Background Background

In Vietnam, gender based violence in general and domestic violence against women in particular has been recognized as closely linked with women reproductive health problems and women status in society. Despite many initiatives and models against domestic violence against women taken at the micro level, little has been done at large scale to prevent domestic violence against women. The law on prevention of domestic violence and control was approved by the National Assembly in 2007 created a legal frame work for dealing with the issue comprehensively. Prevention of violence against women has been an important part of the United Nations Population Fund (UNFPA) mandate in connection to improving reproductive health for women and gender equality. Therefore SDC support is a contribution to the 7th UNFPA Country program support to Vietnam for the component on mainstreaming prevention of domestic violence during 2006–2010, that includes addressing gender equality in reproductive health care. Support will be given to some central and provincial institutions to enable a larger scale activities on prevention of domestic violence. Two districts and 12 communes in both Phu Tho and Ben Tre provinces were selected for promoting gender equality and preventing domestic violence towards women through community-based interventions.

This project is the continuation of the support to “Mainstreaming Gender equality in the Vietnam’s Population and Reproductive health program” (phase 1) to UNFPA and its Vietnamese partners.

To contribute to improving the quality of life of the Vietnamese people through: (a) Improved quality of and access to reproductive health services; and (b) Improved implementation of policies and programmes related to population and development, reproductive health and gender mainstreaming.

The Swiss Agency for Development and Cooperation has worked with UNFPA to support Vietnam in strengthening domestic violence prevention mechanisms in order to improve legal support and the quality of social and protection service responses to victims and increasing the knowledge and change the attitudes and behaviour of men and women for gender equality/domestic violence prevention towards women in selected provinces.

• The approved law on Domestic Violence Prevention and its decrees are widely disseminated;

• Practical and strategic needs of women, especially of female victim of Gender-based Violence are met through better access to gender-sensitive health care, legal aid services and changes of male role and definition of masculinity;

• Improved capacity of government agencies’ staff to deliver services mentioned above;

• Improved capacity for operation of the shelter for women victims of domestic violence in Hanoi.

Approaches Approaches

The project applies Human Right based approach in implementation. Firstly, the project seeks to influence law and policy makers in the process of formulating the gender equality law, the anti–domestic violence law and their implementing decrees as well as support for the disseminations of these legal documents. Secondly, the project strengthens the capacity of health workers for improvement of health sector response to Gender-based Violence and local authorities and other facilities in delivering their services related to preventing domestic violence cases and support for victims. Finally, the project empowers women to claim their rights in prevention of domestic violence, legal support and gaining men’s support in prevention of domestic violence, using new innovative communication approach for awareness raising and behaviour change.

To strengthen domestic violence prevention mechanisms in order to improve legal support and the quality of social and protection service responses to the victims and increase knowledge and change attitudes and behaviour of men and women towards gender equality, prevention of domestic violence in selected areas.

Highlights Highlights

• Screening, referral was timely provided to gender-based violence survivors at two district hospitals.

• Two hospital-based counseling rooms for women health care and Gender Equality were set up and smooth operated in Phu Tho and Ben Tre;

• Ministerial Plan of Action (POA) for Ministry of Culture Sports and Tourism developed and approved.
