s h e d posts (about

$ 1 500 0 0 0 ) ; the r e c r u i t i n g of temporary s t a f f for conference periods ( $ 30 0 0 0 ) ; and p r i n t i n g costs and contractual services in the order of $ 400 000, These f i g u r e s give a general order of magnitude for the past few years; i f the O f f i c i a l Records s e r i e s is continued in i t s present form, they must be increased to take into account: ( a ) the a d d i t i o n a l costs for Chinese and (as from 1979 ) for Arabic; and ( b ) r i s i n g s t a f f i n g a n d p r i n t i n g c o s t s . I n the programme budget the costs of producing the O f f i c i a l Records are r e f l e c t e d in Appropriation Sections 1 ( P o l i c y o r g a n s ) , 7 (Health information and l i t e r a t u r e ) , and 8 (General service and support programmes).

I n view of such s u b s t a n t i a l c o s t s , and in l i n e w i t h a general attempt to achieve a 50%

reduction i n a l l documentât ion (a beginning has been made w i t h the documents for the

f i f t y - n i n t h session of the Executive B o a r d ) , it is proposed that the O f f i c i a l Records s e r i e s - which is part conference documentation, part a r c h i v a l - should be reduced. I f a l l the proposals are accepted the aggregate annua1 length of the s e r i e s could be cut by as much as 60%.

T r a d i t i o n a l l y some 350 pages long a n n u a l l y , the r e p o r t , as a r e s u l t of r e s o l u t i o n W H A 2 8 . 2 9 , would have been the same length in even-numbered y e a r s , but very short - probably about 30 pages - in odd-numbered years ( b e g i n n i n g i n 1 9 7 7 ) . The implementation of

r e s o l u t i o n W H A 2 9 . 3 6 , however, (which authorized the Director-General to discontinue p u b l i s h i n g a report on i n d i v i d u a l p r o j e c t s ) would reduce the comprehensive 350-page report to some

250 p a g e s .

I t is proposed that the comprehensive D i r e c t o r - G e n e r a l ' s report for the biennium 1976-1977 , to be reviewed by the Executive Board and the H e a l t h Assembly in 1 9 7 8 , should be further reduced to 100 pages. I t would contain no annexes but more summary tables and g r a p h s , would be more s e l e c t i v e in coverage, more synoptic and e v a l u a t i v e , p o s s i b l y less c l o s e l y t i e d to the o r g a n i z a t i o n a l structure.

The programme b u d g e t p r e s e n t e d to the B o a r d a n d the A s s e m b l y i n odd-numbered y e a r s runs to some 8 0 0 p a g e s , a 100-page b u d g e t r e v i e w document b e i n g p r o d u c e d as a Board document i n even-numbered y e a r s . O f the 8 0 0 p a g e s i n the f u l l b i e n n i a l programme b u d g e t , more than h a l f

( t h e s o - c a l l e d " I n f o r m a t i o n a n n e x e s " ) c o n s t i t u t e i n e f f e c t a r e p u b l i s h i n g o f p a r t s o f b u d g e t s a l r e a d y r e v i e w e d by the v a r i o u s r e g i o n a l c o m m i t t e e s , or by the I n t e r n a t i o n a l A g e n c y f o r R e s e a r c h on C a n c e r .

I t i s p r o p o s e d that the p r o p o s e d programme b u d g e t document f o r 1 9 8 0 / 8 1 ( t o be r e v i e w e d by the B o a r d and the A s s e m b l y i n 1 9 7 9 ) s h o u l d no l o n g e r c o n t a i n such " I n f o r m a t i o n a n n e x e s " . I n s t e a d the r e g i o n a l b u d g e t d o c u m e n t s , as s u b m i t t e d to the r e g i o n a l committees ( a l o n g w i t h a n y amendments emanating from t h o s e c o m m i t t e e s ) w o u l d be a v a i l a b l e f o r r e f e r e n c e to d e l e g a t e s a n d members i n the m e e t i n g r o o m s , i n the l a n g u a g e s i n w h i c h o r i g i n a l l y p r o d u c e d , i . e . , the w o r k i n g l a n g u a g e s of the r e s p e c t i v e r e g i o n a l c o m m i t t e e s . T h i s m e a s u r e w o u l d r e d u c e the programme b u d g e t volume from 8 0 0 to 4 0 0 p a g e s .

At p r e s e n t t h i s r e p o r t i s a b o u t 130 p a g e s l o n g , o f w h i c h some 5 0 p a g e s a r e a l i s t o f the v a r i o u s p r o j e c t s c a r r i e d out d u r i n g the y e a r r e p o r t e d o n, w i t h an i n d i c a t i o n o f the funds s p e n t on e a c h o f them.

