Background

The services of ECA's Regional Advisers are available exclusively to member States of the Commission and their intergovernmental organizationsupon request. On the basis of the principleand programme thrust ofthe Commission as contained in the document "Serving Africa Better: New Directionsfor the Economic Commissioo for Africa", the Advisers:

• assist couotries to translate regionally-agreed policies into practical strategies andprogrammes within the region;

• develop analysisof African countries'needsinpriority areas and time-bound strategies for achievingthe objectives contained in those priorities;and

• provide trainingfor capacity buildingat the national and regional levels.

1. Food Security and Sustainable Development

The aim of the technical services on offer in this area is to work with our development partners in African countries and assist them in translating broad-basedgeneric foodsecurity andsustainable development policies and strategies into specific local, national and regional activities, projects and programmes andto assist them in the design, implementation and appraisal of these actions with particular emphasis on the crucial cross-sectoral linkages and synergies between and among food and agricultural production.

2. Advisory services on the development ofcommunity-basednatural resource management systems for increased food security and

3. Advisory serviceson policiesfor strengthening rural-urban linkages through improved water use strategies for high productivityperi- urban agricultural development.

4. Advisory services on strategies for helping to commercialize smallholder farmers within a dynamic policy, institutional, technological and market environmentand for helping farmers to becomeeffective customers of agribusiness.

C. Capacity Building and Training

1. Technical supportandcapacitybuilding and training fordeveloping the privatesector in agri-businessand for empowering small-scale farmers and rural women to become effective customers of agri- business.

2. Capacitybuilding to strengthen theskillsof national stafffor policy researchandanalysisinfoodsecurityand sustainable development andin usingresearchresultsto leveragenational decision-making.

2. Environment

Many Africancountries stillface growing environmenta lproblems caused by unsustainable utilization and management of natural resources (includingforests and animalresources), depletion of fuelwood supplies, and declinin g soil and water quality. At least ten nations are already sufferingfromcritical watershortages, withmany moreon the brink of shortage. As countries become more and moreurbanized, they find it increasingly difficult to maintain water and air quality and handle the sanitary disposalof waste.

The aim of the technicalservices on offerin the area of environmentisto workwith African countriesand their developmentpartnersandassistthemto addressthemajor challenges to sustainable development, particularlythe pervasive effects of poverty in Africa, juxtaposed with excessive and wastefulconsumption and inefficient resource use that perpetuates the vicious circle of environmental degradation and people' s impoverishment.

Technicalassistance and advisory services willbeprovided in the following areas:

A. Policy Analysis and Management

I. Advisory services in the formulation and development of environmental policies and programmes; analysis of the environmental impacts of economic and social activities; and matters relating to trans-boundary environmental problems affecting sharednaturalresources.

2. Advisory services on activitiesthat promote the synergies and interlinkages existingwithinvarious environmentalconventions.

Thesefocus on theregional perspectives of theemergingglobal environment and development agenda, as contained in the provisionsof the UN conventionson biodiversity;climatechange and,desertification, and the UN Forum on Forests,etc.

3. Advisory and technical services to Member States and their intergovernmentalorganizations including the African Ministerial

Conference on the Environment (AMCEN) and the Regional Economic Groups (RECs), particularly regarding, emanating from the implementationof Agenda 21.

B. Capacity Building and Training

1. In general, capacity building and training activities including the organization and provisionof resource persons for workshopsand seminars on environmental impact assessment, the managementof the enviro nment and natural resources, environment and development policy and the incorporation of environmental concerns in the planning and implementation of regional, subregional and national economic and social development projects and programmes.

2. Training in the assessment and valuation of environmental and natural resource assets and processes.

3. Training onthe analysis of the interactions existing between the various aspects of environment and development.

Provision of the above technical assistance and advisory services will be co- ordinated by ECA'sRegional Adviser on Environmental Matters. He willbe supported on a broadfront by ateam of other senior United Nations Regional Advisers on: food security and sustainabledevelopment,economic and social policy analysis, poverty assessment and monitoring; environmental rehabilitation; water resources development and management; economic empowerment of women; promotion of women's human and legal rights;

3. Economic and Social Policy Analysis

In this era of economic and structural reforms,African states morethan ever require sophisticated, relevant, and quickly available advisory services.The economic and social policy area, in particular,is involved with high-stake issues that affect all development in African countries and required special responses. Technical services on request to African countries and intergovernmental organizations in this area focus on macro and international economic priorities - fiscal and monetary management, open market and investment policies, liberalization of financial markets, and regionalintegration.

