T h e Minister of H e a l t h of B r a z i l , D r R , de B r i t t o , was elected Chairman of the session; the Vice-Presidents appointed were the Minister of Public H e a l t h of Colombia, D r J . J . Mimos, and the Minister of Public H e a l t h and Socia 1 Welfare of Honduras,

I n addition to the inaugural and closing m e e t i n g s , 15 plenary meetings were held at which 40 resolutions were a d o p t e d , Six working groups were established to consider specific questions•

The Committee carefully studied the Annual Report of the Director of the Office and agreed that he was to be commended both for the excellent work done during the y e a r and for the form of presentation of the Report ; this commendation extended also to the staff of the Office• •

T h e РАНО budget for 1 9 6 6 , totalling $ 8 800 0 0 0 , was adopted, and the proposed I967 WHO budget for the R e g i o n was approved for transmission to the Director-General so that he may take it into account in preparing the proposed programme and budget estimates for WHO for that y e a r . The preliminary draft programme and budget of РАНО for I967 was also examined, and the Executive Committee was invited to study it in

d e t a i l and make appropriate recommendations to the X V H Pan American Sanitary Conference e i g h t e e n t h session of the R e g i o n a l C o m m i t t e e .

T h e Committee toók note of the report presented on voluntary non-governmental contributions for h e a l t h w o r k , as well as of the agreement signed on 15 October 1964 b e t w e e n the Director-General of WHO and the Director of the P a n American Sanitary- B u r e a u regarding the "World H e a l t h Foundation of the United States of America", and invited the Director to continue co-operating in the plan for the establishment of world h e a l t h foundations in other countries•

After studying the report on the stàtus of malaria eradication in the Americas, the Committee expressed its satisfaction with the economic effort being made by governments in order to provide the necessary resources for continuing the campaign, and w i t h the assistance given by РАНО, W H O , UNICEF and; the Government of the United S t a t e s of America during 1 9 6斗 ,a n d referred again to the-need to. obtain more technical and financial assistance from international sources• In regard to this problem it

The Committee confirmed that Aedes aegypti had been eradicated from Argentixia.

It recommended to the; governments o f countries and territories still infested that they give the highest priority to eradication campaigns, and to those which had already . achieved eradication that they maintain surveillance programmes in operation in order to prevent re-infestation. I t also recommended to the Director; that he take the necessary measures t o achieve a s quickly as possible the eradication of this vector from the Americas,、

Another of the diseases considered was smallpox^ whose eradication, a s the

Committee stated, çonstitutes one of the major objectives of the O r g a n i z a t i o n . T h e Committee urged governments to continue their national vaccination campaigns, as w e l l as their case-finding, maintenance^ and epidemiological surveillance and research activities. It recpin-iended t o the Regional Office that it continue its assistance _ to national p r o g r a m m e s ^ and to governments in. a position to do so that they provide, in addition to smallpox vaccine, material resources and expert services t o other^

It endorsed the proposals for technical assistance contained in the report, recommended

to governments that they accord the problem the attention it warranted,: and requested the D i r e c t o r to carry out studies o a t h e cost of control measixres and to usa the facilities of the Organization in order to determine the best methods of water treat- m e n t in the light of conditions in the countries concerned and their economic and technological possibilities. It also recommended him to collect and disseminate scientific information useful for governments on the health and economic repercussions of air and water pollution and on possible measures to combat it•

After considering resolution W H A 1 8 . 4 9 , adopted by the Eighteenth World H e a l t h A s s e m b l y , on the health aspects of the world population situation, the Committee invited the Director to make available advisory services in this field, to co-operate with the Inter - Amer i can Committee of the Alliance for Progress in the work it was d o i n g on the subject, and to carry out studies on population dynamics in relation to the programme of РАНО, at the same time supporting, to the extent appropriate, pro- fessional training a c t i v i t i e s .

T h e Committee expressed satisfaction with the assistance provided by РАНО and WHO in the development of a co-ordinated research programme for the Americas, aimed at a harmonious integration of the h e a l t h , population-growth and community-development . a s p e c t s , in an effort to raise standards of living throughout the R e g i o n . It also expressed approyal of the programmes being carried out in order to determine present and future needs in respect-of médical and other professional and auxiliary staff, as w e l l as of the programme for establishing Pan American centres for the training of professors V and research workers • In addition, it took note with satisfaction of the recommendations of the Advisory Committee on Medical Research of РАНО, urged govern- m e n t s to endeavour to set u p permanent national funds for the study of public health p r o b l e m s , and requested the Director-General to provide teclinical advisory services

T h e Committee concurred in expressing its gratitude to the countries of Central A m e r i c a and to Panama for their valuable co-operation, through INCAP, in the solution of the problem of malnutrition not only in those countries themselves, but also in other countries of the Americas and of the world as a whole, and it invited the

The Committee expressed gratification at the promptness with which the Regional Office had provided assistance to governments in the implementation of resolution W H A 1 8 . 3 6 , adopted by the Eighteenth World H e a l t h Assembly, on "the need for quality control of pharmaceutical preparations, and recommended that РАНО continue to study the possibility of establishing international reference laboratories for the analysis of such preparations.

The Committee recommended that the Regional Office continue its work of promoting research for the improvement of national h e a l t h plans, and that it study the possibility of establishing a Pan American Health Planning Centre as a m a i n focus for such activi- ties in the h e m i s p h e r e .

