Article B.
Au cas où les A rrangem ents conclus en d ate de ce jour relatifs à l’exportation des peaux et des os ne p ourraient, à d éfaut des ratifications nécessaires, être mises en vigueur, les H autes Parties c o n tra c ta n tes au présent Accord com plém entaire sont convenues d ’autoriser chacune d ’elles à introduire ultérieurem ent les demandes q u ’elles étaient en droit d ’introduire aux term es de l ’article 6 de la Convention et du Protocole y annexé et q u ’èllés ont renoncé à p ré senter au bénéfice des susdits Arrangem ents.
Ces dem andes de dérogations devront être adressées au Secrétariat général de la Société des N ations a v a n t le 30 septem bre 1929 et seront transm ises p a r ses soins aux H autes Parties con tra c ta n tes a v a n t le 31 octobre 1929.

Article C.
Les H a u te s P a rtie s c o n tra c ta n te s so n t d ’accord que, pour être mise en vigueur, la Conven
tion devra avoir recueilli a u préalable soit la ratificatio n p révue à l ’article 15, soit l ’adhésion prévue à l ’article 16 de ladite Convention, de la p a r t d ’au moins dix -h u it Membres de la Société des N atio n s ou E t a t s non Membres.

Le 31 octobre 1929, le Secrétaire général de la Société des N atio n s fera connaître à tous les Membres de la Société et E t a t s n o n Membres, au n o m desquels la présente Convention a u ra été signée ou l ’adhésion a u ra été donnée en v e rtu de l ’article 16 de la Convention, les ratifications déposées et les adhésions notifiées a v a n t le 30 sep tem b re 1929.
Article D.
S ’il a p p e rt de la co m m u n icatio n du Secrétaire général de la Société des N ations visée au dernier alinéa de l’article précéd en t qu e les conditions requises en v e rtu des trois prem iers alinéas d u d it article et du Protocole annexe se sont tro uvées réalisées à la d a te du 30 septem bre 1929, la C onvention sera mise en vig ueu r le I er jan v ie r 1930.
Dans le cas contraire, il sera procédé en conform ité de l ’alinéa final de l ’article 17 de la Con
vention.

Article B.
The High Contracting Parties agree th a t, in the event of the Agreements concluded on this d a y ’s d ate relating to the E x p o rta tio n of Hides a n d Skins and Bones not coming into force in default of the necessary ratifications, each of th em shall be authorised to submit subsequent requests for exceptions which th e y were entitled to submit under the provisions of Article 6 of th e Convention and the annexed Protocol, a nd which th ey have not subm itted in view of th e aforesaid Agreements.
Such requests for exception shall be addressed to th e Secretary-General of the League of Nations before Septem ber 30th, 1929, and shall be notified b y him to th e High Contracting Parties before O ctober 31st, 1929.
The High Contracting Parties undertake to meet w ithout delay upon receiving an invita
tion from the Secretary-General in order to examine th e requests for exceptions referred to above.
Article C.
The High Contracting Parties agree th a t the Convention, in order to be brought into force, m ust have secured either ratification as provided for in Article 15 or accession as provided for in Article 16 of the said Convention on behalf of at least eighteen Members of the League of Nations or non-Member States.
The ratifications m u st be deposited before Septem ber 30th, 1929.
E ach of th e High C ontracting P arties shall have the right to inform th e Secretary- General of the League of N ations at th e m om ent of th e deposit of his ratification or of the notification of his accession t h a t he makes the en try into force of th e Convention, in so far as he is concerned, conditional on ratification or accession on behalf of certain countries, w ithou t, however, being entitled to specify countries other th a n those nam ed below :

The Secretary-General of the League of Nations shall im m ediately inform each of the High Contracting P arties of each ratification or accession received a nd of any observations by which it m ay be accom panied in conform ity with the preceding paragraph.
On October 31st, 1929, the Secretary-General of the League of Nations shall notify all the Members of the League and non-Member States on behalf of which the Convention has been signed or acceded to u nder Article 16 of th e Convention of the ratifications deposited and accessions notified before Septem ber 30th, 1929.
Article D.
If it appears from th e comm unication of the Secretary-General of th e League of Nations, which is referred to in the last p a ra g ra p h of the preceding Article, th a t the conditions required in v irtu e of the first three p aragraphs of the said Article and of the annexed Protocol have been fulfilled b y Septem ber 30th, 1929, the Convention shall come into force on J a n u a ry 1st, 193®- In th e c o n tra ry event, the procedure laid down in the last paragraph of Article 17 of the Convention shall be followed.

