Establishment and objectives

hereby established the Regional Institute for

following provisions, ·

2. The primary purpose of the Institute shall be the training of African spe.cial:;.~ts particularly those from the countries set outd;n the. Annex to tfies·e Statutes, in population studies, including the undertaking of appropriate· and relevant research activities in relation to such countries.

ARTICLE ~I

Headquarters--2£_ ~nstitute

ARTICLE III

Slaro.s ar,d organization of tne Institute·

1. 'Tbe Institute shall be a subsidiary body of the Economic Commission for Afriu, ,

2. The Institute sha~l have its own Governing Council.

3. In addition the:>'.'e shall bP. an Advisory Board on Studie~ and Research, a Director and other staff of the Institute.

4, The Institute shall, except .as may be otherwise provided by the General Assembly, be subject to the Financiql Regulations, the Financial Rules and the Staff Rules of the United Nations and all other adITlirdstfati ve issuances of the· Secretary-General.

AR1'ICLE IV

. The Governin:;i Council

Composition, functions and meetings

1, The Governinr; Co:H:cil shall be. composed as follows1

2, The Director of the.Institute shall act as secretary of the Governing Council and shall signify the acts

E/CN .14/PSD .1/27 /Add.I Page 3 3. In appointing the members of the Governing Council referred to in sub-paragraph (c) of paragraph 1 of this Article, the

Conference shall have regard to the necessity of: ·

appointing persons who are nationals of the countries set out in the Annex to these Statutes and who are competent and experienced in the activities of the rnstitute; and

maintaining a fair geographical distribution of appointments among the countries set out in the Annex to these Statutes.

4. The members of the Governing Council appointed under sub- paragraph (c) of paragraph 1 of this Article shall be appointed for a period of four years and may be eligible for reappointment,, provided, however, that in making appointments for the first time, the Conference shall direct that one half of the members app0inted by them shall retire two years after they have been appointed and shall be replaced by the same number of members appointed by the Conference for that purpose.

5. Any vacancy occurring in an appointment made b,y-the Con- ference shall be filled by the Conference on the recommendation of the Bureau of the Joint Conference of African Planners, Statis- ticians and Demographers for the unexpired term.of such appoint- ment.

6. The Governing Council shall:

prescribe the ·general principles and policies governing the operations of the Institute;

give directives of a general nature as to the imple- mentation of. the principles and policies governing tl:e operations of the Institute;

prescribe conditions for the admission and conduct of persons to undergo courses of study provided by the Institute and for the award of degrees, diplomas or certificates or other awards granted by the

Institute;

prescribe regulations governing the conduct of persons undergoing courses of study at the Institute;

examine and approve the work programmes of the Institute and their corresponding budgets;

review and approve.the annual progress report of the Direc~or on the activities of 'the Institute;

examine and approve the financial report and accounts of the Institute for the preceding year;

(~) present through its Chairman, to the Conference annual reports on the work of the Institute;

determine apa;t from the office of the Director'of the Institute, the other offices of the Institute;

7. The Governing Council shall meet in ordinary session once a year and may hold extraordinary sessions at the request of its Chairman or one third of its members.

8. Subject to the provisions of these Statutes, the Governing Council shall adopt its own rules of procedure.

ARTICLE V

The Chairman of the Governing Council 1.- .The Chairman of the Governing Council shall:

cause to be prepared the draft agenda of the meetings of the Governing Council;

Convene and preside over the meetinas of the Governing Council;

By dcJ.Pgation -of authority from the Secretary-General of the United Nations, and upon the recommendation of the Governing Council, appoint the Director of the Institute;

By delegation of authority from the Secretary-General of the United Nations appoint other professional

staff of the Institute after consultation with the Director of the Governing Council;

With the approval of the Governing Council, solicit and receive on behalf of the Institute, financial and other resources from t.he specialized agencies of the United Nations or other intergovernmental organization, non-governmental organizations and other sources;

2. The Chairman of the Governing Council may delegate his functions as set out in sub paragraph (e) of paragraph 1 of this Article to the Director of the Institute.

ARTICLE VI The Director

1. The Director of the Institute shall be appointed as pro- vided for in these Statutes, for a period of two years subject to renewal for succeeding periods of two years each.

ARTICLE VII

ARTICLE VIII

Co-operation with the secretariat of the Economic Commission for Africa

The secretariat of the Economic Commission for Africa shall, within the limits of its resources, assist the Institute in every possible i.,1y in order to. faci~.ctate its work. In particular, the Economic Commission for Africa snall, fl•om time to time, make avail;a.ble to the Institute qualified staff to give lectures, to -~sist in supervising research and to participate in semiTiars

of the Institute. ·

ARTICLE IX

Financial resources and rules governing the financial ma,nagement of the Institute

1. The Institute shall derive its finances from contributions rrtq.q_e by .the Govermnents of the countries Set out in the Annex to these StatutEis as may be determined from timo to time, by the Conference, and by the United Nations Fund for Population Activi- ties. The Institute may derive further resources in cash or in kind from the United Nations and its specialized agencies, other intergovernmental organizations, governments ;:ind·non-5overnmental organizations., Acceptance by the Institute of offers of such further assistance shall, in every caq(;, be ..:;ubject to the deci- sion of the Chairman of the Governinu Council, in con::ultation with the basic aims _of the Institute, in :icc~rdanco with the ba~ic aims of the Ins.titute and the relevant provisions