It examined the report of the Director on the third annual meetings of the Inter- American Economic and Social Council at the expert and ministerial levels, and recorded its satisfaction at the recommendations approved at those meetings on foot-and-mouth disease, rural and urban drinking water supplies, and the inclusion of provision for health activities in requests for international financing in relation to programmes of land settlement, road building, urbanization, etc* In this connexion, it invited the Director to reinforce the links between the Organization, the Inter-American Economic and Social Council, and the Inter-American Committee of the Alliance for Progress, and urged governments to send representatives of their ministries of health

to the meetings of the Council and also to have included in the agenda for those meetings specific items relating to the participation of the health sector in the dynamic process of the development of the peoples of the A m e r i c a s .

The Committee took note of the report of a study group on the relationship between the medical programmes of social security institutions and departments or ministries of h e a l t h , and recommended to the Director that he promote the development of those relationships through studies, dissemination of information, advisory services, edu- cational programmes and the holding of joint meetings with the participation of both senior medical staff and other h i g h officials of the ministries concerned and of the social security institutions, in order to achieve the highest possible degree of co- ordination in regard to medical b e n e f i t s .

The report of an advisory committee on planning of hospitals and other h e a l t h services was also examined• It was recommended that the Pan American Sanitary Bureau should expand, within the limits imposed by its programme priorities, its co-operation

w i t h countries and international organizations in regard to the planning and organiza- t i o n of n a t i o n a l health services, based on adequate regional systems; administration of h o s p i t a l s and other h e a l t h services; training of staff; inclusion of those sub-

jects in the teaching of m e d i c i n e , determination of the costs and sources of financing of the various systems of m e d i c a l care, including independent and non-state services;

and the utilization to the best advantage of international resources• I t was also r e c o m m e n d e d that the Bureau establish closer working relations with the international o r g a n i z a t i o n s , both public and private, interested in this field, in order to ensure that the planning of hospitals and other h e a l t h services was given the attention it warranted in the organization of medical care and, consequently, in national health p r o g r a m m e s .

The Committee took note of a report by the Director on the international trvans- port ôf corpses, and invited him to prepare in final draft form a set of regulations o n the subject for the A m e r i c a s . This draft w i l l be submitted for consideratio3i to the governments and to the Executive Committee of РАНО so that they m a y put forward appropriate comments and recommendations on the measures to be a d o p t e d .

T h e Committee adopted other resolutions taking note of the activities in prepara- t i o n for the holding of a meeting to establish a policy with regard to the training of a\ixiliary staff, of a number of resolutions adopted by the Eighteenth World H e a l t h Assembly and tbe WHO Executive Board at its thirty-fifth session that were of interest to the R e g i o n a l Committee, and oí the procedure for the presentation of reports to the C o m m i t t e e , recommending to the D i r e c t o r that he continue the project evaluation process started in recent y e a r s , in order to provide the directing bodies w i t h ever clearer docuraerrbation on the progress achieved in the development of programmes of assistance to governments by the O r g a n i z a t i o n .

T h e Committee approved the annual report of the Chairman of the Executive Committee • It decided that the Pan American Federation of Associations of Medical Schools should be officially recognized as the non-governmental organization represen- ting those institutions in the A m e r i c a s , and authorized the D i r e c t o r , within the limitations of the budget, to develop in co-operation with the Federation such activi- ties of common interest as would contribute to the strengthening of medical education

In regard tó administrative m a t t e r s , the Committee approved the financial report of the Director and. the report of thè External Auditor for 1964, and recommended to the Director that he maintain the policy of prùdent administration hitherto followed in order:,to adjust budgetary expenditure to the level of r e c e i p t s . - It also took note of the report on the collection of contributions â n d , in view of the progress achieved in the preparation a n d execution of plans for the payment of their arrears of contri- butions w i t h i n a fixed p e r i o d by the countries subject to the provisions of Article б of the Constitution, of the Pan Amèrican H e â l t h Organization, on t h é suspension; of the voting rights of governments whose arrears exceed the amount of their assessments for two complete y e a r s , decided to allow the Members concerned to exercise their voting rights at the s e s s i o n .

The Committee expressed its gratitude to the Government of the U n i t e d States of America for having provided the site for the headquarters building, and to the

W . K» K e l l o g g Foundation for its generous gift which had made it possible to construct the building• It authorized transfers from the Building Reserve Fund to the РАНО

Special Fund for H e a l t h Promotion, subject to prior approval by the Executive Committee•

The Committee congratulated the Director and staff of the Pan American Sanitary Bureau o n the work carried out to date in order to achieve economies in the adminis- tration of the B u r e a u , through the decentralization of activities and the introduction of computer and data processing techniques, and recommended that the implementation of this programme of rationalization be continued. It also took note of various amendments to the Staff R u l e s of the Regional O f f i c e , already adopted by W H O .

A number of amendments were adopted to the constitution of РАНО, under which the quadrennial session of the Pan American Sanitary Conference will be held at the head- quarters of the Organization, except that it may be held in any of the Member countries on the invitation of the government concerned and w i t h the approval of the Conference itself or the Directing C o u n c i l . The R u l e s of Procedure of the Directing Council were also amended to provide that its meetings should normally be held at headquarters #

It was decided that the Executive Committee of РАНО should be officially repre- sented by its Chairman, or by any other member appointed by the Committee itself, at future meetings of the Directing Council and of the Pan American Sanitary C o n f e r e n c e .

The Governments of Ecuador and Guatemala were elected to serve on the Executive Committee of РАНО for a three-year p e r i o d , the terms of office of Costa R i c a and the U n i t e d States of America having e x p i r e d .

D u r i n g the session technical discussions were h e l d on "Methods of improving vital and h e a l t h statistics"• It was decided that the subject of the technical discussions t h a t are to take place during the X V T I Pan American Sanitary Conference in 1966 will be "Measures for promoting and rendering effective co-ordination between the services and programmes of Ministries of H e a l t h , social security institutions and other bodies active in the health f i e l d " .
