A wish for 2007 : let's give the organized market its du e place !

In a communication dated 10 January relative to the conclusions of the sectoria l inquiry on the energy markets, the European Commission strongly criticizes thei r current functioning, emphasizing serious anti-competitive behaviours detrimenta l to the consumers . The Commission also expresses the wish to see th e Exchanges*, i .e . organized markets, play a bigger role on wholesale markets i n order to increase transaction transparency, liquidity and security, to maximiz e interconnection management, and to facilitate regulatory control . In th e environmental field, the Commission strongly reiterates the necessity to pursu e the development of the European allowance trading system (EU-ETS)** b y claiming the ambitious objective of a unilateral greenhouse gas emission s reduction of 20% by 2020, in comparison with the level recorded in 1990 .

Powernext SA, a French Exchange created 5 years ago, welcomes this doubl e request . In 2007, we will strive to expand our service offers, and we will d o everything we can to play a primary role in the fields of energy and environmen t in Europe, which are now closely connected .

In 2006, Powernext registered a 50% increase of its turnover, and its EBITD A doubled over the same period . All its sectors of activity progressed significantly . Powernext Day-Ahead reached 30 TWh (compared to a little less than 20 TWh i n 2005) which represents a very imortant part of the market really open t o competition . We were proud to contribute actively to a major milestone in th e European construction with the birth of the first continental market couplin g between Belgium, the Netherlands and France, and the successful launch of th e Belgian Power Exchange Belpex which we are one of the shareholders .

The medium-term market Powernext Futures increased 33% to 83 TWh, but it s progress was slowed down by the implementation of the "return tariff" (TRTAM) i n the second half of the year, thus giving an advantage to the German medium - term market . Yet, despite this obstacle, Powernext remains committed to press on with the development of the French medium-term market by, among others , introducing on March 1st an OTC Clearing service . The objective of this ne w service is to increase and secure the transactions on the wholesale market . It wil l

also help the arrival of new entrants .

Generally speaking, sooner or later, there will be a need to reconcile the politica l programs which refer to, for example, the "creation of tariffs for water, electricit y and waste removal in order to encourage the households to adopt virtuou s behaviors", with the reality of electricity tariffs which, in France and in constan t Euros, decreased by 24% in the past 10 years, thus performing in the opposit e direction of inflation and energy indices (source : INSEE, Pegase base) . It is a n awkward situation which entertains the illusion of a cheap energy, and deprive s the market since its modest opening of most of its assets on the demand-sid e while limiting the competition between suppliers . It is urgent to decide on a clea r regulatory framework in order, over the next few years, to fill the gap betwee n

tariffs excessively low and market prices excessively high .

Finally, within the context of the combat against climate change, it is strikingl y odd not to find, in the candidates' proposals, any mention of the allowanc e trading system (EU-ETS) implemented by the European Union in early 2005, or th e CO2 global Exchange as wished by the very high-profile Stern report*** .

This "cap & trade" system which saw some 15 billion Euros changing hands i n 2006, proves to be a very promising success despite its young age, as long as th e politicians define the objectives and customize the parameters in accordanc e with the economic sectors concerned with the Kyoto phase and beyond 2012 . Let us not forget that the market is a tool among others at the service of a political program . If this program is incomplete or fails, the market cannot b e used as a substitute .

In this still evolving context, a European CO2 spot Exchange was created 1 8 months ago by Powernext SA, Caisse des Depots and Euronext . Powernex t Carbon is now the leading European spot organized market with close to 75% o f the market share, and recorded its third consecutive monthly record i n December with 5 .8 millions tonnes of CO2 traded, which represents a dail y average of over 300,000 tonnes . Let us cultivate this new French asset !

Powernext is pleased to announce that it has been selected to operate the balancing platform of GRTgaz, the mai n gas Transmission System Operator in France . As of April 2007, GRTgaz will progressively source its balancing need s through two daily auctions organised by Powernext . This project is part of Powernext diversification into gas .

Un voeu pour 2007 : donner au marché sajuste place !

La Commission européenne, dans sa communication du 10 janvier relative au x conclusions de l'enquête sectorielle sur les marchés de l'énergie, critiqu e sévèrement leur fonctionnement actuel, stigmatisant de graves problèmes d e concurrence au détriment des consommateurs . Elle manifeste aussi le souhait d e voir les bourses*, c'est-à-dire les marchés organisés, jouer un rôle de plus en plu s important sur les marchés de gros afin précisément de développer l a transparence, la liquidité et la sécurité des transactions, d'optimiser la gestio n des interconnexions, de faciliter le contrôle des régulateurs . Dans le domaine d e l'environnement, la Commission réaffirme avec force la nécessité de poursuivre le développement du système d'échanges de quotas européens** en affichan t l'objectif ambitieux d'une réduction unilatérale d'ici à 2020 des émissions de ga z à effet de serre de 20% par rapport au niveau de 1990 .

