1 . I n t r o d u c t i o n
A t its f i f t y - n i n t h s e s s i o n the E x e c u t i v e Board r e q u e s t e d the D i r e c t o r - G e n e r a l to look i n t o the p o s s i b i l i t i e s o f i m p r o v i n g the c o n d i t i o n s o f w o r k in the E x e c u t i v e B o a r d R o o m , in r e s p e c t o f the a i r - c o n d i t i o n i n g , l i g h t i n g a n d g e n e r a l a t m o s p h e r e . A c c o r d i n g l y the
D i r e c t o r - G e n e r a l c o m m i s s i o n e d a n a r c h i t e c t a n d a c o n s u l t a n t e l e c t r i c a l e n g i n e e r to s u b m i t p r o p o s a l s f o r i m p r o v e m e n t s t h a t w o u l d e n a b l e the E x e c u t i v e B o a r d to w o r k u n d e r m o r e a c c e p t a b l e c o n d i t i o n s .
2 • R e c o m m e n d a t i o n s of the D i r e c t o r - G e n e r a l 2 . 1 L i g h t i n g
T h e s t u d y s h o w e d t h a t the l e v e l o f i l l u m i n a t i o n can be r e g a r d e d a s a d e q u a t e , b u t t h a t t h e r e a r e some s e r i o u s f a u l t s in the a r r a n g e m e n t of the l i g h t i n g e q u i p m e n t . T h i s p r o d u c e s c o n s i d e r a b l e c o n t r a s t s b e t w e e n t h e l e v e l of i l l u m i n a t i o n in d i f f e r e n t p a r t s o f t h e B o a r d R o o m , r e s u l t i n g in e x c e s s i v e s t r a i n on the e y e s , w h i c h a r e o b l i g e d t o a c c o m m o d a t e e a c h time t h e y look in a d i f f e r e n t d i r e c t i o n . M o r e o v e r , w h i l e the l e v e l o f h o r i z o n t a l
i l l u m i n a t i o n is w i t h i n a c c e p t a b l e l i m i t s , t h e l e v e l of v e r t i c a l i l l u m i n a t i o n is less t h a n h a l f the a c c e p t a b l e l e v e l . F i n a l l y , t h e t h e r m a l r a d i a t i o n , g l a r e a n d r e f l e c t i o n f r o m t h e i n c a n d e s c e n t lamps o n the c e i l i n g a r e e x t r e m e l y d i s t u r b i n g .
T h e m e a s u r e s p r o p o s e d , w h i c h w o u l d a l s o m a k e i t p o s s i b l e t o r e d u c e e n e r g y c o n s u m p t i o n , a r e a s f o l l o w s :
- r e m o v a l of the p r e s e n t c e i l i n g lights；
- i n s t a l l a t i o n o f l a m p s a l o n g the side w a l l s to l i g h t t h e c e i l i n g f r o m b e l o w , w h i c h w o u l d p r o v i d e i n d i r e c t l i g h t i n g o f the r o o m ;
- i n s t a l l a t i o n of lamps to l i g h t the w a l l s o f the r o o m a n d t h e c o n f e r e n c e table；
- i n s t a l l a t i o n o f d i r e c t a n d i n d i r e c t l i g h t i n g b e l o w the c e i l i n g s o f a l l t h e g a l l e r i e s and l i g h t i n g for the b a c k of the g a l l e r i e s .
T h e i m p r o v e m e n t p r o d u c e d b y a b e t t e r a r r a n g e m e n t o f t h e l i g h t i n g s y s t e m w i l l be s t r e n g t h e n e d by r e p l a c i n g the b l u e c a r p e t b y a c a r p e t o f a l i g h t e r c o l o u r .
2.2 A i r - c o n d i t i o n i n g
F o l l o w i n g c o m p l a i n t s v o i c e d a t the p r e v i o u s s e s s i o n a b o u t t h e o p e r a t i o n o f t h e a i r - c o n d i t i o n i n g s y s t e m , d o u b l e d o o r s f o r m i n g an a i r - l o c k h a v e b e e n i n s t a l l e d in the t w o c o r r i d o r s l e a d i n g from t h e B o a r d R o o m to t h e o f f i c e s s e r v i c i n g t h e B o a r d . A n o t h e r a i r - lock is t o be c o n s t r u c t e d a t the m a i n e n t r a n c e to the B o a r d R o o m .

