Contexte
1. Le contexte et les lignes directrices dans lesquels s’inscrit la gestion de l’allocation budgétaire destinée à soutenir les États Membres en développement et ceux dont l’économie est en transition, appelée de manière informelle “Fonds 1035”, ont été présentés à différentes sessions du SCBF et lors des consultations informelles tenues depuis la création du Fonds en vertu de la résolution du Conseil n
o1035 (LXXX), adoptée le 29 novembre 2000 à la quatre- vingtième session du Conseil.
2. Eu égard au rapport d’évaluation interne de septembre 2003, dont les recommandations ont été approuvées par le Directeur général, certains aspects relatifs aux critères de sélection et aux lignes directrices en matière de gestion applicables aux projets ont été renforcés, et d’autres points ont été révisés. Pour l’exercice 2004 et le début de l’exercice 2005, la gestion du Fonds a été faite en tenant compte de ces modifications.

3. Le tableau de répartition régionale ci-joint rend compte des activités du Fonds pour la période allant du 1
erjanvier au 30 septembre 2005.
4. En plus des allocations de fonds au titre de projets figurant dans le tableau, quelque 40 concepts sont en cours d’élaboration en vue d’être proposés au nombre des projets financés par le Fonds. Comme précédemment, l’Administration fera en sorte que, en 2006, le Fonds soit géré de façon permettant une répartition des crédits qui cadre le plus possible avec le nombre d’États Membres susceptibles d’en bénéficier dans chaque région géographique de l’OIM. Comme précédemment, l’Administration estime que les fonds disponibles seront intégralement dépensés en 2005.
5. L’Administration prévoit de dissocier les revenus provenant des intérêts servis en 2006 par le Fonds de dotation Sasakawa des crédits disponibles au titre du Fonds 1035.
6. Le site Internet du Fonds 1035 (www.iom.int/1035) existe dans les trois langues officielles et il comporte une fenêtre de recherche des projets par catégorie, pays, région ou année.
7. S’agissant de la mise en œuvre de la seconde évaluation du Fonds, l’unité d’évaluation
du Bureau de l’Inspecteur général a envoyé, en mai 2005, un questionnaire à tous les
États Membres, comme convenu lors de la quatre-vingt-douzième session du Sous-Comité en
novembre 2004. Peu de réponses sont parvenues avant l’échéance du 31 juillet 2005. Étant
donné l’importance de l’apport des États Membres à cette évaluation, particulièrement en ce
qui concerne le second examen des critères et des lignes directrices, l’échéance a été reportée
au 30 septembre 2005. Malgré cela, le Bureau de l’Inspecteur général fera tout ce qui est en

son pouvoir pour que le document définitif soit prêt pour la quatre-vingt-quatorzième session du Sous-Comité en novembre 2005.
