Pursuant to the Law on Cultural Heritage issued on June 29, 2001 and amended on June 18, 2009;

Pursuant to Decree No.98/2010/N8-CP issued on September 215\ 2010 issued by the Government detailing and guiding the implementation of a number articles of the Law on Cultural Heritage and the amended Law on Cultural Heritage; .

Pursuant to Decree No. 185/2007/ND-CP issued on December 25, 2007 by the Government regulating the functions, duties, power and the organizational structure of the Ministry of Culture, Sports and Tourism;

Considering the proposals of the Central Provincial People's Committee of localities, where intangible cultural heritage element(s) be nominated for inscription on the National List of the Intangible Cultural Heritage exist(s) and of the Director of Cultural Heritage Department,

DECIDE:

Article 1. To announce the National List of the Intangible Cultural Heritage (151 cycle) which consists of 33 intangible cultural heritages elements with names written in the List attached to this Decision.

Article 2. The Chairman of the Central Provincial People's Committee at all levels in the localities where the element(s) be nominated for inscription on the National List of the Intangible Cultural Heritage exist(s) (1st cycle) as written in the Article 1 of this Decision, is responsible for doing state management on the intangible cultural heritage in accordance with the Law on cultural heritage within the scope of their duty and power.

Article 3. This Decision comes into effect from the date of signing.

Article 4. The Chief of the Bureau, the Director of Cultural Heritage Department, the Chairmen of the People's Committee and the Directors of the Central Provincial Departments of Culture, Sports and Tourism, organizations and individuals related to the inscribed intangible cultural heritage elements in the National List of the Intangible Cultural Heritage (1st cycle) are in charge of implementing this Decision./.

Update on Phu ThQ Xoan singing inventory (for period from June 2015 to January 2016)

To: The Phu ThQ Provincial People's Committee

With agreement of the Phu ThQ provincial People's Committee, since early 2015, the Center for Research and Promotion of Cultural Heritage (CCH) has worked as a professional consultant organization in collaboration with concerned bodies of PhU Tho province, especially the Department of Culture, Sports and Tourism (DCST) in the implementation of Plan No.

5478/KH-UBND on December 22, 2014 of the Phu TtlQ Provincial People's Committee on the fundamental tasks of the preservation and promotion of Xoan singing, including the inventory of Xoan singing throughout the province, with close collaboration and valuable support of the concerned communities and institutions. CCH has already has report No. 03/BC-CCH on the outcomes of the inventorying the status of Xoan singing for the period until May 31, 2015.

Based on Plan No. 5396/KH-UBND on December 28, 2015, of the Chairman of the Phu ThQ People's Committee on the filing of the Xoan nomination file for possible inclusion on the Representative List in 2017 (second period), in which, the Phu ThQ province invites CCH to continue to provide consultancy for the elaboration of the periodic report and building up a new nomination of Xoan singing for inscription on the Representative List in 2017.

CCH, along with Phu ThQ and Vinh Phuc provinces' related communities, offices and units have organized field-works, inventoried, and documented the Xoan singing preservation progress from June 2015 to the end of January 2016, supporting the finishing of the annual national report and filing the Xoan nomination file for possible inclusion on the Representative List. This field-work and documenting period took place from 3rd to 15th February, 2016 (2"d to 7th of Binh Than Year's first month), following precisely the practice schedule of the most active Xoan singing activities during every Spring. The results are as follows:

1. General comments

After the survey, research and documenting process of the Xoan singing following the right and natural schedule of the Xoan communities during every Spring from 2"d and 3rd of the Lunar calendar. The team worked with the concerned communities at Lai Lem temple, Thet communal house, Trung communal house, Cam temple (Kim 8lic commune, Vi$t Tri city), Blnh Chfnh communal house (Lam Thao town) and some other Xoan artist families and realized that Xoan singing was truly revived and preserved by the communities. lt was found that all the communities of the 4 Xoan guilds and the Cao Mai village (Xoan singing club of Lam Thao town) have kept on maintaining their activities regularly and even more intensively during the holiday

seasons, especially before the Lunar New Year, to prepare for the Xoan singing performances at the Binh Than year celebration.

