SAFEGUARDING OF THE INTANGIBLE CULTURAL HERITAGE

Item 4 of the Provisional Agenda: Admission of observers to the present session

Summary

Following Decision 2.COM 4 taken by the Committee during its second session (Tokyo), and Decision 2.EXT.COM 15 taken at its second extraordinary session (Sofia), this document concerns the admission of observers to the present session.

Decision required: paragraph 5

1. By its Decision 2.COM 4, the Committee decided at its second ordinary session to provisionally suspend the applicable sections of Rule 8 of its Rules of Procedure concerning the admission of observers, and authorized the Chairperson, on an exceptional basis, to request the Director-General to invite non-governmental organizations and non-profit-making institutions to attend its next session. It further decided, at its second extraordinary session, to reaffirm its Decision 2.COM 4 and to apply that same procedure to its third session (Decision 2.EXT.COM 15). This document and the draft decision below only concern the admission of observers to the present session. The examination of the issue of the admission of observers to future session is foreseen in item 12 of the provisional agenda (see document ITH/08/3.COM/CONF.203/12).

2. In accordance with paragraph 3 of Decision 2.COM 4, the Secretariat of the United Nations and the organizations of the United Nations system have been invited to attend the Committee sessions as observers.

The following responded to this invitation:

In accordance with paragraph 4 of Decision 2.COM 4, the following States non party to the Convention which are Member States of UNESCO or of the United Nations, Permanent Observer Missions to UNESCO, Associate Members of UNESCO and intergovernmental organizations have made a written request to the Secretariat to attend the meeting as observers:

In accordance with paragraph 5 of Decision 2.COM 4, several States Parties to the Convention have provided the names of non-governmental organizations active in the fields covered by the Convention who could participate as observers at the present session. Furthermore, the Secretariat, as stipulated in paragraph 6 of the same decision, has established a list of non-governmental organizations and non-profit-making institutions active in the fields covered by the Convention.

The Chairperson of the Committee, in accordance with paragraph 8 of Decision 2.COM 4, requested the Director-General of UNESCO to invite these organizations and institutions to participate as observers in its third

session. The following organizations and institutions are present:
