P r e f a c e

In June 1975, a d e l e g a t i o n o f p e r m a f r o s t e n g i n e e r s and s c i e n t i s t s from t h e P e o p l e ' s Republic o f China v i s i t e d Canada f o r a l m o s t t h r e e weeks. The f i r s t week was s p e n t i n Ottawa v i s i t i n g f e d e r a l government d e p a r t m e n t s i n v o l v e d w i t h p e r m a f r o s t . The r e m a i n d e r o f t h e v i s i t

c o n s i s t e d o f a t o u r through s e c t i o n s o f t h e p e r m a f r o s t r e g i o n o f Canada -

n o r t h e r n Manitoba, t h e Mackenzie V a l l e y and D e l t a , and t h e Yukon T e r r i t o r y , t o s e e p e r m a f r o s t t e r r a i n and c o n s t r u c t i o n a c t i v i t i e s . Visits were a l s o made t o a p p r o p r i a t e g r o u p s i n C a l g a r y and Edmonton.

The a u t h o r s a r e r e s e a r c h o f f i c e r s i n t h e G e o t e c h n i c a l S e c t i o n o f t h e D i v i s i o n o f B u i l d i n g Research and c a r r y o u t i n v e s t i g a t i o n s i n Canada on p e r m a f r o s t and r e l a t e d e n g i n e e r i n g problems. Close c o n t a c t s have been e s t a b l i s h e d w i t h o t h e r c o u n t r i e s engaged i n p e r m a f r o s t i n v e s t i g a - t i o n s e s p e c i a l l y t h e U n i t e d S t a t e s and t h e U.S.S. R.

In March 1975, i n f o r m a t i o n was r e c e i v e d t h a t China wished t o s e n d a p e r m a f r o s t d e l e g a t i o n t o Canada through t h e S c i e n t i f i c a n d T e c h n i c a l Exchange Program e x i s t i n g between t h e two c o u n t r i e s . A Canadian f e d e r a l government i n t e r d e p a r t m e n t a l t a s k f o r c e was o r g a n i z e d under t h e c h a i r - manship o f D r . Brown t o p l a n t h e v i s i t and M r . J o h n s t o n a s s i s t e d w i t h arrangements f o r t h e t e c h n i c a l program. The two a u t h o r s accompanied t h e d e l e g a t i o n t h r o u g h o u t t h e i r v i s i t t o Ottawa. M r . J o h n s t o n p a r t i c i p a t e d i n t h e e n t i r e t o u r , b u t D r . Brown missed t h e Mackenzie V a l l e y and Yukon T e r r i t o r y b e c a u s e o f i l l n e s s .

T h i s r e p o r t d e s c r i b e s t h e v i s i t t o Canada and i n c l u d e s i n f o r m a t i o n o b t a i n e d by t h e a u t h o r s a b o u t p e r m a f r o s t c o n d i t i o n s and r e l a t e d

e n g i n e e r i n g a c t i v i t i e s i n China. Useful i n f o r m a t i o n was exchanged a n d c l o s e l i n k s were e s t a b l i s h e d w i t h members o f t h e d e l e g a t i o n . The C h i n e s e p e r m a f r o s t d e l e g a t i o n f l e w from P e k i n g t o P a r i s where t h e y h a d a one- day s t o p o v e r . On n u r s d a y

29 May 1975, t h e y a r r i v e d a t Dorval A i r p o r t , M o n t r e a l a b o u t 1 : 30 p.m. on A i r F r a n c e where t h e y were met by D r . Brown and M r . S h a c k e l l a n d b r i e f e d o n t h e i r f o r t h c o m i n g t o u r . They l e f t M o n t r e a l a t 3:45 p.m. on A i r Canada f l i g h t 515 a n d a r r i v e d i n Ottawa a t 4 : 1 5 p.m. where t h e y were met by o f f i c i a l s f r o m t h e C h i n e s e Embassy. A f t e r a b r i e f r e c e p t i o n and d i s c u s s i o n a t t h e a i r p o r t t h e y were d r i v e n t o t h c Embassy where t h e y s t a y e d f o r two d a y s .

Although t h e i r p r i n c i p a l i n t e r e s t was i n r a i l w a y s and r e l a t e d

p e r m a f r o s t p r o b l e m s , t h e y were most a n x i o u s t o o b t a i n i n f o r m a t i o n on a l l s c i e n t i f i c and e n g i n e e r i n g a s p e c t s o f p e r m a f r o s t . I t was e v i d e n t from t h e b e g i n n i n g o f t h e i r v i s i t t h a t t h e y were p a r t i c u l a r l y keen a b o u t d e t a i l e d i n f o r m a t i o n on i n s t r u m e n t a t i o n , f o u n d a t i o n d e s i g n , c o n s t r u c t i o n equipment and methods, a n d b u i l d i n g m a t e r i a l s and t h e y r e q u e s t e d c o p i e s o f s p e c i f i c a t i o n s , s t a n d a r d s , e t c . , whenever p o s s i b l e .

They h a d s e e n much o f t h e C a n a d i a n and American p e r m a f r o s t

l i t e r a t u r e i n C h i n a . They knew o f t h e work i n t h i s f i e l d a t t h e N a t i o n a l R e s e a r c h C o u n c i l and t h e y were a l s o aware of t h e a c t i v i t i e s a t t h e U.S. Army C o l d Regions R e s e a r c h and E n g i n e e r i n g L a b o r a t o r y . They r e c e i v e many North America1 t e c h n i c a l j o u r n a l s , i n c l u d i n g t h e Canadian G e o t e c h n i c a l J o u r n a l .