They showed the determination to preserve Xoan singing for their next generations by tirelessly practicing and training.

Xoan singing activities are always fun, dynamic, full of energy with involvement of all generations from the elders (there was a soon-to-be 1 00-year-old artist) to the middle-aged people, adolescents and children (the member number was more than the previous report), bringing a fresh spirit to this cultural heritage.

The female chief number of Xoan guilds have increased (before there was just one woman, now there is one more middle-aged female chief, which make 50% of the chiefs).

Xoan guilds not only try to keep their original styles but also continue to improve their ability of recognizing new characters and increase performance quality.

2. Updated statistic about Xoan singing

Compared to the result of May 2015, the statistic about Xoan singing in Phu Tho province until 31st January 20116 is as follows:

- Number of Xoan communities and clubs: Recently Xoan singing is usually practiced in 4 Xoan guilds (Phu fXrc, Kim Dai and Thet of Kim DLI'c ward; An Thai guild of PhU'O'ng Lau ward), in 30 Phu ThQ Xoan and folk singing clubs (clubs) recognized and sponsored by Phu Tho province and 3 clubs in Vinh Phuc province. The total number of Xoan clubs are now 33, there have been thus 7 more clubs since the report of May 2015.

Number of practitioners and transmitter as of 31st January 2016:

According to the investigation and information provided by Xoan singing guilds and clubs, followings are the numbers of official and active members (excluding the unofficial ones):

+ There are 249 members in 4 original Xoan guilds (there was 199 members in May 2015)

Furthermore, in Kim DLI'c ward currently:

Kim D&i guild: 35 members (1 member more than May 2015) Kim Thet guild: 56 member (6 more members)

Phu f)LI'c guild: 53 members (23 more members)

In PhU'O'ng Lau ward, An Thai guild: 105 members (20 more members)

+ In 30 Phu Tho province clubs there are 1,287 members (more 338 members than May 2015 in which there were 23 clubs and 949 members). In 3 clubs in 2 wards Kim

of Vinh TU'ong district and DLI'c Bac of Song Lo district, Vinh Phuc province there are 89 active members.

Number of people awarded with honorable titles:

+ "Excellent Master Folk Artist" title: 17 Phu ThQ Xoan artist in Phu ThQ and 01 in Vinh Phuc were awarded the honorable Excellent Master Folk Artist title by the President of

Vi~t Nam in the first recognition cycle in November 2015 (in the previous report in May 2015, those artists were in the nomination list);

+ "Phu ThQ Xoan Artist " title: 52 Xoan artists (34 were recognized in 2012, 3 of which were from Vinh Phuc; 18 artist were recognized in 2015);

+ "Master Folk Artists" title, that is recognized by the Association of Vietnamese Folklorists: 29 artists, 8 of which had passed away due to aging-associated diseases. Results of training and transmission

According to report No. 894/BC-SGD&DT on 2nd June 2015, the Department of Education and Training of Vi$t Tri city, 100% of schools (kindergartens, primary, secondary and high schools) in PhU ThQ province has put the Xoan singing into their activity programs with suitable songs (the inventory result of May 2015 showed that 85 out of 90 kindergartens and schools have had the Xoan singing in their training programs).

Policy of financial and material support: During 2011-2015, a total budget invested to the safeguarding of Xoan singing was 8.418.110.000 11ong (approx. 375.337 USD), not including budget for renovation and restoration of its worshiping spaces. In 2016, the Phu ThQ provincial People's Committee have planned to allocate each Xoan guild 30 million 116ng and the Vi$t Trl city allocate each guild 25 million (approx. 2,500 USD/each guild).

