COMPTE RENDU SUCCINCT DE LA 55E REUNION DU COMITE DES POLITIQUES DE L'INFORMATION, DE L'INFORMATIQUE ET DES COMMUNIACTIONS

POINT 1. ADOPTION DE L'ORDRE DU JOUR DSTI/ICCP/A(2008)2 Le Comité adopte le projet d’ordre du jour.

POINT 2. APPROBATION DU COMPTE RENDU SUCCICNT DE LA 54^TH RÉUNION

Le Comité approuve le compte rendu succinct de sa 54^e réunion.

POINT 3. DÉCLARATION DU SECRETARIAT Présentation orale Susanne Huttner, Directrice de STI, revient sur les principaux résultats de la récente Réunion du Conseil au niveau ministériel (RCM) et notamment sur les accords « d’engagement renforcé » et fait le point sur la stratégie d’innovation et sur les projets transversaux d’économie politique. Un accord a été trouvé à la RCM concernant les réformes financières de l’OCDE, ce qui devrait soulager les tensions existantes concernant le budget. Elle indique que l’hypothèse de travail actuelle pour le biennium à venir est que le niveau du budget de la Partie I restera constant en termes réels, compte tenu de l’inflation.

Elle salue également le Président du Comité PIIC, les hôtes coréens et l’ensemble du Comité pour la remarquable réussite de l’organisation de la réunion ministérielle. La Déclaration de Séoul adoptée par le 30 pays et la Commission européenne, ainsi que neuf pays non membres, est un succès capital, a permis de donner à l’OCDE et ses partenaires pour les années à venir des objectifs clairs, dont la réalisation commencera dès que possible avant la fin 2008 et se poursuivra pendant le biennium suivant à travers le programme de travail et budget (PTB) 2009-2010 du Comité PIIC.

POINT 4. MINISTÉRIELLE SUR LE FUTUR DE L’ÉCONOMIE INTERNET : PRINCIPAUX RÉSULTATS, MESSAGES ET PROLONGEMENTS

Suit alors une très large discussion, à laquelle participent presque toutes les délégations.

Beaucoup saluent le travail du gouvernement coréen, le félicitant de la qualité de la réunion ministérielle qui, selon eux, a abordé les problèmes clés au bon moment. Un grand nombre de délégations soulignent l’importance de la Déclaration de Séoul et de son adoption par neuf pays non membres. Ils notent les liens étroits qui existent entre la Déclaration et le PTB du Comité PIIC pour 2009-2010, et se réjouissent de ce que l’aval ministériel souligne l’importance des travaux prévus du Comité. Plusieurs délégations soulignent le caractère transversal d’un grand nombre de questions de fonds et suggèrent que le fonctionnement du Comité PIIC soit adapté de manière à faciliter les collaborations transversales et à lutter contre la tendance à considérer les problèmes à partir d’un seul point de vue.

POINT 5. 2009-2010 PROGRAMME DE TRAVAIL ET BUDGET

DSTI/ICCP(2008)2/REV1

Le Secrétariat (M. Wyckoff) présente un projet révisé de Programme de travail et budget 2009-2010 pour le Comité PIIC, soulignant les principaux changements contenus dans la

révision. Le programme de travail et budget a été approuvée dans la version présentée sous la cote DSTI/ICCP(2008)2/REV1. Les délégations expriment le désir d’obtenir des informations complémentaires sur différents aspects du PBT qui ne pouvaient être présentés dans le modèle utilisé pour le Comité du budget, notamment concernant le processus d’adhésion et la réception des contributions volontaires. Il est décidé que ces informations seront communiquées à la 56^e réunion du Comité PIIC en décembre 2008.

POINT 6. PROCHAINES RÉUNIONS

Les dates suivantes sont proposées et acceptées pour les 56^eet 57^e réunions du Comité PIIC :

· La 56^e réunion se tiendra les 11 et 12 décembre 2008.

· Les dates du 12 et 13 mars 2009 sont approuvées pour la 57^th réunion.

· Les dates du 15 et 16 octobre 2009 sont proposées pour la 58^e réunion.
