Public Consultation

Draft By-laws P-09-004 and P-04-047-72

By-laws authorizing the constructions building for residential and commercial purposes on the property designated as lot number 1 852 819 of the cadastre of Québec, bounded by Richmond, Ottawa and du Séminaire Streets and the linear park of the Lachine Canal

At its meeting on January 26, 2009, City Council adopted draft By-law P-09-004, entitled “Règlement autorisant la construction d’immeubles à des fins résidentielles et commerciales sur le terrain portant le numéro 1 852 819 du cadastre du Québec et bordé des rues Richmond, Ottawa, du séminaire et du parc linéaire du canal Lachine,” and draft By-law P-04-047-72, entitled “Règlement modifiant le Plan d’urbanisme de la Ville de Montréal.”

The Office de consultation publique de Montréal (OCPM) will hold a consultation on the draft By-laws and is making relevant documentation available to the public.

PURPOSE OF THE CONSULTATION

Adoption of a draft by-law pursuant to section 89 of the Charter of Ville de Montréal

Draft By-law P-09-004 provides for variances to Urban Planning By-law of Sud-Ouest Borough ( 01-280) , with respect to height, density, setback, side yards, uses and land coverage. It defines the uses authorized on the site, the main construction parameters, as well as parking and landscaping requirements. The By-law also contains planning, architectural and design criteria pertaining to the architectural composition and treatment of the constructions and yards. This draft by-law is not submitted to approval by referendum.

Amendments to the Master Plan

Draft By-law P-04-047-72 provides for modifications to the “Carte des hauteurs”, through the addition of a height sector of 44 metres and another of 60 metres.

CONSULTATION PROCESS

The consultation will be held in two parts. The first part will be devoted to information sessions, where the project will be presented and citizens and groups will be invited to ask any questions they like on the project and its repercussions.

The second part will be devoted to hearing the opinions of citizens and groups, presented orally or in writing.

PUBLIC CONSULTATION MEETING

The OCPM invites interested individuals and organizations to attend the first general information meeting of the public consultation:

February 17, 2009

Basement of Imani Family & Full Gospel Church 540 Richmond Street

7:00 p.m.

Two thematic sessions will follow on February 18 and 19, 2009, 7:00 p.m., at the same location. The part of the consultation devoted to hearing those wishing to express their opinions on the projects will begin on March 10, 2009, 7:00 p.m., also at the same location.

The deadline for filing a brief is March 5, 2009.