Technical assistance and advisory services will be provided in the following areas:

Economic Policy Analysis

I. Short-term advisory services to member Statesin identifyingpaths for economic recovery.

2. Policy analysis advice and technical assistance, at country, subregional and regional levels,in the field of policy designand analysis, particularly with regard to the sequencing of policy measures and harmonization of macroeconomic policies in the Regional Economic Communities(RECs).

3. In-depth studies on the determinants of growth in Africa at the country, subregionaland regional level,with emphasis on policy implications.

4. In-depth studies in policy areas pertaining to the incidence of public expenditure programmes, holding budget reviews, mobilization of domestic resources including the effect of alternative policies on the revenues structure of budgets and advise member States accordingly.

5. Advisory services in examining the nature andeffectiveness of aid.

B. Custom and Trade

1. Advisory servicesinthe analysis of tradeliberalization issuesand priorities of the memberStates with a view of enhancing ECA's capacity for trade analysis from an institutional perspective. Identification of best practices in institutionalframeworks and strategies to achievedesiredchanges.

2. Incollaboration with professionals from other members of the United Nations System and through country Resident Co- ordinators assist member States in the preparation of country strategic planning andprogramming exercises to achieve the goals of standardization and harmonization of customs and trade nomenclatures and elimination of all kinds of tariff and non-tariff barriers; and simplified external trading throughimproved market access based on reduced cost andreliablerapid deJiveries .

3. Advisory servicesto member States and sub-regionaleconomic communitiesinmattersrelatingto the introductionof Rules of Origin and Common External Tariff on the basis of the internatio nal system of classification and codification of commodities(HS),theISO standardsandUNlay-outrules. Please refer alsoto section (D) below.

C. Social Policy and Poverty Analysis

I. Advisory andtechnicalservices to member Statesin planningand programming for socio-eco nomic development, with specific focus on formulation of policies and programmes for poverty alleviation, monitoring and evaluationofnationaldevelopment programmes, strengthening national capacities in the area of poverty and social integration, and promoting regional co- operation and inter-disciplinary consultation within the region regarding capacitybuildingfordevelopment.

2. Expert leadership and advice in the development and formulation of social sector strategies with regards to the preparation of poverty reduction strategic papers (PRSPs), Conunon Country Assessments (CCAs) and United Nations Development Framework(UNDAF)in member States.

3. Advisory services in the co-ordination of ECA's multi-sectoral and multi-disciplinary contributions to the operationalization of Country Strategy Notes (CSNs), National Long-term Plans (NLTPs) and Strategic Plans focusing the Commission's technical assistance and operational activities.

4. Base-line assessments of the economic and resource needs of countries in transition from conflict to normative development;

D. Capacity Building and Training

1. Technical support in the development of analytical models for socio-economic planning,analysis and projections ;and capacity building in the area of the rigorous analysis of the problems relent to member States and subregional economic communities.

2. In coordination with the concerned UN agencies, assist the member States to introduce and implement software programmes of automation and data management, as well as the software developed for dissemination and analysis of foreign trade data, and also to assist member States in negotiating with international organizations for fund raising to implement such programmes.

3. Technical assistance, at country,sub-regional and regional levels, in the field of capacity building for development, particularly with regard to planning policies and customs reform and modernization, and trade facilitation programmes in view of the WTO and

rules and standards, aiming at self-help techniques, better responses to governments fiscal, trade and public protection policies and optimal use of technical assistance and training resources on sound organizational needs analysis, in addition to the mobilization of domestic and external financial resources and their efficient allocation.