3. Recommendations

lt could be seen that Xoan singing was successfully recovered. However, to effectively preserve it, it is recommended that the authorities of Phu ThQ province continue to carefully supervise and carry out the followings:

a) Support Xoan guilds and provide needed materials and budgets, helping them maintain the usual activities and train the young generation.

b) Research and produce Xoan singing programs using the documentaries about veteran artists, helping the whole community recognize the value of this ICH element, hence not only teach and train effectively but also protect each guild's style; or publish proper teaching materials for them to understand their similarities and differences.

c) Organize trainings for guild chiefs and local cultural officers to improve their awareness, Xoan singing identification skills, the artistry and style diversion of each community, UNESCOS's instructions of Xoan singing preservation, and the Guild's activities management skills.

d) Continue support Xoan singing education in schools.

e) Develop Xoan singing material database and make it easy for everybody to approach.

f) Continue recovering Xoan singing customs, especially the customs of "Hat cll'a !1inh"

(singing Xoan at the communal house) and twinning relationship of Xoan guilds with related communities.

I. General Information

1. Legalities for Xoan singing of Phu ThQ

There appear in the legislation on cultural heritage of Viet Nam (including the Law No.32/2009-QH12 on June 18, 2009 of Amending and Supplementing Certain Articles of the Law on Cultural Heritage, the Decree No.

98/201 0/ND-CP on September 21, 2010 of the Government detailing certain Articles of the Law on Cultural Heritage and the Amended Law on Cultural Heritage, as well as the Circular No. 04/2010/TT-BVHTTDL on June 30, 2010 of the Minister of Culture, Sports and Tourism on Inventorying the Intangible Cultural Heritage and on Filing the Intangible Cultural Heritage for Inclusion in the National List of the Intangible Cultural Heritage) new regulations that define clearly that "inventorying the intangible cultural heritage includes identifying, defining and making cultural heritage inventory" (clause 14 of Article 1 of the Circular No. 04/2010/TT-BVHTTDL), aiming at safeguarding and promoting the values of cultural heritage; and, assigning the mandates of the People's Committees of provinces and cities to provide guidance to their Departments of Culh1re, Sports and Tourism in the implementation of ICE-inventorying and submission of their yearly reports to the Ministry of Culture, Sports and Tourism before October 31.

The 2003 UNESCO Convention on the safeguarding of the intangible

cultural heritage regulates that to ensure identification with a view to safeguarding,

each State Party shall draw up, in a manner gea:. ·ed to its own situation, one or more

inventories of the intangible cultural heritage present in its territory. These

inventories shall be regularly updated (Article 12 of the Convention) and its

Operational Directives stipulate the State Parties to submit their regular national

reports on the status of the inscribed intangible cultural heritage element in the

Urgent Safeguarding List after 4 years of its in5-cription and every 4 years after that

(Section V.2, Operational Directives). Xoan singing ofPhu Th9 had been inscribed in the Urgent Safeguarding List in November 2011 and it is due time for VietNam now to prepare its national report on the safeguarding situation of the element (here in after referred to as the Report), in which updated information on the element is to be provided and submitted to UNESCO before December 15, 2015.

To implement the legislations of Viet Nam and the 2003 UNESCO Convention, the Prime Minister of Viet Nam had a decision No. 2058/QD-TTg of November 7, 2013 on the approval of the "Project on the safeguarding and promotion of the inscribed ICH element in the Urgent Safeguarding List- Xoan singing ofPhu Th9 for the period

of2013-2020~'.

For the implementation of the above approved project of safeguarding Xoan singing for the period of 2013-2020 by the Prime Minister, the Phu Th9 province has issued a big number of programs and plans, including Plan No.