Powernext SA, entreprise de marché française créée il y a cinq ans, se félicite d e cette double requête . Nous continuerons en 2007 à étayer notre offre d e services et nous efforcerons de jouer un rôle de premier plan en Europe sur le s deux fronts de l'énergie et de l'environnement, désormais étroitement liés . En 2006, Powernext aura connu une progression de 50% de son chiffre d'affaire s et un doublement de son EBITDA . Tous les compartiments d'activité on t progressé . Le marché Powernext Day-Ahead a atteint 30 TWh, contre moins d e 20 TWh l'an dernier, ce qui représente une part très significative du march é réellement ouvert à la concurrence . Une étape majeure de la constructio n européenne a été franchie, à laquelle nous sommes fiers d'avoir activemen t contribué, avec la mise en place le 21 novembre 2006 du premier couplage d e marché continental, réunissant la Belgique, les Pays-Bas et la France , concomitamment avec le lancement réussi de la bourse belge Belpex dont nou s sommes actionnaires .

Le marché à moyen terme, Powernext Futures, a progressé quant à lui de 33% à 83 TWh, mais son élan a été entravé au second semestre par la mise en place d u TRTAM (tarif de retour), favorisant le leadership du marché à terme allemand . Powernext reste cependant déterminé à poursuivre, malgré cette contrainte, l e développement du marché à moyen terme français, en introduisant notammen t dès le ler mars, un service de compensation des opérations de gré à gré (OT C Clearing) . Ce nouveau service est destiné à augmenter et à sécuriser le s échanges sur le marché de gros . Il facilitera en outre l'intervention de nouveau x entrants .

De manière plus générale, il faudra tôt ou tard réconcilier les programmes d e campagne qui consistent, par exemple, à «créer des tarifs en matière d 'eau, d'électricité et de ramassage des déchets incitant les ménages à adopter de s comportements vertueux» avec la réalité de tarifs de l'électricité qui ont baiss é en France en euros constants de 24% depuis 10 ans, évoluant aux antipodes d e l'indice général des prix et de l'indice énergie (source INSEE base Pégase) . C'es t une situation intenable qui entretient l'illusion d'une énergie peu chère et prive l e marché, depuis son ouverture modeste, de l'essentiel de ses forces vives côt é demande tout en bridant la concurrence entre fournisseurs . un cadre clairement régulé pour combler au fil des années à venir ce fossé entr e tarifs trop bas et prix de marché trop élevés .

Enfin dans le cadre de la lutte contre le changement climatique, il est frappan t de ne trouver dans les propositions des candidats, quels qu'ils soient, aucun e référence au système d'échanges de quotas mis en place par l'Europe débu t 2005 ou a fortiori à une bourse mondiale du CO2 comme l'appelle de ses voeu x

le très médiatisé rapport Stern*** .

Ce système u cap & trade », qui a vu s'échanger quelques 15 milliards d'euros e n 2006, se révèle pourtant, malgré sa jeunesse, être un succès fort prometteur, dè s lors que les politiques sauront en affirmer les objectifs et en affiner les paramètre s en fonction des secteurs économiques concernés pour la phase Kyoto et au - delà de 2012 . N'oublions pas que le marché n'est qu'un outil parmi d'autres a u service d'une politique . Si celle-ci est incomplète ou défaillante, le marché n e peut s'y substituer .

Dans ce contexte encore fluctuant, une bourse européenne du CO2 - a u comptant - a vu le jour en France il y a 18 mois, à l'initiative de Powernext SA, d e la Caisse des Dépôts et d'Euronext . Powernext Carbon est aujourd'hui le leade r des bourses européennes spot avec près de 75% de part de marché et elle a enregistré en décembre son troisième record mensuel consécutif avec 5 . 8 millions de tonnes de CO2 traitées, soit une moyenne quotidienne supérieure à 300000 tonnes de CO2 . Sachons cultiver ce nouvel atout français !

Dès avril 2007, GRTgaz va progressivement couvri r ses besoins d'équilibrage à travers deux enchères quotidiennes organisées par Powernext . Ce projet s'inscrit dan s la diversification de Powernext vers le gaz .
