In the Name of God, the Compassionate, the Merciful Address by

DR HUSSEIN A. GEZAIRY REGIONAL DIRECTOR

WHO EASTERN MEDITERRANEAN REGION to the

THE STAKEHOLDERS MEETING ABOUT THE PLANNING OF THE

IMPLEMENTATION OF THE INTERNATIONAL HEALTH REGULATIONS 2005 IN LEBANON

Your Excellencies, Colleagues, Ladies and Gentlemen,

It gives me great pleasure to be with you here in Lebanon to address this important meeting. I would like to start by thanking H.E. Dr Mohamad Jawad Khalifeh, Minister of Public Health, for hosting this meeting, and the Ministry team for providing all the necessary support. I would also like to thank you all, excellencies, colleagues and friends, for participating in today’s meeting. It represents the cornerstone for planning the implementation of the International Health Regulations 2005, and highlights the additional preparations needed based on the assessment mission that was carried out over the past week, with WHO support and the collaboration of all partners.

As you know, the revised International Health Regulations came into effect in 2005, and are now legally binding on 194 parties. The resolution issued during the 52nd session of the Regional Committee for the Eastern Mediterranean in 2005 urged Member States to further strengthen their national emergency preparedness and response programmes. One of our visions for the future health of the Region is containing new and re-emerging disease threats. Our Region must be prepared to respond rapidly to any emerging or re- emerging disease threats. The earlier a disease threat is identified, the easier it is to contain. With the extension of global air travel, neglected local disease threats can quickly spread and become

global emergencies. With these factors in mind, the Regional Office for the Eastern Mediterranean took the necessary steps to create a regional network of trained and equipped health professionals and institutions that are ready to be deployed in times of emergency and crisis.

The Regional Office has a team of experts composed of epidemiologists, virologists, clinicians, infection control specialists, environmentalists, communication officers and veterinarians. The main role of this team is to work together harmoniously in responding to any emerging infection or epidemic-prone disease. In addition, it is expected that these experts build the national capacities in the fields of diagnosis, detection, surveillance, response and control. It gives me, in this instance, pleasure to inform you that most countries of the Region have initiated legal, technical, financial and logistical measures to implement the International Health Relations.

Ladies and Gentlemen,

In Lebanon, the preparations to strengthen the health system capacity to respond to crisis started more than two years ago. Enumerating but a few of the main interventions, we know that Lebanon is putting in place a system for early warning alert and response, involving both the public and private health sector. A lot of capacity-building in terms of emergency preparedness and management and contingency planning has already been completed. The surveillance system is being reinforced in the public health sector, including the armed forces. The government’s efforts, particularly the input of the Ministry of Public Health, have been significant in this respect, despite the difficulties Lebanon has gone through since 2006. However, the preparations for implementation of the International Health Regulations need more efforts––to strengthen the national capacities and reinforce coordination between all stakeholders so that serious risks to public health can be averted.

Lebanon has started its preparations for International Health Regulations implementation.

Your collective support and collaboration are needed to keep the momentum and move further ahead to full implementation by 2012.

The International Health Regulations are intended to prevent and respond to the international spread of disease. Implementing the regulations will strengthen national and collective defences coordinated by WHO against serious risks that might be of international concern.

To meet the obligations and requirements for the planning and implementation of the International Health Regulations 2005, and to ensure existence of sufficient core capacities in our Member States, we need to proceed according to the following timeline:

1. The existing national structures and resources should be completed by 15 June 2009.

This exercise will identify the major gaps and finalize a national action plan to be developed by the Member States to bridge these gaps and submitted to WHO not later than 15 June 2009. This was the main objective of the WHO assessment mission that examined with the national authorities ways and means of completing the national action plan as scheduled.

2. The implementation of the action plan to ensure that core capacities are present and functioning as per the requirements of the International Health Regulations and obligations should be completed by June 2012.

Your Excellencies, Dear colleagues,

I would like to thank you all again, especially those who have worked to make this meeting successful and all those who participated in the IHR assessment mission. I reiterate the support of WHO to Lebanon to move forward in this respect.