H o w e v e r , a r e a l i m p r o v e m e n t c a n be a c h i e v e d o n l y b y r e a r r a n g i n g the a i r o u t l e t s a n d i n t a k e s in the R o o m . T h i s w o r k w i l l be c o m b i n e d w i t h the r e n o v a t i o n of the a i r - c o n d i t i o n i n g e q u i p m e n t s c h e d u l e d for 1 9 7 8 u n d e r the r e n o v a t i o n p l a n for the e n t i r e b u i l d i n g . T h e r e a r r a n g e m e n t of the d u c t s w i l l m e a n r e - l a y i n g the f l o o r of the R o o m .
2 . 3 C o n f e r e n c e t a b l e
T o e n s u r e t h a t f u t u r e n e e d s can r e a d i l y be m e t , it w i l l a l s o be n e c e s s a r y to r e p l a c e the p r e s e n t c o n f e r e n c e t a b l e b y a l a r g e one w i t h f i v e m o r e p l a c e s； this w o u l d b r i n g the t o t a l n u m b e r o f p l a c e s a r o u n d the t a b l e to 4 1 ( l e a v i n g a g a p to a l l o w a c c e s s to the s m a l l c e n t r a l t a b l e ) . T h i s e n l a r g e m e n t of the c o n f e r e n c e t a b l e m e a n s r e m o v i n g the f i r s t r o w of d e s k s a n d s e a t s b e l o w the t w o s i d e g a l l e r i e s a n d the r o w b e h i n d the C h a i r m a n .
3 . D e c o r a t i o n o f the w a l l s
It is n o t i n t e n d e d to c h a n g e the teak w o o d w o r k a b o v e the g a l l e r i e s a n d a b o v e the simul- t a n e o u s i n t e r p r e t a t i o n c a b i n s . A s r e g a r d s the w a l l b e h i n d the C h a i r m a n , c o n s i d e r a t i o n c o u l d be g i v e n , n o w o r a t s o m e l a t e r s t a g e , to r e m o v i n g the w o o d e n s l a t s a n d r e p l a c i n g the p r e s e n t c o v e r i n g o f d a r k f a b r i c b y a lighter-соloured c o v e r i n g , w h i c h w o u l d h a v e the a d v a n t a g e of i m p r o v i n g l i g h t d i s t r i b u t i o n in the r o o m . T h e e s t i m a t e d c o s t o f this a l t e r a t i o n is a p p r o x i m a t e l y $ 5 0 0 0 0 .
4 . N a t u r a l l i g h t i n g
T h e p o s s i b i l i t y of m a k i n g w i n d o w s to p r o v i d e n a t u r a l l i g h t i n g in the r o o m w a s c o n s i d e r e d d u r i n g the s t u d y . H o w e v e r , the D i r e c t o r - G e n e r a l f e e l s t h a t the a d d i t i o n a l e x p e n d i t u r e r e q u i r e d (of the o r d e r of $ 3 0 0 0 0 0 ) w o u l d be d i s p r o p o r t i o n a t e to the e x p e c t e d b e n e f i t s . 5 . T h e c o s t of the w o r k r e c o m m e n d e d b y the D i r e c t o r - G e n e r a l in s e c t i o n 2 a b o v e is e s t i m a t e d a s f o l l o w s :

6 . C o n c l u s i o n
If the E x e c u t i v e B o a r d s h o u l d a g r e e to the D i r e c t o r - G e n e r a l1 s p r o p o s a l s , t h e y c o u l d be c a r r i e d o u t w i t h o u t the n e e d f o r a n y a d d i t i o n a l a p p r o p r i a t i o n to the R e a l E s t a t e F u n d , as the e s t i m a t e d b a l a n c e o f the F u n d a t 31 D e c e m b e r 1977 a p p e a r s to be s u f f i c i e n t to c o v e r the e s t i m a t e d e x p e n d i t u r e o f $ 2 5 0 0 0 0 . T h e a d d i t i o n a l c o s t of a l t e r i n g the w a l l b e h i n d the C h a i r m a n1 s s e a t , e s t i m a t e d a t $ 5 0 0 0 0，c o u l d a l s o be f i n a n c e d f r o m the b a l a n c e of the R e a l E s t a t e F u n d .