2836/KH-UBND of July 11, 2014 of the People's Committee ofPhu Tlw province on the elaboration of the National Report ami nomination for transferring Xoan singing from the Urgent Safeguarding List to the Representative List of the Humanity; the plan No. 5478/KH-UBND of

22, 2014 of the Provincial People's Committee on the implementation of the essential tasks of the preservation and promotion of Xoan singing of Phu Th9, in which, focus was put on inventorying Xoan singing in 2015, aiming at safeguarding and updating the information on the element in the National List as regulated by the Circular.

2. Objectives and requirements for inventorying Xoan singing of Phu ThQ in 2015

The most important objective for inventorying the intangible cultural heritage in general, Xoan singing in particular, is to safeguard and to support its existence in the modem time, including the actors of creation, maintenance and transmission of the intangible cultural heritage from the concerned communities.

Being preserved mostly by memory and transfflitted orally, the intangible cultural heritage changes time after time and depends on each related person or groups.

Therefore, when implementing ICH inventory, it is necessary to do deep survey on

the practitioners and all aspects of the element, such as: the songs, related traditions

and cultural spaces, etc., in order to identify every change and its causes of the changing to understand the present viability of Xoan singing, proving that the element has gotten out of the urgent safeguarding status; to orient hence the future safeguarding measures and have basis to build up nomination for UNESCO's transmission of Xoan singing to the Representative List.

3. Inventorying time-frame and period of report

The task of inventorying Xoan singing ofPhu ThQ started from January to June, 2015.

Implementing fieldworks, direct interviewing the related targets, doing records, capturing information and data, and documenting Xoan singing.

Processing the data on Xoan singing by analyzing, comparing, evaluating and synthesizing to set up a report.

1. Inventoried Localities of Xoan singing of Phu Thq

At the 4 Xoan guilds: The implementation of Xoan singing inventory was concentrated in the 4 Xoan guilds where Xoan singing is currently practiced regularly, which include: Phu Due, Kim D6i va Thet Xoan guilds of Kim Due commune; An Thai Xoan guild of Phugng Lau commune in Vi~t Tri city, Phu Th9 provmce;

At the 23 Xoan singing clubs: The expanded environments ofpracticing and development of Xoan singing include: 9 :Xoan singing clubs in Vi~t Tri, 6 in Doan Hung district, 3 in Thanh Thuy distr'ict, 2 in Lam Thao district; and one in each district of cAm Khe, Phu Ninh and Tarn Nong (List of the 23 Xoan singing Clubs Phu Th9 province, with 949 members in total, attached herein). In addition, other hundreds Xoan singing groups that were established and recognized by local authorities can be found everywhere throughout Phu Th9 province.

2. Contexts

2.1. Geographical locations and natural environment of Phu Th9 province Phu Th9 province, the home land of Xoan singing, locates in a midland and mountainous region, a gateway, 80 km from Ha NQi to the North-west direction. It

is bordered on the east by Vlnh Phuc province and Ha N9i

city;

on the west by Son La; on the south by Hoa Binh and on the north by Yen Bai and Tuyen Quang provmces.

The location of Phu Th9 is convenient for transportation since it has three important rivers flowing through. They are the Red, Lo and Da rivers. Phu ThQ also contains a part of the train-way system between Ha N9i- Lao Cai- Kunming, the highway No 2 and the expressway running through Asia, creating a major bridge for economic collaborations among

Nam and China, and other ASEAN countries. Furthermore, Phu ThQ has other favorable features for socio-economic development, such as: human and natural resources, industry-zones, historically- cultural tourism area ofHling Kings and the Xuan Son ecological tourist area, etc.,

2.2. Socio-cultural and economic conditions with Xoan singing in Phu ThQ provmce

In the past, around 80% of the population living in Phu ThQ were farmers.

Since 1990s to present, allocation of jobs appeared and developed, a part of them cultivate as such industry trees as teas and ecological forests; a number of families develop a round-cycle economic model connecting three types of cultivation and breeding, called in Vietnamese VAC - abbreyiation of

Vuan

(cultivation in the

garden) - Ao ( aquaculture in the pond) - Chudng (breeding livestock) 1;

some others do business, process preliminarily tea and forest products to develop commodities.

It

is different from in the past that the province's today labor resources have been developing unceasingly into various production areas. The workers have accessed to the constant and fast development of production means under the government's guideline of modernizing rural agriculture. Beside the above mentioned impact features, the people's cultural and spiritual life has been notably improved. These are good conditions for the revitalization, maintenance and development of Xoan singing.

2.3. Realizing the values and importance of safeguarding intangible cultural heritage in general, Xoan singing in particular, the authorities of all related sectors and ranks in Phu Th9 province have paid much attention on this mandate and implemented various measures as well as ~;afeguarding policies towards the intangible cultural heritage. Amongst, inventory of Xoan singing have been carried out many times during the past 4 years. However, this is the first time that ICE- inventory aiming at safeguarding the elements having been done carefully and professionally following the direction of UNESCO, with direct participation and instruction of the specialists from the Center for Research and Promotion of Cultural Heritage (CCH), an affiliated organization of the Cultural Heritage Association of Vi~t Nam. The unprejudiced outcomes and evaluation resulted from the implementation of inventorying Xoan singing from January to May 2015 are presented below.

3. Figures of the outcomes of Xoan singing of Phu Thq inventorying The concrete outcomes of inventorying Xoan singing of Phu Th9 during the period from January to May 31 2015 are as follows:

Xoan singing of Phu Th9 has been being regularly practiced mainly at 4 Xoan guilds, including Phu Due, Kim D6i va Thet ofKim Due commune; An Thai Xoan guild of Phuqng Lau commune; and at 23 Xoan and Folk songs ofPhu Th9 clubs, recognized by the provincial people' committee (herein after referred to as Xoan Club), of those, 9 Clubs in Vi~t Tri city, 6 Clubs in Doan Hting district, 3 Clubs in Thanh Thuy district, 2 Xoan Clubs in Lam Thao district; and, there is one Xoan Club in each district of Cfim Khe, Phu Ninh va Tarn Nong. Besides, Xoan singing is also practiced by a hundred of clubs recognized by local level of commune and villages and many other clubs/groups set up by Xoan lovers themselves everywhere in the province.

- Quantity of practitioners and transmitters:

Based on the outcomes of the survey and synthesis of all the member name lists provided by the Xoan guilds and Xoan Clubs, the official membership of Xoan singing organizations (those who are not participating regularly are uncounted) include:

+ At the 4 Xoan guilds: 199 people

In Kim Due commune: Kim Dai Xoan guild has 34 members; Thet Xoan guild has 50 members; Phu Due Xoan guild has 30 members.

In Phugng Lau commune, An Thcli Xoan guild has 85 members.

+At the 23 Xoan Clubs, there are currently 949 members.

- Quantity of peoples having been awarded with honorable titles of master artist:

+ "Xoan Artists ofPhu Th9 ": 34 people (recognized in 2012);

+ "Folk Master Artist" recognized so far by the Association of Vietnamese Folklorists: 29 people, of whom, 8 have passed away due to their elderly fragility;

+ "Excellent Master Folk Artist": 17 people have been represented by the Chairman of the Phu ThQ Provincial People's Committee to be awarded this honorable state title. At present, their nomination files are under evaluation process by the central emulation councils at different levels for possible recognition and declaration in 20 15.

- Results of education and training:

+ Xoan successors: From 2013 to 2015, 62 middle-aged members (aged from 30 to 60) from the 4 Xoan guilds have been being trained rashly by experienced Xoan master folk artists, with supports from the Phu ThQ province, so that they can continue the tasks of maintaining the guilds' practices and transmission of Xoan smgmg.

+ Future practitioners and audiences of Xoan singing: Within the two years of 2014 and 2015, over one hundred of the children of Xoan guilds and families in

the regiOn have been educated and trained at different Xoan classes for the community members.