I t i s p r o p o s e d that - b e g i n n i n g w i t h the F i n a n c i a l R e p o r t f o r 1977 ( t o be r e v i e w e d i n 1 9 7 8 ) - t h i s l i s t o f p r o j e c t s ( a s the s i m i l a r , d e s c r i p t i v e , l i s t i n the D i r e c t o r - G e n e r a l ' s r e p o r t ) s h o u l d no l o n g e r be p u b l i s h e d i n the O f f i c i a l R e c o r d s s e r i e s . I n s t e a d a computer p r i n t o u t w o u l d be a v a i l a b l e to any d e l e g a t e or member r e q u e s t i n g i t .

T h e s e volumes r e p o r t the p r o c e e d i n g s o f the H e a l t h A s s e m b l y arid uhe E x e c u t i v e B o a r d . They c o n t a i n r e s o l u t i o n s , r e l e v a n t a n n e x e s , and summary r e c o r d s o f m e e t i n g s ( w i t h v e r b a t i m r e c o r d s o f p l e n a r y m e e t i n g s i n the c a s e of the H e a l t h A s s e m b l y ) .

I t i s p r o p o s e d t h a t , w h i l e the r e s o l u t i o n s w o u l d be r e t a i n e d as h i t h e r t o , an attempt s h o u l d be made to cut to a minimum the documents a n n e x e d to t h o s e r e s o l u t i o n s .

I n a d d i t i o n , i t is p r o p o s e d that the summary r e c o r d s o f committees of the H e a l t h A s s e m b l y , and o f m e e t i n g s o f the B o a r d , s h o u l d no l o n g e r be p u b l i s h e d i n the O f f i c i a l R e c o r d s s e r i e s . I n s t e a d , a s h o r t s y n o p s i s w o u l d be p r i n t e d , g i v i n g the d a t e o f m e e t i n g , agenda item d i s c u s s e d , a n d l i s t o f s p e a k e r s (model a p p e n d e d ) . Summary r e c o r d s w o u l d c o n t i n u e to be made and to be c l e a r e d w i t h p a r t i c i p a n t s . A master-copy o f t h e s e r e c o r d s , i n the l a n g u a g e o f d r a f t i n g , w o u l d be k e p t at h e a d q u a r t e r s , and e x t r a c t s , t r a n s l a t e d i f n e c e s s a r y , c o u l d be made a v a i l a b l e on r e q u e s t to any d e l e g a t e or member o f the B o a r d .

The v e r b a t i m r e c o r d s o f p l e n a r y m e e t i n g s w o u l d be p r o d u c e d a n d d i s t r i b u t e d i n a

f i v e - l a n g u a g e " s a n d w i c h " v e r s i o n d u r i n g the A s s e m b l y , as at p r e s e n t ( p o s s i b l y a s i x - l a n g u a g e v e r s i o n when C h i n e s e is i n t r o d u c e d ) . A f t e r the A s s e m b l y t h e s e r e c o r d s , a f t e r i n s e r t i o n o f a n y c o r r e c t i o n s , w o u l d be c l i p p e d t o g e t h e r , and w o u l d be a v a i l a b l e as an o f f s e t document.

The r e s u l t o f the above p r o p o s a l s w o u l d be to r e d u c e the l e n g t h o f the two O f f i c i a l R e c o r d s volumes c o n t a i n i n g the p r o c e e d i n g s o f the J a n u a r y E x e c u t i v e Board by a b o u t 3 5 0 p a g e s , g i v i n g a s i n g l e volume o f 3 0 0 p a g e s i n even-numbered y e a r s a n d o f 2 0 0 i n odd-numbered ( i n s t e a d o f r e s p e c t i v e l y 6 5 0 a n d 5 5 0 a s a t p r e s e n t ) . The p r o c e e d i n g s o f the summer s e s s i o n o f the

Executive Board would be reduced from 60 to about 25 p a g e s . The saving on the two volumes c o n t a i n i n g the proceedings of the Health Assembly would be even greater - a total reduction of some 650 p a g e s .

The d i s c o n t i n u i n g of the p u b l i c a t i o n of summary records in the O f f i c i a l Records s e r i e s would thus be the greatest s i n g l e source of economy: the need to p r i n t more than a thousand pages (each c o n t a i n i n g some 750 words) would be e l i m i n a t e d .

Action r e q u i r e d by governing bodies

Amendment of Rules 8 7 , 91 and 92 of the Rules of Procedure of the H e a l t h Assembly;

amendment of Rules 20 and 21 of the Rules of Procedure of the Executive Board.

The net r e s u l t s of the above cuts should be an o v e r a l l reduction - as from 1978 - in the length o f the O f f i c i a l Records that governing bodies r e c e i v e , as follows :
