Financing of ШО ponding Receipt of Contributions or Advances fron Henbers

The Interim Commission at its Fifth session considered the problem of financing WHO pending receipt of contributions or advances from Members of the Organization. It adopted, a resolution which included the following: • . . .

" Further, the Interim Commission instructs' the Executive Secretary to approach the United Nations with a view to in- vestigating the .arrangements that might be made for financing WHO pending receipt of contributions or advances from iiembers of the Organization." 1

The Executive Secretary commúnicated with the United Nations, and in letters dated 25 February and 25 March advised the United Nations of the pertinent portion of the resolution quoted above.

The United Nations was furnished with estimates of the requirements of WHO for the four-month period 1 September to 31 December 1948 and the four-month period 1 January to 30 April 1949. The estimated cash needs were shown to total approximately ¡¡¡>3,400,000.

It was stated that by the end of the fourth month of 1949 there should be sufficient contributions received from Members to enable the Organization to finance itself, and that also by that time or shortly thereafter, it should be possible for the Organization to repay the United Nations for the loans made to provide this financing. It was further stated that any

contributions from governments received at earlier dates would, of course, be used to reduce the amount of such loan.

A reply from the United Nations dated 5 April, follows:

eight-month... period, "September" 1948 'to' ÀjirITÏ94'9. You will appreciate in this connexion that it will be necessary to present these data to the United Nations Advisory Committee on Administra- tive and Budgetary Questions for their review and consideration.

I should appreciate it, therefore, if you will keep me advised in some detail of developments. In the meantime I should like to bring to your attention again the desirability of raising with the Members of the first session of the World .Health Assembly, the possibilities of financing "through"advances' from Members.

As you will appreciate, the amount of outstanding loans proposed in your letter of.25 March would amount as at 30 April 1949,.to

¡¡?5,550,000-. • - Aside -frôm thé: question -of -the- -view -whiôh might b e taken by the Advisory Committee•on the siae of such loans, I am not certain that we will be in a position to finanee out of our limited Working Capital Fund outstanding-advances of this dimension in addition to meeting the other demands on that fund, which latter, in the earlier months of the' financial year, include United Nations budget financing pending receipt of budget contributions from

Members. In addition, review of the size of the Fund, is exercised ahriually by the General Assembly.

I am bringing these matters to your attention at this stage, preceding Advisory Committee review, in order that you may take them into account: in preparations for your forthcoming first session." „.>...• •-, ...-

It may be desirable to give consideration to the following'suggested resolution*.

"The Health:Asseubly resolvès that, in order to provide necossary financing for the World Health Organization; '

"1) all Member Governments be urged to pay their contributions to the Organization át ás early â date as 'possible" and that, in the event that instalment payments are to be made,' such instalments in /'all

''2) any Member Governments which can do so be urged to makd some advance payment as soon as possible; and that.