4. Advisory services in the design and formulationofsocialsector strategies with regards to the preparation of poverty reduction strategic papers (PRSPs), CommonCountry Assessments(CCAs) and United Nations Development Framework (UNDAF) in member States

Requests for the above technical assistance and advisory services will be co- ordinated by ECA's Regional Advisers on EconomicandSocial Analysis as well ason Customs and Trade. They are supported on a broad front by a team of other senior'United Nations Regional Advisers on: poverty assessment and monitoring; expanding African trade and promoting international competitiveness; economic empowerment of women;

organization and management of statistica l systems; and information technologydevelopment.

4. Economic Empowerment of Women in Africa

Women make up 60 to 80 percent of Africa's labour force and produce 75 percent of the continent's food. Investingin African women is therefore a sound economic decision, essential to reducing poverty and promoting growth in the continent. ECA's African Centre for Women (ACW) is devoting its activities to a major crosscutting concern, fostering leadership andempowerment for Women in Africa. To emphasize the importance of genderequity as a developmenttool, ACW is mainstreaming gender issues in the work of the Commission and is helping member States improve the socio-economic conditio nsof women, enhance women's involvement and decision-making indevelopment, andensure that gender equity are key elementsin nationaldevelopment. ACW alsopromotes the implementation of the Dakar and Beijing Platforms for Action.

As the focal point and centre of excellence for building analytical capacity to integrate gender concerns in the policies of ECA and of member States, technical assistance and advisory services will be provided in the following areas:

Policy Analysis

1. Advisory services to memberStates to adopt national strategies to enhance women's participationin economic transformation and development through the formulation of coherent and comprehensive national genderpolicies.

2. Advisory services and technicalassistance to women's economic groupsand organizations and to women in business andwomen entrepreneurswith a view to enhancing and increasing the level of their economic activities for their overall advancement and contribution to the economies of their countries.

3. Technicaland institutionalsupport to increase opportunities for entrepreneurshipdevelopment of women, including strengthening networkingarrangements among women entrepreneurs

4. Advise and sensitizeAfricanGovernmentson measuresto remo ve socio-cultural and legal barriers on access of womento credit and propertyownership.

5. Advisory services in the formul ation of policies and practical measures for increasing women's participationin decision-making positions in thepublic and privatesector.

6. Advisoryand technical assistance to governments, loos,Noos and other rele vant institutions in developing skills and strengthening institutionalcapacityformainstreaming gender into developmentefforts.

7. Technicalsupport and advisoryservices tomember States in the development and application of selected gender-indicators for monitoringthe advancement of women in Africa.

8. Organization of training seminars and workshops to increase awarenessandstimulateideas forthe adva ncementof women in Africa.

5. Promotion of Women's Human and Legal Rights

Comprehensive development can happenonly when women achieve better social, economic, and political status and take active part in the management of public affairs. In most countries, despite the marked improvementsin the lives of African women, inequality remains a reality, so does discrimination in the distribution of economicand social resources.

The disadvantageous status of women, which has serious implications for the wellbeing of society as a whole, is considered as one of the causes of underdevelopment. It is closely linked to poverty, overpopulation, illiteracy, malnutrition anddisease, among others. Studies carried out over the past three decades on the status of women indicate that the existing laws and legal systems in most Africa countries are institutional obstacles to the amelioration of the socioeconomic conditions in which women live.The strategic obj ectives are therefore to facilitate the development and the implementation oflaws and legal systems in conformity with the principles established in international humanrights instruments, and in particular,the Convention on the elimination of all forms ofdiscriminationagainstwomen (CEDAW). It is therefore the responsibility of each State to take the measures of creating an enabling environment that will allow women to participate more in development, and achieve social justice.

The strategic objectives are therefore to increase the number of women in political and decision-making positions; promote affirmative action to reduce gender disparities in decision-making organs;provide women with theopportunity to participate indecision-making;increase the capacityof women in decision-making; promote democratic values, liberty, gender equality and separation of powers; and develop gender sensitivity in all decision-making processes and at alllevels.

