Suggested Drafting of Regulation 19 (Note from the Secretariat)

The drafting of Regulation 19, which should lay down the currency 3r currencies in which annual contributicrj: and advances to the working capital fund shall be assessed and paid, was left for the Health Assemblyc

For assistance in the consideration of that regulation which, it Wbuld appear, should, like all other regulations, be drafted with a view to its continued use asad not in such a way *hat it would require changes with fluctuations in general conditions, the following text is suggested:

"Annual contributions and advances to the working capital fund shall be assessed and paid in United States dollars."

It is recognized that the currency position is a matter of great concern to a number of members, and it is suggested th£.t, in order to meet this temporary condition, the Assembly might follow the example of the United Nations.

The United Nations Financial Regulations require that all con- tributions be made in United States dollars (Regulation 20). In Order to meet the wishes of members who requested that, to the greatest extent possible, contributions should be payable in currencies other than United States dollars, the United Nations, after considering a possible amendment of the Financial Regulations, decided, since the ourrency problem appeared to be one which might in the future be alleviated, to make the following previ sion in the resolution by which the regulations were adopted:

"(ii) that, notwithstanding the terms of Regulation 20 of the Provisional Financial Regulations the Secretary-General be empowered to accept, at his discretion, and after con-

sultation with the Chairman of the Committee cn C o n t r i b u t i o n s , a portion of the contributions of riember States for the

financial year 1948 in currencies other than United States ' dollars."

Thereupon, the Secretary-General, after investigation, in- formed each ^member that the United Nations 1S&-8 budget was expected to be expended in the following currencies:
