Aide-Memoire I. Background and purpose

1. The Regional Conference on the Implementation of National,, Regional and World Plans of Action for the Integration of Women in Development, held in

Nouakchott from 27 September to 2 October 1977, adopted a resolution recommending

that the Executive Secretary of the Economic Commission for Africa should take

action to establish committees at the subregional level on the implementation of plans of action for the integration of women in development within the framework of the existing ECA Multinational Programming and Operational Centres (MULPOCs).

Fur'thermores the meeting of Plenipotentiaries of the North Africa MULPOC decided in resolution No. 8 as follows:

(a) The implementation of the programme of ECA on women and development

for the countries of the North African subregion especially with regard to traininingy

appropriate technology, national machineries, handicrafts and small-scale

industries^ it beiHg understood that financial resources would be made available

by ECA; ■" '

(b) The provision of assistance to the Sub-committee for women and development for North Africa having the terms of reference agreed to by the meeting of the African Regional Co-ordinating Committee for the Integration of

Women in Development held in Rabat 14-17 March 1979;

(cj The provision as soon as possible for the subregional centre for North Africa (MULPOC) of an expert on women and development whose functions will be, among other thingss to act as secretary of the Sub-committee on women and development and -implement the programme and priorities for women approved by

the Committee of Plenipotentiaries for this subregion.

2. In pursuance of these decisions* ECA is organizing an inaugural meeting of the Subregional Committee on the Integration of Women in Development for countries of North Africa served by the .Tangier-based MULPOC in Addis Ababa from 9 to 10 March 1981.

II. Objectives

3. The main objectives of the inaugural meeting are:

(a) To establish formally the Subregional Committee On the Integration of Women in Development and elect its Bureau- '

(b) To review the approved work programme and priorities of the North

Africa MULPOC with a view to proposing how women's activities can be incorporated in it;

(cj To review the projects planned by the African Training and Research Centre for Women (ATRCW) for implementation in the subregion;

(d) To identify priority projects for consideration and approval by the Council of Ministers of the North Africa MULPOC;

(e) To identify sources of the support required.

XII. Sponsorship_

4. The inaugural meeting is being sponsored by the United Nations Economic Commission for Africa through the ATRCW and the Multinational Programming and Operational Centre (MULPOC) for North Africa, based in Tangiers.

IV. Participation - ' ' '

5. Each ECA member State served by the North Africa MULPOC will be invited to nominate one senior official from the national commission on women and development or women rs bureau (where established) or from other government-recognized national

machinery for the integration of women in development,

6. Although only this nominee will be invited to participate in the inaugural meeting at ECA's expenses, member States may send one or more other representatives at their own expense. Nominations may be made by cable and confirmed by letter.

8. The official working languages will be English and French.

VII. Working papers

The working documents related to items 3y 53 6 and 7 will be provided by

the Secretariat.

The working documents will be distributed to the participants ■ ppon their arrival.

VIII. Financial and other arrangements

9. ECA will meet the following expenses for one participant nominated by each member State to attend the meeting;

- Return air travel by economy class by the most direct route from the home country to Addis Ababa and back;

- A daily subsistence allowance to cover expenses for room, board and some

incidental expenses, at the rates officially established by the United Nations, for the duration of attendance at the meeting.

10. ECA will not assume responsibility for:

- Travel or other costs incurred by dependents accompanying the participants;

- Salaries and related allowances for the participants during the period of the meeting;

- Costs incurred by participants with respect to travel insurance, medical bills or hospitalization fees in connection with their attending the meeting;

- Compensation in the event of death or disability of participants in connection with their attending the meeting;

- Loss of or damage to personal property of participants during attendance at the conference or during travel to and from the meeting.
