INTERCOUNTRY WORKSHOP ON PLANNING COMMUNITY-BASED PREVENTIVE ORAL HEALTH PROGRAMMES FOR CHILDREN

Your Excellency, Ladies and Gentlemen, Dear Colleagues,

It gives me great pleasure to welcome you to this Intercountry Workshop on Planning Community-based Preventive Oral Health Programmes for Children.

I would like to express our gratitude to the Government of Lebanon for hosting this workshop and for all efforts made in preparing for it. We are very grateful to His Excellency Mr Suliman Frengieh, Minister of Public Health, for inaugurating this workshop and to Professor Mounir Doumit, Associate Dean, Faculty of Medical Science, School of Dentistry, Lebanese University, and his staff for allowing us to hold this workshop at the Dental School.

The success of any meeting depends, to a large extent, on its participants, and I am very pleased to note that all those participating have excellent professional experience, which will, I am sure, make the workshop a fruitful experience.

A review of the oral health situation analysis before and in 1988 led to the following major areas of concern being identified. The prevalence of dental caries and periodontal diseases has increased. The caries prevalence in the deciduous teeth of 5 and 6 year olds was higher than that in the permanent dentition of 12-year-olds. Additionally, there was an overemphasis on the curative-oriented approach with tooth extraction the only care routinely available.

The Thirty-sixth Session of the Regional Committee passed in 1989 a resolution which, among other things, recognized the considerable magnitude of oral health problems in most countries of the Region, especially those identified in the 1988 situation analysis.

The same resolution mandated the Regional Office to assist Member States to develop national policies and strategies and programmes for oral health, to monitor their implementation and to promote collaboration with other agencies, within and outside the Region, so as to provide technical and extrabudgetary resources to Member States for the promotion of oral health.

To implement the resolution, the Regional Office for the Eastern Mediterranean continued to encourage those Member States that had not yet set up a mechanism for regularly updating their situation analysis to do so. Seven countries of the Region have formulated their national oral health plans based on the three main strategies of prevention, systematic oral health care and oral health personnel planning. The support of the Regional Office was directed towards provision of technical expertise through WHO collaboration programmes and through training and reorientation of oral health personnel and other key staff.

Although the oral health situation has improved following the implementation of the resolution, it is now clear from the recent updating of the situation analysis that in some countries of the Region, the prevalence of dental caries is still increasing, particularly among children in urban areas; and that such an increase, which may spread to other areas, calls for carefully constructed preventive oral health care programmes aimed at halting this trend. This is why you are here today.

The main objectives of the workshop are to elaborate on the planning process involved in developing oral health preventive programmes in community-based settings; to develop a preventive approach in the management of dental caries and periodontal diseases, and to promote simple, efficient and effective oral hygiene measures through community-based programmes, so that we can reach the regional target of no more than 1.5 decayed, missing or filled teeth.

By sharing your experience, I am confident that we can strengthen the planning process for national oral health policies, strategies and priorities, especially for target groups, specifically children. This planning process is already in progress in a number of countries in the Region.

Indeed, the theme of this workshop is an integral part of the regional oral health programme, which should be developed by you within the framework of your national health services.

Ladies and Gentlemen, Dear Colleagues

You have an important responsibility; your work throughout this week will determine our response to the exceptional challenges impeding the improved prevention of oral diseases and promotion of oral health for children in the Eastern Mediterranean Region. Your efforts are also needed to develop comprehensive community-based preventive oral health programmes and activities that can be specifically applied in school settings.

Once again, I would like to thank the Government of Lebanon for kindly hosting this workshop in surroundings so conducive to your deliberations, and I wish you success in your endeavours.
