2. SOME KEY FIGURES
Currently in Europe, one in four asylum applicants are a child (800 per day). In 2015, of the 1.015.718 people who arrived by sea, 31% were children, 19% women and 50%
men).1 Trends indicate that the number of children among sea arrivals is increasing, from 16% in June 2015 to 35% in April 2016. More than quarter of a million children arrived by sea to Europe in 2015 (314.873 children).
As at 13 October 2016 316,940 people had arrived by sea since 1 January 2016, of whom 28% were children, 18% were women and 54% were men.2
Thirty-seven per cent (37%) of those arriving to Greece are children (as at 13 October 2016).3
Children - 16% of migrants who arrived in Italy since January 2016. However, unaccompanied children comprise 15% of arrivals to Italy since January 2016.
(Ninety-one per cent of children arriving to Italy are unaccompanied)4
In 2015, 128.155 children applied for asylum in EU Member States. In 2015, 96.465 unaccompanied children applied for asylum in the EU MS (23% of all asylum applicants under the age of 18).5
2753 unaccompanied children applied for asylum in May 2016 - 2% of the total number of applications (2.4% in April, 2.1% in March, 2.4% in February, 3.6% in January and 7% in December 2015). 32% of unaccompanied children were Afghan citizens, followed by Eritrean (13 %), Syrian, Somalian, Pakistani (6%) nationals.6
As at 12 October 2016, there were 3632 dead or missing persons (adults and children) in 2016 in the Mediterranean region.7
Three children lost their lives en route to Europe in August 2016. One hundred and forty five children lost their lives en route to Europe since the beginning of 2016 (as at 15 June 2016)8.
There are 14,331 people in camps on Greek islands. The capacity is 7 450 (as at 3 October 2016).9

20,500 unaccompanied children have arrived to Italy since the beginning of January 2016 (7,036 between 1 July and 31 August).
3000 unaccompanied children (most from Eritrea) are potentially eligible for relocation.
No unaccompanied children have been relocated from Italy yet, but Italy will carry out first pilot transfer of unaccompanied children.
The pre-registration exercise in Greece identified 1,225 unaccompanied children, of which 48% belong to one of the nationalities eligible for relocation (36%
Syrians, 12% Iraqis). As of 19 September, the estimated number of unaccompanied children in Greece is 2,477.

IOM and EASO in cooperation with some MS are preparing information material about successfully relocated migrants. One, featuring a Syrian family relocated to France is available on line.
IOM is testing the possibility to carry out Skype calls between relocated applicants and those to be relocated as part of the pre-departure cultural orientation.
The Greek Asylum Service, UNHCR and EASO launched a pre-registration exercise on 8 June, targeting migrants on the Greece mainland. It is expected to finish by end of July.

Relocation general
Only a few relocations have taken place since mid-April.
The number of 20.000 relocations by mid-May, as set in the First Report on Relocations and Resettlement, was not achieved.
1500 people were relocated from Greece and Italy.
Greece is preparing a pre-registration exercise that will accelerate the identification and full registration of relocation applicants.
As regards resettlement, 6 321 people have been resettled by 13 May 2016 (out of 22.504) from Turkey, Jordan and Lebanon.
As of 4 April, 177 Syrians have been resettled from Turkey to EU under the 1:1 mechanism (to Sweden, Germany, the Netherlands, Finland and Lithuania).
Another 723 applications have been accepted.

As of 20 March, temporary stay documents should no longer be issued. Under EU-Turkey agreement, migrants will be subject to readmission to Turkey, following a case-by-case assessment.
The Commission pointed out that the capacity of the Greek hotspots was not sufficient to accommodate children and other vulnerable groups.
Under the EU–Turkey agreement, Greece is encouraged to follow the national procedures (exemption under article 2(2)(a) of the Return Directive. In such case the level of protection for children and other vulnerable groups should be in line with article 4(4) of the Return Directive and/or safeguards under the EU asylum acquis, where applicable.

Child trafficking is reported by Member States as one of the trends that is increasing most sharply in the EU.
Child trafficking has been exacerbated by the ongoing migration crisis.
Identifying children who are victims of trafficking and establishing their true identity is a growing problem, as their vulnerability makes them a preferred target for traffickers.
A worryingly sharp increase in Nigerian women and girls leaving Libya has been identified (4 371 in January-September 2015 compared to 1 008 in the previous year), 80 % of whom estimated by IOM Italy to be victims of trafficking.
Many children disappear from shelters that do not provide adequate care.
The referral rate for children remains low, and procedures for finding durable solutions are inadequate. Problems persist with the appointment of guardians for child victims, and the wide range of different practices across the EU adds an additional layer of complexity, particularly in cross-border situation.

