Addis Ababa, 18 July 2008 (ECA) - The Economic Commission for Africa (ECA) in collaboration with MINTEK (a South African based mineral research organization ) and the South African Department of Treasury, is organizing a regional capacity building workshop on the management of Public-Private Partnership (PPP) Programmes and on the NEPAD Spatial Development Programme, from 23-25 July 2008 in Johannesburg, South Africa.

This workshop, which is coupled with a study tour of successful PPP projects, will be attended by senior officials representing African ministries responsible for infrastructure development and finance as well as representatives of regional institutions including: Regional Economic Communities (RECs), NEPAD, development banks, private sector, and the academic community.

The objectives of the workshop and study tour are to:

• Contribute in building the capacity of the public sector in strategic management of PPP programmes, and to provide a platform for participants to exchange views and share experiences on new developments in PPPs;

• Develop a better understanding of the NEPAD Spatial Development Programme;

• Provide an opportunity for participants to visit and learn from South African experience in the implementation of PPP projects;

and

• Provide a platform to establish PPP alliances and networks at the African regional level and to forge cooperation between the private sector, academic and training institutions and governments.

The workshop and study tour are part of a project entitled: Public-private partnership alliance programme for capacity building in infrastructure development and provision of basic services. This project is being jointly implemented by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Economic Commission for Africa (ECA) and the Economic Commission for Europe (ECE). It aims at enhancing the sustainable capacity of Governments to develop and promote PPP projects for infrastructure development and to provide basic services. It's main objective is to create considerable synergies in PPP development by building on available expertise, resources, institutions and networks within the three collaborating regional commissions and UN entities and other agencies with interest in capacity-building for PPPs.

Background :

Traditionally, the construction and operation of infrastructure facilities has been, to a large extent, dominated by the public sector.

However, the governments of most developing countries in general and sub Saharan African countries in particular have failed to provide critical infrastructure services to their citizens. Consequently in recent years, there has been a surge in demand for private financing of infrastructure.

The surge in demand for private sector financing of infrastructure has been due to several factors, including: the lack of government financial resources; a decline in concessional aid; and inefficient public sector administration. Governments have progressively turned to the private sector for additional resources, as well as to capitalize on the private sector's efficiency and innovation through different types of partnership arrangements. However, progress has been slower than expected owing to a range of issues. For instance, the knowledge and necessary skills required in developing and implementing Public-Private- Partnership (PPP) projects are often lacking in the public sector. As a consequence, despite the existence of a large number of potential projects, significant numbers of project deals are not being made in most countries.

The joint ESCAP/ECE/ECA project is in response to the need to build capacity in the management of PPP programmes/projects, promote networking activities between agencies, and provide information about new projects to interested parties on a continuing basis.
