The financial position of many African count~ies precludes any decisive action .in the sho.. t term that would alleviate the ,financial problems of existing bUilding 'research organizations. The lack of essential.equipment ,greatly hampers the progress of research programmes and sometimes necessitates

the indefinite suspension of viable and imPortant research projects.