+ Xoan singing has been integrated into the extracurricular activity programs of 85 out of the 90 schools of 3 levels (kindergarten, elementary and secondary schools) in

Tri city. One hundred percent (7/7) of high schools have Xoan education syllabus for students

- Quantity of existing songs being practiced: All the 31 old Xoan variants of the three-phase Xoan cycle are used.

- Substantial and financial supports: For the period of 2014 - 2015, Phu ThQ People's Committee has granted each Xoan guild 50 million VNB (approx.

2,500 USD) and the

Tri city has granted a similar amount to organize practices, transmission and to purchase necessary equipment; the province has also invested each Xoan club 10 million VNB (approx. 455 USD) for their costumes, musical instruments and audio equipment. Several guilds and clubs could mobilize supports from enterprises and benefactors, supplementing their budget to cover their activity needs, costumes and devices.

- Cultural spaces: 19 relics related to Xoan singing have been being repaired and restored. For example, Lai Len temple, Thet, Kim E>&i,

4. Evaluation on the viability ofXoan singing ofPhu Thq 4.1. Today social and cultural functions of Xoan singing

Xoan singing remains an indispensable spiritual aspect in the current cultural life of the residents of Phu ThQ, particularly the 4 Xoan communities and 23 Xoan clubs in the expanded areas. As an expressiorA of the deep spirituality (including songs for worshiping the Kings, attached to festivals and displayed in the temples, etc.), its verse forms convey the people's wishes and supplications to the Hling Kings and deities villagers' hope for good harvest, happiness, peace and prosperity for the communities and country. generation to generation. In the contemporary life, everything is changing in people's knowledge, customs, lifestyles as well as spiritual and cultural needs, especially among the youth, but, most members of the 4 Xoan guilds and 23 Xoan clubs where the surveys were carried out, hc.ve expressed the proud to be the residents of the ancient home land of Xoan singing, showing their passion and commitment of safeguarding the element. This is a clear proof of the fast revival and confirmation of the importance of preserving the valuable meaning of Xoan smgmg.

4.2. On the organization of today Xoan singing:

a. History of establishment and growth of Xoan guilds and Xoan singing clubs

Xoan guilds have been maintaining the same structure and organization throughout history till today: each guild has a guild chief (called

Trum ),

and one or two supporting deputies. The position of

Trum

is traditionally hereditary, with exceptions made for trusting, knowledgeable and passionate people, who were voted in by the community. Similarly, each club has a leader and an executive committee. The Xoan guilds have proper schedules and planned activities, which are commonly one or two meetups per week at either the guild's temple, culture house, or the chiefs house. Clubs' activities are more seldom, usually comprised of one or two gatherings per month at night or weekends, at the local cultural hall or the club house. Whenever occasions arise for festivals, celebrations, or performances for spiritual, political or social purposes, etc., Xoan singing trainings, practices by clubs and guilds become more focused in different settings: such as temple, pagoda or sanctuary in Tet holiday, more modern spaces like multipurpose center, and friend and family gatherings .... b. Awareness of the art:

For the past few years, especially after that Xoan singing was recognized

and inscribed in the

List of the Intangible Cultural Heritage in need of urgent safeguarding

in 2011, educational and prommional efforts have been vastly and

continuously improved by vanous national, as well as provincial news, communicational and educational agencies. The result was improvement in understanding and responsibility for Xoan singing preservation from communities, the public and various local governmental bodies. Through surveys and inspection, we can see an exalted and developing trend of learning, teaching and spreading Xoan singing in communities throughout distriets, communes, villages in Phu ThQ provmce.

c. Practitioners and educators:

- As surveys indicated, as of June 2015, the total number of Xoan singing practitioners in all the 4 guilds and the 23 clubs is 1148 (about 2 thirds of them are female as many local males are long distance commuters), not mentioning several hundred other casual enthusiasts. Compared to before being recognized by UNESCO in 2011, the number of members of the 4 Xoan singing guilds has increased significantly: from 121 (in 2010) to now 199 members (an increase of almost 65% ). The percentage increases are even higher for clubs (in 2010 there were 4 7 members in 3 Xoan clubs, but as of Ilme 2015 the number of clubs were 23 with 949 members total, a 20-fold increase), predominantly in the young, student demographic (accounting for over 30% in each club).