positions suivantes, destinées à assurer l ’application de cet Accord com plém entaire :
Se c t i o n I.
Les H a u te s P arties c o n tra c ta n te s déclarent que, dans le tex te de l’Accord com plém entaire en d a te de ce jour, l ’expression « la Convention » désigne t a n t la Convention in tern atio n ale du 8 novem bre 1927 p ou r l'ab o litio n des prohibitions et restrictions à l’im p o rtatio n et à l’expor
tatio n que l’Accord com plém entaire en d ate de ce jour.

A d Article A .
a) Le liège à l ’é ta t b ru t, p o u r lequel un e dérogation est consentie au Portugal, ne com
p rend pas le liège en déchets, en agglomérés, en râpures e t en planches.
b) Bien que les exceptions énum érées à l ’article A aien t été, comme celles qui ap paraissent à l’annexe de l’article 6 de la Convention, consenties à la condition que les E t a ts qui en béné
ficient signeraient le présent Accord com plém entaire le jo u r de la signature générale, il a p a ru équitable d ’accorder u n délai s ’é te n d a n t ju s q u ’au 31 a o û t 1928 à la Bulgarie, a u x E ta ts-U n is d ’A m érique et au Portugal.
c) E n ce qui concerne l’exception des jets de houblon, accordés à la Tchécoslovaquie en v e rtu du p a ra g ra p h e 1 de l’article 6 de la Convention, les H a u te s P arties c o n tra c ta n tes déclarent que leur consentem en t a é té donné à la suite de l ’engagem ent écrit p ar la délégation tchéco
slovaque de ren d re libre l’ex p o rta tio n de ce p ro d u it vers to u s les pays qui g arantissent ou g a ra n tiro n t à la Tchécoslovaquie, p a r des mesures législatives ou contractuelles, la p ro te c tio n de l ’appellation d ’origine des houblons tchécoslovaques.
Se c t i o n I I I . A d Article B.
Les H a u te s P arties c o n tra c ta n te s sont d ’accord pour reconnaître en faveur de l ’Italie l’application de la disposition du Protocole de l’A rran g em en t in te rn a tio n a l relatif à l’ex p o rtatio n des os (Section 1, ad article premier, a), dans le cas où ledit A rrangem ent e n tre ra it en vigueur.