Technical assistance and advisory services will be provided in the following areas:

1. Comprehensive review ofthe existinglegal systems with regard to women'shuman legalrights.

2. Advisory services for legalformulation of new legislation with a viewto attaininga genderresponsive legal system consistentwith

thecurrent international framework forhuman and legal rights.

3. Strategies topromote legal literacy among women and men at all levels and to introduce legal educationin theschoo lsystem.

4. Technical assistance to strengthen the institutional capaci ty of organizationsthatprovide legal services tothe public.

5. Technical assistance with regard to the establishment of legal, para-legal and mobilelegal services in the ruralcommunities.

6. Capacity building through theorganizatio nof training,seminars andworkshops toincreaseawarenessandstimulate ideasfor the promotion of human and legal rightsof women.

In consultatio n with UNIFEM and others. ECA is devising national indicators formonitoringprogressbeing made in carrying out theGlobal and AfricanPlatforms of Action. Generatingcompiling and disseminatin g gender-disaggregated statistics for use in analysisand research is a high priorityfor ECA. In addition,the ACW is developing arosterof women' s expertsandprofessionalsin Africa, a directoryof women's organizations, and profiles on thestatus of women ineach country. ACW will workto ensure regularreportingonthestatus of womenin Africa.

6. Organization and Management of · Statistical Systems

Statistical development needs and technical cooperation for statistical development, have changed significantly over the last decade - prompted by globalization, sub-regionaland regional integration.New approaches to statistical development have become a necessity as the needs, number and diversity of sub-regional and regional institutions increases.

The aim of the technical services on offer in this area is to work with our development partners in African countries and assist them:

• To promote and develop well co-ordinated, cost-effective statistical systems at the national,sub-regional levels, through a process of continuous improvement and exchange of good practice, so as to improve the management, timeliness, reliability, range, and usefulness of statistical data;

• To enhance the responsiveness of data generation and management processes to the expanding and changing needs of clients;

• To develop evidence-based culture for setting and monitoring policy, as well as to support the Comprehensive Development Framework (CDF), Poverty Reduction Strategic Papers (PRSPs) and UN Development Assistance Framework (UNDAF) processes, as well as ECOSOC's work on follow-up to the UN Conferences; and

• To provide an annual "state of progress" reporttothe UN Economic and Social Council (ECOSOC).

The advisory services will focus on the following areas:

I. Technical assistance to member States in building institutionaland technicalcapacities in the field of organization and management of statistical systems.

2. Needs-assessment and capacity buildinginstatistica l operations and data analysis.

3. Strengtheningintegrated household surveycapacity.

7. Information and Communication Technology Policy

As the whole world becomes a global network, the concepts of competitiveness and comparative advantage are being redefined in terms of information contentand information delivery mechanisms. To date, the African region hasbeen the least affected by this global phenomenon. If Africa does not join the global information society, its economic marginalization will become even more severe.

The aim of the technical services on offerin this area is to work with our development partners in African countries and support them to use information and communication technologies to increase ECA' s own impact, and to develop capacity of African societies and economies to tap into the global system of information and knowledge, to access information and convert it into knowledge for enhanced competitiveness.

Technicalassistance and advisory services will be provided in the following areas:

1. Deliver advisory services to member States on issues related to information and communication policies.

2. Advisories services to member Statesindeveloping nationalpolicies and plans for adopting information and communicationtechnologies within the government or public agencies, and follow up their implementation.

3. Assist member States in developing master plans for building national information andtelecommunication infrastructures.

4. Undertakeneeds assessmentmissions to determine requirements and set up information and communicationservices in key sectors of national priority, especially education, health, employment, culture,environment,trade, finance, tourism and transport. 5. Identifyinformation technologyapplicationinareas with highest

impact onsocio-economicdevelopment at the national level.

6. Developkits,guidelinesandstandardson policies andstrategies

to increase accessto information and communication facilities, with priorities in serving learning institutions, the rural areas, grassroots society andother disenfranchisedgroups.in particular. women and youth.

7. Promotethe use of informationand communication technologies and standardsin govemmentin particular andsociety in general by organizing sensitization workshops and seminars for Government officials and seniorcivilservants.