- Out of practitioners in the age range of 30 - 60, currently in the Xoan guilds there are 62 exceptional representatives, who studied under the previous generation of veterans, and are still energetic, passionate about the craft. They were chosen to develop the knowledge and performing crafts of Xoan singing. These current generation artists expressed their passion for Xoan by: showing great progresses through each year in training from 20 13 till now; slowly confirming their pivotal roles in the continuing operation, organized training of Xoan in the guilds; and actively supporting the promotional, educational efforts for Xoan singing in clubs and schools. Endorsements for the Xoan guilds and prioritized training for the new generations represent Phu ThQ province's great vision and strategy in bringing Xoan singing out of the Urgent Safeguarding List.

The audiences and the people who protect, practice the current and future heritages come from the young generation. Regarding the preservation of intangible

cultural heritages, this fact is essential for sustamability and can't be ignored. Over the last 2 years, over 1 00 young peers of Xoan guilds and families in Xoan areas participated in "Community Xoan class", contributing in forming the prospective assembly of quality for the present and future.

Facts have shown that Xoan singing is recovering. If the strategic focus on human factor can be maintained, Xoan singing in the present and near future won't be in shortage of audiences, practitioners as well as guardians.

d. Repertoires and performance styles

On the quantity: All the 31 repertoires of Xoan singing have been documented and preserved by the Institute for Musicology. Most of these variants of Xoan singing are currently used, performed and transmitted among the Xoan guilds and clubs, faithfully to the genre's est&.blished ancestral tradition in three phases, including songs for honoring the Kings - hat tha (Giao tr6ng, giao phao, Tha nhang, Mai Vua, fl6ng dam), 14 songs of i::wocation for health, good fortune- qua each (some guilds use only 13 songs, the song Chai Dau each i not included);

and more than 10 love duet songs. However, a3 a form of folk culture, sometimes there arises new variations that create the diversity and changes in Xoan singing.

Through inventorying, we discovered some changes and new songs created by outsiders as well as the members of the concerned communities.

On the reforms: there were some changes in Xoan's performance program, wordings of songs, music and dance. For example: shortening or integrating songs to adapt to the limited performance time allowed by the organizers. Xoan artists consider that this is possible, but all essential lyrics or chants must be used. The modifications sometimes change or diminish the delicate and finesse of the art of Xoan singing. For instance, the change of M6

(men pretending to be fishes) might minimize the concept, or the altering, the adding or shortening words of the songs, might decrease Xoan's finesse, which is profound and sensitive. Thus, the ways of und•;!rstanding, the art concepts and the performance styles varied nowadays from guild to guild. On the other hand, to the factors of the element that cannot be changed, it is necessary to identify them and every decision of the concetned community must be respected to prevent

misrepresentation of their intangible cultural heritage. "The children are taught Xoan singing at school. Once, they were taught how to sing the song Eo b(J, but the content was mixed up with another repertoire of Trimg mai each. When discovering that, I had to correct them again so that Xoan singing would not be inaccurate", said Mr. Nguy€n Xuan H9i, a senior Xoan artist of Phu Due Xoan guild3.

New creations: Writing new lyrics based on the original mus1c of classical Xoan, e.g. the songs Eo b9 or Xin hue,

chu, etc. They all have new lyrics which were written for the resistance from the late 1960s, then they were forbidden to be performed in the 1900s. In the inventory in early 2015, Mrs.