a) E t a n t donné la situ a tio n des E ta ts-U n is d ’Amérique, situ atio n qui résulte du fait que l’année 1928-29 est une année de courte session parlem entaire, les H a u te s P arties co n trac
ta n te s convien n ent que, m êm e au cas où la ratific atio n des E ta ts-U n is, dem an d ée en v e rtu de l ’alinéa 3 de l ’article C, n ’au ra p oint été déposée à la d a te du 30 sep tem b re 1929, la Convention sera mise en vigueur à la d a te du I er jan v ie r 1930 si, du moins, to u s les au tres E ta ts , dont dép en d la mise en vigueur e t d o n t le n om bre to ta l serait, d an s ce cas, ram ené à dix-sept, o n t notifié au Secrétaire général de la Société des N ations leur ratificatio n ou leur adhésion a v a n t le 30 se p te m b re 1929 et s’il n ’y est fait opposition a v a n t la d a te d u 15 no
vem bre 1929 p ar aucun des E t a t s qui au m o m en t du dépôt de leur ratificatio n ou de leur adhésion, o n t subo rd onn é la mise en vigueur, en ce qui les concerne, de la C onvention à la ratification ou à l ’adhésion des E ta ts -U n is d ’Am érique. D ans le cas où cette opposition se p roduirait, le dernier alinéa de l ’article 17 de la C onvention serait applicable.
b) Les H a u te s P arties c o n tra c ta n te s déclarent q u ’en dressant la liste d ’E t a ts figurant à l’article C, elles se sont inspirées s u rto u t de l 'interdépendance, affirmée au sein même de la Conférence, de certains intérêts.
Elles o n t cru devoir o m ettre to u te m ention qui ne se serait justifiée que par l ’im portance des intérêts économiques ou p a r des considérations de situ a tio n géographique.
Si elles ont renoncé à m en tio n n er certains E ta ts , c’est aussi q u ’en raison d u fait que ces E t a ts n ’ont guère, à l ’heure présente, de prohibitions de réelle im portance, elles croient pouvoir com pter su r leu r ratificatio n ou adhésion.
PROTOCOL TO THE SUPPLEMENTARY AGREEMENT.
At th e m om ent of proceeding to th e signature of th e Supplem entary Agreement to the International Convention for the Abolition of Im p o rt and E x p o rt Prohibitions and Restrictions signed on this d a y ’s date, th e undersigned, duly authorised, have agreed on the following provisions, which are in ten d ed to ensure th e application of the Supplem entary Agreement :
Se c t i o n I,
The H igh C ontracting P arties declare th a t, in the te x t of th e Supplem entary Agreement of this d a y ’s date, th e expression “ th e Convention ” shall be tak en to mean bo th the International Convention for the Abolition of Im p o rt an d E x p o rt Prohibitions and Restrictions dated November 8th, 1927, and th e Su pp lem en tary Agreement of this d a y ’s date.
Se c t i o n II.
Ad Article A .
(a) Cork in the raw state, in respect of which an exception has been allowed for Portugal, does not include scrap cork, or cork in agglom erated form, in shavings, or in sheets.
( b) A lthough th e exceptions set out in Article A, like those appearing in the Annex to Article 6 of the Convention, have been allowed on the condition t h a t the countries benefiting thereb y shall sign th e present Sup p lem en tary Agreement on th e day of th e general signature, it has appeared equitable to g ran t an extension of time up to August 31st, 1928, inclusive, to Bulgaria, P o rtu g a l a n d the U nited States of America.
(c) As regards th e exception of hop shoots which has been agreed to in favour of Czecho
slovakia u n d e r p a ra g ra p h 1 of A rticle 6 of th e Convention, th e H igh Contracting Parties declare th a t their consent has been given in re tu rn for the w ritten undertaking entered into by the Czechoslovak delegation to allow th e free ex p o rt of this p ro d u ct to all countries which now or in th e fu tu re g u a ra n te e Czechoslovakia b y legislative or co n tractu al measures th e protection of th e appellation of origin of Czechoslovak hops.
Se c t i o n I I I . Ad Article B.
The H igh C ontracting P arties agree to recognise in th e case of I ta ly th e application of the provision of th e Protocol to th e In te rn atio n al Agreement relating to th e E x p o rtatio n of Bones (Section 1, ad Article 1 (a)), in th e event of th e said Agreement coming into force.
Se c t i o n IV.
A d Article C.
(a) Owing to th e position of th e U nited States in consequence of a short Session of Congress in th e y ear 1928-29, th e H igh Contracting Parties agree t h a t , if the ratification of the United States has been asked for und er p a ra g ra p h 3 of Article C an d has not been deposited by Septem ber 30th, 1929, th e Convention shall come into force on J a n u a r y 1st, 1930, provided th a t all th e o th er countries on which th e e n try into force of th e Convention depends and the to ta l n u m b er of which would in th is case be reduced to seventeen shall have notified the Secretary-G eneral of th e League of Nations of their ratifications or accessions before Septem ber 30th, 1929, a n d provided no objection is raised before November 15th, 1929, by a n y of the countries which, a t th e time of the deposit of their ratification or accession, made the e n try into force of the Convention, in so far as th e y were concerned conditional upon the ratification or accession of th e U nited States. If a n y objection is raised, th e last p a rag raph of Article 17 of th e Convention shall ap p ly .
(b) The H igh C o ntractin g P arties declare th a t, in draw ing up the list of countries which appears in Article C, th e y h a v e been chiefly guided b y th e interdependence of certain interests emphasised in th e course of the proceedings of the Conference.
They have th o u g h t it unnecessary to m ention countries th e inclusion of which would be justified only b y th e im p ortan ce of economic interests or considerations of geographical
situation. ,
If th e y have no t m entio n ed certain countries, it is because those countries at present impose no prohibitions of a n y im portance. The High C ontracting Parties th in k they can re y upon their ratificatio n or adhesion.