8. Advisoryandtechnicalservices tomemberStatesin planningand organizingworkshopswith special efforts to createawareness among thoseunfamiliar with the potentialbenefitsoftheAfrican informationinfrastructure.Organizing workshopsand seminars relatedto information systems, and informationhighways and the use of Internet for economicresearchand training.

8. Information Technology and Connectivity

Starting with the establishment of the Pan-AfricanInformation System in 1980, ECA has been promoting the development of information management and exchange systems throughout Africa. Now ECA is dedicated to the use of information technology to accelerate the socio- economic development of the African region.A major task of the ECA' s Development Information Services Division (DISD) is the implementation of the African Information Society Initiative (AISI)-anaction framework to guide African policy-makers in adopting policies to bring the Information Age to Africa. ECA is working with partners to advise and encourage African governments to adopt policies that promote an information and communication infrastructure by coordinatingthe AISI;

helping African institutions develop the information content (the

"infostructure");making development information available through new information technologies; and working with member States to develop NationalInformation and CommunicationInfrastructure (NICI) plans.

Advisoryservices are provided in the following four areas:Broad-based National Information and Communication Policy,Plans and Strategies;

Contents and Applications of ICT in key sectors; Information and CommunicationsInfrastructure;and Capacitybuilding in new information and communication technologies through organization of conferences, workshops and seminars.

A. Broad-based

National Information

Society Policies and Strategies.

Assistance to member States in defining their national information and communication infrastructure (NICI) plans through a series of steps, including:

1. Consultations with key Government Ministries on the development of NICI plans.

2. Conducting sensitization workshops for policy makers on

importance of infonnation society and the need to develop a comprehensive and deliberate national information and communication infrastructure policies and strategies.

3. Facilitating the activities of key institutionsat national level in the development of strategic goals and targets, policy and regulatory reform proposals and strategies for human resources development.

4. Facilitating the works of local and international consultants that undertake the assessment of the status of communications infrastructure, the gaps in policies and regulatory environment, human resources development needs,current strategic information systems (applications and content) in key areas of socio-economic development.

5. Conducting national workshops for government officials. public and private sector operators, regulatory bodies, telecommunications operators, Non-GovernmentalOrganizations (NGOs) and civil society at large, academia, research institutions, national ICf experts, and internationalandregional organizations, to identify needs, priorities and aspirations of all stakeholders and to define appropriate strategies.

6. Assistancein the development of pilot projects based on national economic andsocial development priorities.

7. Assistance in dissemination of national information and communication policy papers, reports and workshop outcomes to a wide range of population using print, mass media and the World Wide Web.

8. Seeking for funding for implementation of pilot projects in information and communication technologies.

9. Identification ofemerging key policy issues in the following areas:

• Internet governance including tariff, Domain Name Systems (DNS) management, national network information centers (NIC);

various models of access to telecommunications and information;

• Radio frequency spectrum monitoring and management with particular reference to establishment of information systems in RF management;

• National content policy covering wide issues of access, privacy, security, development of national information and communication acts and other emerging challenges.

9. Water Resources Development and Management

The importance of waterresources across much of Africa has repeatedly beenand continues to be emphasized.Water has not only been the source of sustenancefor populations but has also been a root cause of disasterand dispute.Even today, the world community canonly stand by helplesswhile floods and others devastate some areas by drought and famine. The challenges are immense and can only be met through cross-sectoral integration of water resources management policy developmentandreform;

creative solutions to reducethe huge waterandsanitation service gap andto enhancewater use forfood production, particularly through the promotion of user and communitymanagement and the mobilization of private sector skills andresources.

Technical assistance and advisory services will be provided in the following areas:

I. Water Resources Policies. Legislation. Planning, assessment, exploration.development. conservation. management. and rational use. This is within the particular framework of implementing the

"Africa Water Vision 2025" and adaptation of the Principles of Integrated Water Resources Management.

2. Advisory services to member States and their institutions in the identification and fonnulationof Water Developmeot Projects, including prefeasibility, feasibility, execution. evaluation and monitoring.

