2. The Institute has contributi9d''and continues to cQntr:j.bjlte

the training of a large number of African specialists in the field of economic and soelal planning with a view to accelerating the economic and social development of the continent.

fixed at $ 1 million a year by Conference of Ministers resolution 237 (XII) adopted in Nairobi in 1975. lJNDP has committed itself to making a contr~ution

of $ 800,000 ~naually until 1981.

5. The most important financial problem facing the Institute at the moment arises from the non-::>ayment or very late payment of the contributions by certain meml:ler States. This situation has lately reached crisis proportions with the planning of substantive activities having to

be

limited to very short time- spans with frequent reviews according to the rate of payment of contributions.

Inoavitably, this has produceu an adverse impact on the training programmes, especially since the full ill\Plementation of the two-year progranune requested

by th~ ilinisters in Kinshasa involves a coc,'mitment for the two"year period, ',;hile the contributions are made on annual basis. There is thus an urgent need to rectify this financial situation so as to enable the Institute to irn91ement its programmes in a normal