Children constituted 51% of the refugee population in 2014.

Only 208 persons were allocated between 16 March (First report on relocation and resettlement) and 12 April (second report). The target was 6 000.
As regards resettlement, 5 677 people have been resettled (out of 22 504 agreed).
As of 4 April, 79 persons have been resettled from Turkey to EU under the 1:1 mechanism
The total number of formal pledges by MS amounts to 4 516, which is 2.28% of total.
Austria, Croatia, Hungary and Slovakia have still not submitted any pledge.
Czech Republic, Poland, and Slovenia have no yet delivered on their pledges.
Unaccompanied children:
o 250 children have been relocated (234 from Greece and 16 from Italy), including four unaccompanied children relocated to Finland since the beginning of the implementation of the relocation scheme.
o Belgium offered 10 places out of 100 for unaccompanied children
o The Public prosecutor is supported by lawyers who represent unaccompanied children in the islands. Ongoing discussion to provide similar services in the Athens and Thessaloniki areas.
o Meeting taking place with the Ministry of Justice and the Ministry of Interior to discuss the relocation procedures for unaccompanied children.
EASO has created an EU Relocation Programme Facebook page in English and Arabic as a communication platform for people interested in relocation and to promote successful stories.

EASO collects data in the framework of its Early warning and Preparedness System (EPS). The data are provided within 15 days following the reporting month. The EPS data shows persons claiming to be UAMs.34

137 688 asylum applications were filed in EU+ countries in August 2016.
2753 unaccompanied children36 applied for asylum in August 2016 (2% of the total number of applications).
32% of unaccompanied children asylum applicants were Afghan citizens, followed by Eritrean (13%), Somalian, Syrian (7%) and Pakistani (6%).

Functioning of the CEAS
Access to procedure and management of migratory flows, both by land and sea, prompted some Member States to introduce emergency or ad hoc measures such as internal border controls.
That once again put pressure on the initial stage of the asylum procedure, including the application and registration process, where significant challenges remain, particularly in EU+ countries facing substantial and/or sudden increases in arrivals.
Noted issues in provision of information, high-quality legal aid and interpretation services became more pronounced in view of increased demand and an often limited pool of resources.

An unprecedented increase in applications in 2015 required emergency solutions, often leading to temporary deterioration of reception standards and delays in accessing them. EU+ countries responded by creating new facilities and setting up emergency ones, once again bringing to the forefront the issue of comparable reception standards across the EU+.
Efforts were needed in 2015 to address the needs of vulnerable groups and persons with special needs, in view of very high numbers and most EU+ countries still developing identification and response mechanisms to address vulnerabilities, including those of unaccompanied children.

In 2015, a total of 95 985 unaccompanied children (UACs) applied for international protection in the EU+, 7% of all asylum applications lodged and almost four times the number seen the previous year. Unaccompanied children applicants are those whose age has been accepted by the national authority, and, if carried out, confirmed by an age-assessment procedure.39
More than half of all UACs lodging an application in EU+ countries last year were Afghan nationals (196 170, increase by 359%). Syrian and Eritrean UAC applicants also represented a large group. Certain citizenships were more likely to include applications by UACs than others: most UACs were Afghan nationals, and the share of UACs in the total group of Afghan applicants was the highest of all nationalities: out of almost 200 000 Afghan applicants, one quarter were UAMs (49 495 children).
In 2014, when 24 865 UAMs applied for asylum, it accounted for 4% of the total.
While in the EU+ overall the number of UACs increased by 286 %, some countries recorded a much larger influx. Increases were most remarkable in the four main receiving countries: Sweden (+ 28 205; + 400 %), Germany (+ 10 040;
+ 228 %), Hungary (+ 8 200; + 1 355 %) and Austria (+ 6 300; + 319 %). These four countries combined recorded 70 % of all asylum applications lodged by UACs. High relative increases were also seen in Finland (+ 2 340; + 1 200 %), Belgium (+ 2 180; + 464 %), Norway (+ 4 110; + 437 %), Switzerland (+ 1 895;
+ 245 %) and the Netherlands (+ 2 895; + 302 %) and Denmark (+ 1 310; + 161
%).
As of July 2015, special provisions for unaccompanied children in the admission procedure came into force in Austria. All UAC applicants are transferred to the initial reception centre in Traiskirchen and have their first interview there. Upon their arrival, the legal adviser becomes their legal representative and has to assist