3. Technicalsupportandadvisoryservicesto member States in the identifica tionof development constraints, assessments of human resources and financial needs, to ensure successful implementation of their water resources developmeot andlor management (sub) programmes or projects.

4. Assistance to member States and their institutions in the assessment of current stalUsof their human resource capacities in the fieldof Water Resources, the identification of weaknesses in

termsolutions, both locallyandabroad, to correctand improve the identifiedconstraints.

10. Public Sector Management

Economic reforms most frequently entail shrinking the public sector, laying-off redundant staff, and creating conditions for the productive allocation of resources. The criticalissues are designing and implementing appropriate mechanisms for separating unproductive employees, and providing incentives to those retained on public payroll so they could respond to "customer" demands. Against this background, the ECA Secretariat will provide technical assistance and advisory services in the following areas:

I. Reorganizing/restructuring the civil services, regulatory agencies, public enterprises local government and decentralized units, law enforcement organizations, and revenue collection departments.

2. Formulation of administrative reform strategies, re-drafting organization mission statements, and streamlining relations between and among govemment agencies.

3. Evaluating public service training needs and developing senior- level capacity building programmes.

4. Monitoring productivity and motivation levels in public service organizations. and formulating appropriate remedialmeasures.

5. Promoting a positive customer-orientationamong service-delivery agencies, devising ways and means of gauging the level of customer-satisfaction attained by the agencies, and applyingTotal Quality Management techniques to improve performance standards and minimize bureaucratic delays.

6. Advisory and training services in support of anti-corruption measures and the implementation of the recently adopted Public Service Charter.

7. Enhancement of the capacity of the public sector to design and implement govemance reform programmes, and monitor the performance of public service agencies against a cluster of governance indicators.

8. Advisory and training services in support of member States' programmes of local government and decentralization reform.

9. Advisory and training services aimed at collaborating with the secretariats of sub-regional economic groupings and inter- governmental organizations on the preparation of strategicplans, the renewal of institutional mandates and structures, and the design and implementation of the supporting capacity building measures.

10. Collaboration with member States, laos, NGOs, and local government bodies on the preparation of project documents oriented towards the·mobilization of resources for human and institutional capacity building.

11. Private Sector Development

More than a decade of economic reforms in Africa has fostered a new and growing awareness among policy-makers about the merits of increasing private-sector participation in the economy, with a corresponding reduction in the role of the state in the prnductive sector.This recognition that the private sector should take a lead role in Africa's development. with the goverrunent providing the enabling environment,has sparked considerable interest in reviving private investment in Africa countries.

Technical assistance and advisory services will be provided in the following areas:

I. Formulating and implementing policies for private sector development.

2. Creating an enabling environment for the smooth functioning of the private sector by developing or strengthening legal and regulatory framework essential for private operation and improvement of market functioning.

3. Designing policies and measures for promoting dialogue and partnership between private and public sectors.

4. Formulating policies and measures to foster small- and micro- enterprises.

5. Advising on the establishment and strengthening of national networks or associations of SMEs.

6. Evaluating private sector training needs and developing middle and senior level management capacity building programmes.

7. Assisting SME associations to enhance their management capacity.

8. Assisting national investment promotion agencies to develop their service delivery capacity so that they can respond more effectively to the needs of investor.

9. Strengthening networking arrangements among national, subregional and regional small enterprises.

10. Undertaking studies relating to best practices in micro-and small- scale enterprise management, privatization experiences and development of capital markets.

11. Assist in institutional or managerial reform and capacity building initiatives of government agencies dealing with the private sector.

12. Creating and strengthening privatization agencies.

13. Curricula design as well as facilitation of the training programmes of African management development institutions involved in training the private sector.

14. General management workshops in such areas as strategic planning, customer care, time management, etc.

Workshops for small and medium scale enterprises on management issues and practices such as building a business plan, small business management, strategic planning for small businesses, looking after your firm,controlling small enterprises, marketing for small business, financial management for small business, creating an enabling business environment implementation of legal and regulatory framework, strengthening the legal and judicial system in support of private sector development,banks and SME development,and entrepreneurship development programmes for women entrepreneurs.

16. Policy dialogue forum between the private sector and government.
