4. DEFINITION OF PROGRAMME, BASIC AIMS AND OBJECTIVES:

1, Office of the Executive Secretary

The Executive Secretary, as the head of the ECA secretariat, has responsibility for the planning, direction and co-ordination of all

activities undertaken by the secretariat. He is,assisted in this task

by the Deputy Executive Secretary, the Secretary ±0 the Commission and other officers, including the Programme Co-ordinator, who services the Programme Committee and assists the Executive Secretary and the Deputy Executive Secretary in the formulation and implementation of the pro

gramme of work and-priorities and the regional programme of technical

assistance, ensuring their proper relationship with the ECA budget.

Activities for which the office is directly responsible include ser vicing the sessions of the Commission, following up the implementation of resolutions of the Commission and other United Nations bodies, maintain ing relations with member Stttes, specialized agencies and other inter governmental and non-governmental organizations, and liaison with Head quarters. The office also has special responsibilities in connexion with the activities of sub-regional offices, the African Institute for Economic Development and Planning, the information services and the ser vicing of the Policy Committee.

2, Information Services

The general responsibilities of the Information Services are to help publicize the work and aims of ECA through feature articles, press releases, brochures and other documents, radio and television coverage, newsreel and press photographic services etc. An information bureau is maintained, educational and reference material is provided, and guided tours are organized.

Each sub-regional Office has a Director, one other professional staff member and appropriate supporting staff, Additional staff are detached-from the Secretariat Headquarters for service in sub-regional Offices for long or short periods as required.

4. ' DEFINITION OF PROGRAMME, BASIC AIMS AND OBJECTIVES:

The major substantive responsibilities of the ECA secretariat

involve research, studies and analysis of outstanding questions pertaining

to development planning; preparation and publication of sub-regional

economic and social surveys; analysis of country development plans; studies on various selected problems of African development and problems of

economic harmonization at the sub-regional and regional levels; studies dealing with analytical and empirical aspects of long-term economic projections; analysis of country development plans so as to draw the attention of national governments to the weaknesses in planning struc tures; and, co-ordination of research activities of various institutes in Africa in the areas of economic and social development,

5. LONG-TEEM PLAN:

To secure-their-development targets, most of the African countries have prepared plans into which to fit their economic and social policies and render their efforts at development effective.

Nevertheless, it has been observed that from I960 to 1966, at least, the average annual growth of GDP in Africa falls below the 5 per cent rate fixed for the first United Nations Development Decade, and that a great deal still remains to be done in plan preparation and implementation, if the hopes for progress in economic and social development are to be ful filled.

The main obstacles to plan implementation are as follows:

- the targets are not always realistic and consistent;

- project identification is often inadequate or incomplete;

- the political and social structures are unsuitable for the present circumstances;

Consequently the secretariat's work programme aims at:-

- helping to improve plan preparation and the supervision of development plan implementation;

- helping to standardize concepts and methods to facilitate the exchange of experience from one country to another and make it possible to compare results;

- specifying the special circumstances required for planning in Africa;

- sustaining effort in economic co-operation to secure sufficiently large markets, and so promote industrialization and economic and social development.

4. DEFINITION OF PROGRAMME, BA6IC AIMS AND OBJECTIVES:

The basic aims and objectives adopted "by the ECA to promote economic co-operation in Africa are to initiate and participate in .

measures for facilitating concerted action for the economic development of Africa; including its social aspects, with a vie"w to raising the level of economic activity and levels of living in Africa, and for maintaining and strengthening the economic relations of countries and territories of Africa, both among themselves and with other countries of the world.

5. LONG-TERM PLAN:

The countries in each of the four sub-regions have taken the first steps towards closer economic co-operation at the sub-regional level.

But although the initial phase of the task of promoting multi-national economic oo-operation in Africa is completed and the idea has now been generally accepted, the specific- measures of co-operation have yet to be elaborated. With a view +0 &?sit3tJng ^f-rican governments in this field, the work programme is formulated to facilitate the following main, broad lines of actions

- African countries will now have to set up or strengthen their multi-national machinery within which they can discuss and take decisions on their collective policies and projects;

- an essential part of the multi-national machinery should be a civil service to advise on and promote their joint undertakings;

- African countries should agree on, and find the material means for, implementing a number of concrete development projects which increase economic contacts between their countries.

UNDP has indicated its willingness to give assistance in the form of "country programmes" (as in the case of the East African Community);

Special Fund "mini-projects" (as in the case of the West African Community and the East African Community) and from contingency funds (as in the case of the Maghreb Community). It would seem therefore, that the time has come when ECA should limit itself to meeting requests from the multi-national agencies for studies to be undertaken and for specific expert assistance to be given in connexion with the holding of meetings and the implementation of their programmes.

Apart from the providing for the meeting of such requests, the EGA programme in this field will, therefore, be aimed at enlarging and

consolidating existing economic groupings, extending their fields of

operation and developing machinery for economic co-operation.

4. EEFBHriON OF PROGRAMME, BASIC AIMS AND OBJECTIVES:

The programme calls for the collection, analysis and dissemination of information on the sub-regional intraregional trade situations studies and reports on international trade developments and intraregional trade problems and policies with a view to promoting sub-regional and intra- regional trade; documentation for and servicing of working parties; the provision of advisory services on request; the promotion of training and the maintenance of regular liaison with organizations working in these fields.

5. LONG-TERM PLANs

The main tasks in the field of trade during the quinquennium are two-fold:-

- to follow up the possibilities of developing and expanding intra- African trade resulting from opportunities created by developments in industry, agriculture, transport and natural resources, and in particular those produced by closer economic co-operation among developing African countries?

- to participate in the endeavours to rationalize the world trading system so as to ensure that the specific and legitimate require ments of African countries in this development are fully taken into account.

Within this general framework the secretariat will follow develop ments in trade and commercial policy of African countries, and of non- African countries in so far ac they may have an incidence on the economic growth of African countries, analyzing the main problems, formulating proposals for their solution and assisting in the design of means for the

implementation of such proposals. In particular the secretariat will estab lish a regional Trade Promotion Centre for Africa to contribute to the United

Nations Export Promotion Programme as proposed by a meeting of Executive

Secretaries of the Regional Economic Commissions in January I967 and endorsed

by the Economic and Social Council in Resolution 1362 ('XLV).
