Opinion on the safety limits in the dietary consumption of vitamins and certain minerals

According to bibliographic reviews and reports presented to the Council on the basis of medical publications describing observation of side effects in man related to the consumption of the following vitamins and minerals,
According to food toxicology rules applied to the setting of an acceptable daily intake (ADI) where the side effect of food components in man is known,
According to the recommendations of French nutrition experts (DUPINet al., 1992) stating the quantities of vitamins and minerals which are advised to consume each day, defined as ANCs for the French population, in order to assure a good nutritional balance, knowing that these recommended levels of intake have been calculated very widely in order to prevent any deficiency risk in the population,
According to the recent studies carried out in France giving the range values for the actual intake of vitamins and minerals.
Opinion
The CSHPF (Food and Nutrition Division) is of the opinion that the safety limits for the daily consumption of vitamins and minerals have to be determined at the following levels for adults. The correspondence table of recommended dietary intakes (DUPINet al., 1992) (ANCs) allows the safety thresholds for any to be obtained by multiplying the ANCs by the corresponding factor. It does not vary with age.
Vitamins
Considering that the previously referenced publications delt with the conse- quences of supplementary vitamins, excluding vitamins provided by a varied diet, the following safety limits apply to these supplementary vitamins. Thus, the safety limits will apply to vitamin-enriched foods, food complements containing vitamins and other similar practices.

Scientific knowledge on the following vitamins, thiamin, riboflavin, biotin, pantothenic acid, and vitamin B12, does not justify a safety threshold, as no verified observation of side effects after their ingestion has been experimentally controled.
Minerals
Considering that the publications on the side effects of minerals took into account minerals contained in foods, beverages and also supplements, the fol- lowing safety limits apply to the totality of the consumption of minerals, whate- ver the form in which they are ingested (total intake).

Other minerals have not yet been studied.
General comment
The CSHPF (Food and Nutrition Division) declares that the safety thresholds defined above do not in any case enhance the consumption of these vitamins and minerals. It recalls that nutritional balance is ensured by the intakes determi- ned in the recommended ANCs (DUPINet al., 1992). These are the only intakes justified by nutritional needs and they are provided through a varied diet.
This advise states safety limits in the consumption of vitamins and minerals presenting a recognized risk level. It leads to establish an overall recommended maximum daily intake of vitamins and minerals. This advise does not determine a breakdown of this dose between the various foodstuffs or nutritional supple- ments. The intake level for each of the providing sources will be determined according to the applying rules.