I t was e v i d e n t e a r l y i n t h e v i s i t t h a t t h e l e a d e r o f t h e d e l e g a t i o n , M r . L i Yu-Sheng, was t h e p o l i t i c a l spokesman and t i t u l a r h e a d o f t h e g r o u p . H i s d e t a i l e d i n t e r e s t i n t e c h n i c a l m a t t e r s a p p e a r e d l i m i t e d b u t lie a p p e a r e d t o h a v e some g e n e r a l e x p e r i e n c e i n r a i l w a y o p e r a t i o n s . He c o n f i n e d h i s remarks m a i n l y t o making s h o r t s p e e c h e s a t d i n n e r s ,

r e c e p t i o n s a n d o t h e r s o c i a l o c c a s i o n s a n d r e p l y i n g t o t o a s t s . None o f t h e o t h e r members o f t h e d e l e g a t i o n made a n y f o r m a l remarks a t s u c h f u n c t i o n s t h r o u g h o u t t h e v i s i t . A month a f t e r t h e i r r e t u r n t o C h i n a ,

The i n t e r p r e t e r , a w e l l e d u c a t e d , a s t u t e and v e r y a r z i c u l a t e woman, h a d b e e n o u t o f C h i n a on a number o f p r e v i o u s o c c a s i o n s b u t t h e o t h e r s h a d n o t . They h a d t h e o p p o r t u n i t y o f m e e t i n g C h i n e s e C a n a d i a n s o n numerous o c c a s i o n s m a i n l y a t C h i n e s e r e s t a u r a n t s which t h e y p r e f e r r e d t o o t h e r e a t i n g p l a c e s . I t was a p p a r e n t t h a t r e l a t i o n s w i t h t h e s e C a n a d i a n s were a l w a y s m u t u a l l y f r i e n d l y w i t h n o s i g n o f s u s p i c i o n o r a n i m o s i t y . The a u t h o r s b e l i e v e t h a t t h e d e l e g a t i o n r e c e i v e d a t h o r o u g h b r i e f i n g on much o f t h e p e r m a f r o s t work underway i n Canada t h a n k s t o t h e good c o o p e r a t i o n and h i g h l e v e l o f i n t e r e s t d i s p l a y e d by C a n a d i a n s c i e n t i s t s and c n g i n c c r s whom t h e y met and t h e e x c e l l e n t t e c h n i c a l p r e s e n t a t i o n s by t h e g r o u p s who r c c e i v c d them. p r i v a t e i n d u s t r y , which t h e y found c o n f u s i n g , a s h a v e o t h e r g r o u p s from Communist c o u n t r i e s .

Away from Ottawa t h e d e l e g a t i o n h a d t h e o p p o r t u n i t y o f v i s i t i n g Cnnadi nn p e r m a f r o s t a c t i v i t i e s i n a uni v e r s i t y and i n t h e p r i v a t e s e c t o r .

I n C a l g a r y , d i s c u s s i o n s were h e l d w i t h two o i l companies a n d a c o n s u l t i n g e n g i n e e r i n g f i r m i n t i m a t e l y i n v o l v e d w i t h n o r t h e r n e n g i n e e r i n g p r o b l e m s a s s o c i ; i t e d w i t h d e v e l o p m e n t o f petroleumi and c o n s t r u c t i o n o f p i p e l i n e s i n

A v i s i t t o t h e U n i v e r s i t y o f A l b e r t a , where p e r m a f r o s t r e s e a r c h i s u n d e r n a y , was a r r a n g e d i n Edmonton. I n Y e l 1 o ~ - k n i f e , t h e g r o u p went t o a g o l d mine o p e r a t i n g i n p e r m a f r o s t . They a l s o v i s i t e d r o a d c o n s t r u c t i o n p r o j e c t s on t h e Mackenzie Highway n o r t h o f F o r t Simpson, N . W . T. and n e a r I n u v i k , N.W.T., and on t h e Dempster Highway w e s t o f F o r t McPherson.

On t h e f i e l d t r i p t h e y showed g r e a t i n t e r e s t i n a l l a s p e c t s o f f o u n d a t i o n d e s i g n a n d c o n s t r u c t i o n i n c l u d i n g t h e u s e o f heavy e q u i p m e n t (which t h e y saw i n o p e r a t i o n on s e v e r a l o c c a s i o n s ) , w a t e r s u p p l y a n d sewage d i s p o s a l t e c h n i q u e s and equipment a n d e a r t h moving ( e x c a v a t i o n and h a n d l i n g ) methods. They were a l s o k e e n l y i n t e r e s t e d i n and i m p r e s s e d w i t h

t h e p e r m a f r o s t t e s t s a n d i n v e s t i g a t i o n s b e i n g c a r r i e d o u t a t f i e l d s i t e s . P e r m a f r o s t i n C h i n a Very l i t t l e i n f o r m a t i o n i s a v a i l a b l e on p e r m a f r o s t i n C h i n a . G e n e r a l l y i t i s known t o o c c u r i n t h r e e a r e a s i n t h e N o r t h e a s t (Manchuria) where t h e s o u t h e r n f r i n g e o f t h e v a s t p e r m a f r o s t r e g i o n o f S i b e r i a e x t e n d s i n t o C h i n a a n d Mongolia. I n t h e s o u t h w e s t , a c o n s i d e r a b l e p o r t i o n o f T i b e t i s u n d e r l a i n by p e r m a f r o s t a t h i g h e l e v a t i o n s . P e r m a f r o s t i s a l s o known i n t h e S i n k i a n g r e g i o n o f n o r t h w e s t China.
