ECA-AUC-AfDB Joint Secretariat Launch ClimDev-Africa at Seventh African Development Forum

Addis Ababa, 13 October 2010 – The programme, Climate Information for Development in Africa (ClimDev-Africa) was officially launch today, Wednesday 13 October 2010 during the Seventh African Development Forum (ADF) currently holding at the UNECA Conference Center in Addis Ababa, Ethiopia in the presence of the Mr. Abdoulie Janneh, United Nations Under- Secretary-General and Executive Secretary of the Economic Comm8ission for Africa (ECA), Mr. Jean Ping, Chairperson of the African Union Commission (AUC), and Mr. Donald Kaberuka, President of the African Development Bank (AfDB).

Holding under the theme “Acting on Climate Change for Sustainable Development in Africa”, the 7th ADF was an opportunity for the joint ECA-AUC-AfDB, Secretariat, to launch the ClimDev-Africa progamme, which is a joint initiative aimed at guiding the effective integration of climate information and services into development planning, while ensuring the mainstreaming of climate considerations into policies and programmes directed at achieving the Millennium Development Goals (MDGs) and sustainable development in Africa.

Speaking at the ceremony, Mr. Jean Ping said, the launching of ClimDev-Africa is taking place at a time when climate change has taken centre stage in global discussions, more especially as it affects sustainable development. “It has now been accepted that to ensure that Africa remains on the path of sustainable development and to meet the targets of the MDGs in particular, the issues of Climate Change have to be addressed with added seriousness” he noted.

The Chairperson of the AU Commission further stressed that it is an African development programme to integrate Climate Risk Management (CRM) into pertinent policy and decision-making process throughout the continent which he said will be implemented under the direction of the joint AUC-ECA-AfDB Secretariat with support from a number of sources. “The crystallization of Climate Change for development in Africa is amongst our priorities”, Mr. Ping emphasized.

Taking the floor, Mr. Anthony Nyong from the AfDB presented the ClimDev-Africa programme. He explained that, ClimDev-Africa will build capacities of relevant African institutions for enhanced information generation and analysis and policy-making. To that effect, the programme will build lasting policy capacity to adequately respond to the challenges of climate change, adding distinct value to the many ongoing activities related to climate change region.

According to Mr. Nyong, ClimDev- Africa will focus on enabling climate-related information for multi-stakeholder decision-making and funding pre-investment activities. He pointed out that, the initial beneficiaries of the programmme will be the Regional Economic Communities (RECs), regional climate, weather and water organizations, national governments and institutions including parliaments and National Meteorological and Hydrological Services, NGOs, civil society organizations and African climate negotiators amongst others.

The representatives of the three institutions signed the “Foreword” executive summary of the ClimDev-Africa. The launching ceremony was moderated by Mr. Josue Dione, Director of Food Security and Sustainable Development Division, UNECA.

The launch was followed by a symbolic tree planting ceremony during which all three heads of the panafrican institutions planted each one tree on the ground in the ECA compound.
