STATBM&~T OF MOTIVES
The preliminary draft agenda of the first session of the Interim Council of Ministers set up by the Provisional Secretariat, is tackling a number of questions specially concerned with:
The organization of the work programme;
The setting up of the organizational structures of the Interim Council and its subsidiary organs;
The main points of the draft treaty;
Technical aid.
As regards the setting up of the organizational structures of the Interim Council, it would appear to be necessary not to confine our- selves merely to setting them up and outlining a work programme. lie must also determine, even if only in broad outline, the various regulations governing them, administratively and financially.
It is of course true that the detailed provisions of these
regulations will emerge gradually in the light of their own activity.
Nevertheless, such activity must be directed in accordance with the essential principles which the Interim Ccuncil of Ministers must define before the first session rises, it being free to appoint a body
responsible for preparing (in the light of the principles defined), the detailed provisions cf each regulation for submission and approval at the second session.
At the same time, it is important that provision should be made, as soon as the Executive Secretariat is set up and its Headquarters chosen, for drawing up an Agreement on staff privileges and immunities.

Moreover, it should be noted that the final report of the Aocra meeting (April - May 1967) was written after oertain delegations had left (Mauritania and Senegal, for example), and these delegations have not been invited to approve its terms.
Consequently, it does appear to bs neoessary to complete ths preliminary draft agenda of the 1st ssssion of the Interim Counoil of Ministers, by the addition of a number of relevant items.
