ADF VII: Social and Human Dimensions of Climate Change Impact on Africa

Addis Ababa, 10 October 2010 (ECA) - The Economic Commission for Africa (ECA) is organizing, jointly with the African Union Commission (AUC) and the African Development Bank (AfDB), the Seventh African Development Forum (ADFVII) that will focus on “Acting on Climate Change for Sustainable Development inAfrica”.Prior to that, aPre- AFD event will be held on “Climate Change through the Lens of Vulnerability and Human Rights”. The Pre-ADF event will kick start in Addis Ababa, Ethiopia, from 11-12 October, 2010.

This ADF pre-event is a joint initiative taken by the Social and Human Development Cluster of the Regional Coordination Mechanism, a NEAPD working cluster of the United Nations made up of UNECA, UNHCR, UNICEF, UNIFEM, OHCHR, UNAIDS, IOM and the AUC.

The African Development Forum is a bi-annual platform for diverse stakeholders (government officials and policy makers, experts, research institutions, UN agencies, representatives of civil society organizations and the media, etc), who gather to discuss a specific development- related issue which is critical to Africa. This opportunity is used to reach consensus, develop common positions on the debated issues and thus contribute to furthering Africa’s common development agenda.

In Africa, people contribute less than 4% to global emissions, and yet, they remain the ones who are structurally unable to address the negative consequences of climate change. The situation is further aggravated by increasing levels of poverty, weak social protection systems, poor health and high prevalence of diseases such as malaria, tuberculosis and HIV/AIDS, rapid population growth, low levels of education, high unemployment rate, and persistent gender and social inequalities. Thus, the current policy dialogue and negotiations on climate change, which are focused on the environment and economies mainly, need to take into account the compelling social and human dimensions of climate change and its implications on vulnerable groups like women, youth and the elderly.

The ADF pre-event on ““Climate Change through the Lens of Vulnerability and Human Rights” will explore the crucial fields of social and human development, thus providing a space for discussions and deliberation on population, health, gender and youth.

These are four topics intrinsically linked to climate change. The event will formulate outputs to be presented as recommendations for the main African Development Forum sheduled to take place from 13-15 Octobre 2010.

Considering that climate change is increasingly exacerbating the risks and inequalities faced by the most vulnerable groups in society, thus leading to more social injustice, increasing social unrest, and potential upheavals and conflicts in the African countries, the event will be an opportunity to gauge and analyze the impact of this global phenomenon on these groups, but also on sustainable development in Africa as a whole.

The pre - event aims to ensure the participation of the most excluded and vulnerable groups to the debate. It will seek particularly to reach the following main objectives:

Defining priority actions and measures needed to adequately address and mitigate the climate change challenge, and also leverage on the opportunities it presents;

Giving momentum to Africa’s Common Position on Climate Change in preparation for the upcoming international climate change negotiations in Cancun, Mexico; and

2.

Building and strengthening new strategic alliances and partnerships to further Africa’s climate change agenda.

Although there is a growing awareness of the perils of climate change, more attention needs to be given to the vulnerable groups whose life is most affected by these perils. What is Africa ready to do to meet such an imperative?
