and training programmes for rural development and for industrialization and, with the forms and priorities of external assistance required

3. Project Justification

resources has been identified as a major constraint to overall

development, especially in the rural 'areas wid ch contain over 80 per cent of the African population. The objective of the meeting is to identify atruci^ural and

programme deficiencies in the systems of education ajid training

in Africa,' especially in the context of the .priority being .given

to rural development and the acceleration of industrialization. The

main focus of the meeting will be on (i) formal education; and

(ii) out-of-school education and traini^¥o-r;-sch6ol"'reavers, workers and adult.dllite^ateB (mainly farjners)* I-t is :hoped: that broad skills profiles wq.t,l(i also ;be .i^entifie^V in *^ iigh:tL of employment

possibilities, as a gui^e to educational, structural and programme modifications. The outcome. of._ this, seminar,, it. is further hoped, will provide guidelines to national educational planners and

programmers, suggestions for research, and- specific recommendations

for international action toas&ist African Governments, Organizations and Institutions in their huHnan: resources development and utilization

5* Place and Duration

The meeting will be held at the Headquarters, of the United

Nations Economic Commisbion- for Africa in Addis Ababa (Ethiopia)

from Monday, 7 through Saturday, 12 December 1970, It is hoped to

hold a preliminary meeting of Consultants and the UiTESCO representatives at 3.00 p.m. on Saturday, 5 December.

Details of the seminar programme are outlined in Annex I.

8. Participants

(a) About nine to ten African experts in the field of general,

technical, vocational, commercial, adult, and teacher education, educational administrators and economists from the English and French-speaking countries of Africa are being invited to

participate in the meeting, in their personal capacity and not as representatives of States, Organizations or Institutions*

, (b) In addition, three to four experienced and internationally

recognized scholars and administrators in the field of

education and training from Africa, Asia, Europe and Horth America

are being invited to assist the Meeting as Consultants/Resouroe

Personnel. _

(c) The United Nations Specialized Agencies, international organizations

and foundations, and donor agencies are also -tieing invited to send their experts to participate in the meeting.

(i) The meeting is financed' from the regular budget of the

. - i:■< . United-Nations Economic Commission, ifot Africa.

(ii) The cos't of return" air travel and daily subsistence allowance (at prevailing" United Nations rates for Addis Ababa, which

is US$17.0O) for invited African experts and bonsultants will be defrayed by the United Nations. The expenses of other

participants will be borne by their own'agencies or organizations.

10. Co-operating Agencies

UNESCO is assisting the meeting by way of do~cumentation, and has ':'""" already nominated a high-level three-man team of experts. It is

hoped that the ILO, ?A0, UNIDO, IT::ICEF, USAID, the German Foundation for Developing Countries, Swedish International

L 'Every endeavour is being made "to keep down :th'e volume of documentation. In order to alio;V"md¥e time'for the discussion of ' the topics it is hoped that participants Vould have read the basic

papers th^t will-be sent to them. Partiedpants may, however, select one or two sub-topics .In . their field of. competence and interest and: prepare a brief (2,to 3 P^ges) on their country experience or experiment so that the consideration of strategies, structures

and programmes could be related to actual on-go.ing systems, programmes

and projects. If further details are required by the meeting

participants, then they should be in a position to elaborate.

12, Accommodation

Hotel reservations will be made by the ECA on behalf of the experts and consultants, who will be obliged to meet their bills themselves. The SCA will make reservations for other participants,

on the same basis, if requested to do so.
