R e c a l l i n g resolutions WHA40.26 and W H A 4 2 . 3 3 o n the G l o b a l A I D S S t r a t e g y a n d

resolution W H A 4 1 . 2 4 o n avoidance of d i s c r i m i n a t i o n a g a i n s t H I V - i n f e c t e d p e o p l e and people w i t h AIDS;

R e c o g n i z i n g the importance b o t h of an integrated approach to the h e a l t h of w o m e n and of the d e t e r m i n i n g role of w o m e n in d e v e l o p m e n t , as e m p h a s i z e d e s p e c i a l l y in r e s o l u t i o n WHA42.42;

Considering the e x t e n s i v e m e d i c a l , scientific and p s y c h o s o c i a l implications

p r e s e n t e d b y H I V infection/AIDS for w o m e n , c h i l d r e n and f a m i l i e s , a n d b e a r i n g in m i n d the n e e d to consider the p r o b l e m of A I D S in m o t h e r s a n d c h i l d r e n in the light of a b r o a d approach to the h e a l t h of m o t h e r s , children and families a n d the goal of h e a l t h for a l l b y the year 2000;

A c k n o w l e d g i n g the leading role of W H O in the guidance and c o o r d i n a t i o n of A I D S c o n t r o l , p a r t i c u l a r l y in e d u c a t i o n , p r e v e n t i o n , treatment and research;

C o n s i d e r i n g that the p r e v e n t i o n and control of H I V infection/AIDS for w o m e n a n d children call for the s t r e n g t h e n i n g and improvement of the p r i m a r y h e a l t h care system and for educational a n d other p s y c h o l o g i c a l a n d social support p r o g r a m m e s for w o m e n , c h i l d r e n and families;

Stressing the importance of the Paris D e c l a r a t i o n o n W o m e n , C h i l d r e n a n d the A c q u i r e d Immunodeficiency Syndrome (AIDS);

1 . U R G E S M e m b e r States to:

(1) establish a n d evaluate policies for the control of H I V infection/AIDS incorporating p r e v e n t i o n and care for w o m e n and c h i l d r e n , together w i t h the n e c e s s a r y support for families affected b y the infection;

(2) ensure that p r o g r a m m e s for the control of H I V infection/AIDS are c o o r d i n a t e d or integrated w i t h other p r o g r a m m e s for w o m e n , c h i l d r e n and f a m i l i e s , p a r t i c u l a r l y m a t e r n a l and c h i l d h e a l t h , family p l a n n i n g , and sexually t r a n s m i t t e d disease control programmes;

(3) ensure that H I V testing is offered to w o m e n and c h i l d r e n as a n i n t e g r a l b u t v o l u n t a r y p a r t of h e a l t h p r o g r a m m e s , including c o u n s e l l i n g and other p s y c h o s o c i a l s u p p o r t , w i t h due r e s p e c t for confidentiality;

(4) promote safe m o t h e r h o o d for w o m e n a n d ensure that H I V - i n f e c t e d w o m e n receive a p p r o p r i a t e i n f o r m a t i o n and h a v e access to h e a l t h s e r v i c e s , i n c l u d i n g f a m i l y p l a n n i n g , c o u n s e l l i n g and other p s y c h o s o c i a l support so that they c a n p e r s o n a l l y m a k e informed decisions a b o u t childbearing;

(5) mobilize h e a l t h and s o c i a l services to respond to e m e r g i n g n e e d s , e s p e c i a l l y those of families that suffer d i s c r i m i n a t i o n , or are n o t able to p r o v i d e c h i l d c a r e , a n d those of c h i l d r e n w h o are a b a n d o n e d or orphaned;

(6) continue to p r o m o t e , develop a n d support p r o g r a m m e s for b r e a s t - f e e d i n g as a b a s i c component of a sound h e a l t h and n u t r i t i o n p o l i c y ;

(7) recognize the close link b e t w e e n H I V i n f e c t i o n / A I D S , d r u g abuse a n d other factors w h i c h h e l p to increase the r i s k of H I V infection in w o m e n of c h i l d b e a r i n g age and h e n c e the r i s k of m o t h e r - t o - f e t u s transmission;

(8) ensure that a p p r o p r i a t e p r i o r i t i e s a n d resources are d e v o t e d to r e s e a r c h on H I V infection/AIDS in order to set u p j o i n t research p r o g r a m m e s to develop innovative solutions to issues a f f e c t i n g the h e a l t h a n d social c o n d i t i o n s of w o m e n and c h i l d r e n ;

(9) recognize the c r u c i a l role of w o m e n in the p r e v e n t i o n of H I V t r a n s m i s s i o n and the care of sufferers a n d , m o r e g e n e r a l l y , in the G l o b a l A I D S S t r a t e g y , a n d

accelerate their e m p o w e r m e n t against A I D S b y enhancing the role a n d the s o c i a l , e c o n o m i c a n d legal status of w o m e n so that they p a r t i c i p a t e fully in A I D S control p r o g r a m m e s at a l l levels;

2. R E Q U E S T S the D i r e c t o r - G e n e r a l to:

(1) continue to s t r e n g t h e n W H O ' s crucial role in p r o m o t i n g the h e a l t h of w o m e n and c h i l d r e n w i t h a p p r o p r i a t e a t t e n t i o n to the control of H I V infection/AIDS in

c o n f o r m i t y w i t h the G l o b a l A I D S Strategy;

(2) take steps to m o b i l i z e the n e c e s s a r y r e s o u r c e s , b o t h h u m a n a n d f i n a n c i a l , to d e v e l o p activities for the p r e v e n t i o n and care of H I V i n f e c t i o n / A I D S in w o m e n and c h i l d r e n ;

(3) devote special a t t e n t i o n to those countries that are m o s t a f f e c t e d a n d / o r whose p r e c a r i o u s e c o n o m i c s i t u a t i o n calls for a special d e m o n s t r a t i o n of i n t e r n a t i o n a l s o l i d a r i t y .