Nguy€n Thi Minh Thinh, the chief of Phu Tho Xoan and folk songs singing from

Vi~t Tri Department of Education and Training said that they "wrote new lyrics for the old Xoan melodies to advertise and promote Xoan singing along with propagandas of road traffic safety, morality, life skills, law, etc. to students and

other people. The new lyrics were very well received, even awarded"4.

The matter that concerns us the mc·st is that in various programs' peformances, the communities weren't consultt:d or allowed to decide the changes in those songs. This could lead to the discrepanc:y of the heritage.

- About each Xoan guild's diversity of cultures and styles: Each guild has their own style of practice, lyrics, concepts and customs. General transmitting for all guilds while the students haven't fully understood their guild's style could lead to wearing out the specialty of each guild. Moreover, it would not be effective when the students are trained in one style but still practice in their guild's different style. "I don't think the classes of the ward is helping much because every Saturdays and Sundays the guild members still have to revise the lessons", said artisan Nguy€n Xuan H9i, Phu Due Xoan guild.

- Transmitting activities: Xoan singing training is now one of the main activities in most clubs, especially the original Xoan guilds as an effort to maintain

this precious heritage. Trainers in the original guilds are the master artisans. The young artisans of the guilds are supported by the province to reach their best potentials. They are playing the key role of practicing, teaching, preserving and promoting the value of the guild's Xoan singing. They are also the supporters of education and training of Xoan singing in clubs, schools and other communities.

The training in clubs is carried out by the chiefs or club members who participated in DCST ofPhu Th<;> province or Vi~t Tri city's special workshops for key artists. Some clubs are capable of inviting artisans from Xoan guilds or reputable clubs to train their members. Over the years, many highly skilled practitioners have been trained in these courses, playing an important part in helping safeguard, strengthen and secure Xoan singing.

- Education and training of Xoan singing in schools: The Xoan singing education and training has been carried out strongly under the management of DCST and the order of the province, with the active assistance and support in professional knowledge of the Culture Department. Since 2010, there has been at least one workshop about Xoan singing each year, opened by the Culture department for school teachers. Since then, Dinh Tien Hoang Primary School started sending their music teachers to attend these workshops to be able to pass the Xoan singing on students in music, local culture lessons and group activities, etc.

After 5 years, all 1800 students now have ba~:ic knowledge about Xoan singing, each student knows at least some popular songs. From the 3 rd grade they can sing some old Xoan songs and play the drum. The school also have their own Xoan singing club with gifted and passionate students. However, there is a shortcoming of training Xoan singing in schools. The teachers were only trained in some basic courses, therefore they still have limited knowledge and can't show the true style of Xoan, nor pass it on their students. Artisan Le Xuan Ngii of Phu Due guild said "A student's mind is like a sheet of white paper.

we don't train them properly in the first place, it would be very hard to fzx it later". 5 It is a waste if the teachers don't consult local artisans in their lessons. The school also needs to entice them to

- Facility and financial needs of guilds, clubs and authorities' supports in Xoan singing preservation:

The State and local authorities' support:

There were policies, schemes, and projects in Xoan singing preservation namely the policy of honouring and treating Xoan singing artisans, policy of supporting Xoan singing communication, facility, preserving and creating the cultural environment to practice and perform Xoan singing. Those policies' execution has played a critical role in safeguarding Xoan singing. Nevertheless, in the current situation we find it necessary to have a bigger budget to train the next artisan generation, ensure their solid knowledge, performance methodology and raise their awareness and skills of organizing practices and transmission. Some veteran artisans still haven't been given any award, for example, Mrs Bui Thi Hue (76) of Thet guild, Mrs. Phting Thi PhuQTig, Mrs. Le Thi Nghia of Kim Dai guild, or middle-aged-to-be artisans such as Mrs.

5. Evaluation on the implementation of inventory

The 2015 Xoan singing inventory was carefully and properly prepared,

organized and carried out by CCH's experienced experts and local authorities with
