Foreword

This publication is a production of the Caribbean Action under the Intra-ACP Policy Programme (APP), which is funded by the European Union under the 10th European Development Fund (EDF).

The APP focuses on the Caribbean and the Pacific islands, and seeks to promote the integration of small holders and small-medium size (SME) enterprises into local, national, regional and global markets, and thereby contribute to the reduction and eventual eradication of poverty in these regions.

The policy actions of the APP, reflect the common priorities of the CARIFORUM region, and are so designed to increase the capabilities of regional development organizations to address identified needs, one of which is that of strengthening market linkages to contribute to small holder’s and SME development. This publication, which is presented in the form of a directory, seeks to address this need, and may be regarded as a first of its kind in the CARIFORUM region. It should be used as a ‘quick reference’ source of information about the contact coordinates of key producer groups, supermarkets, restaurants, traders, exporters, agro-processors, and input suppliers involved in selected commodity-specific chains.

For each of the 15 CARIFORUM countries, two commodities are covered, and include, roots and tubers (sweet potato, cassava, yam), small livestock (sheep, goat, pigs), vegetables (tomato), herbs and spices (hot pepper), fruits (pineapple), and honey. Information is also provided on major institutions that provide financing, information, and technical support services to operators within the chains.

On behalf of the Inter-American Institute for Cooperation on Agriculture (IICA), and our APP Partners, the Caribbean Community Secretariat (CCS), and the Caribbean Agricultural Development and Research Institute (CARDI), I take this opportunity to recommend as many small holders and small-medium size enterprises in the CARIFORUM countries to make full use of this directory. Antigua

Barbuda

Hot Pepper

Each year, a relatively few farmers in Antigua and Barbuda produce one major crop of hot pepper, most of which is sold to local processors. While farmgate prices have remained relatively stable over the years, both farmers and processors face competition from imports of intermediary and consumer hot pepper products. Keen attention to the issues of farmers’ adoption of production protocols to improve crop agronomy, control pest/disease and post-harvest losses, water availability, praedial larceny control, and pricing, can significantly contribute to enhancing competitiveness and replacing 20-29,000 kg of imports per annum.

Sweet Potato

An estimated 40 farmers use traditional technology to cultivate approximately 80 hectares of sweet potato in Antigua and Barbuda. Two crops are produced each year, and sold to domestic retailers, restaurants, hotels, and a few food processors. While production cost is cited as relatively competitive, supplies from other Caribbean countries continue to meet unfulfilled domestic demand- which is at its highest in the first two quarters of the year. Investments in post-harvest control methods, and development of convenient value-added products, can contribute to significantly increasing local supplies to the market.

The Bahamas

Small Ruminants

With over 70% of the population in the Bahamas consuming sheep and goat meat once per week, the consumption of these meats, particularly the former, is reported as one of the highest in the CARIFORUM region. However, local supplies are still not enough, as over 80% of demand is met by imports. If farmers are assisted to increase productivity, and improve meat quality and presentation, domestic supplies to the hotel and restaurant sector can be amplified, and therein capture a meaningful share of domestic demand.

Tomato

The demand for fresh tomato in the Bahamas is significant and anecdotal evidence suggesting that consumers are prepared to pay high prices for a good quality commodity. Most small farmers in the Bahamas produce tomatoes, using in most cases traditional production methods. With assistance in procuring farm equipment, improved access to finance, greater adherence to good agricultural practices, improved production systems that lengthen supply availability, and competitive pricing, local producers can readily increase output to meet commercial requirements.

Hot Pepper

On a daily basis, 30% of the Barbadian population consumes fresh and processed hot pepper. Local processors purchase 25% of domestic production, but they are becoming increasingly dependent on imported crushed pepper. With a market comprised of over 200 supermarkets, hotels, restaurants and food catering services, the opportunity exists to improve industry competitiveness, by increasing farmer access to water, providing them with greater technical support and encouraging more youth and women into hot pepper production. Industry stakeholders have already prepared a development plan to strengthen hot pepper production, and processing.

Small Ruminants

Relative to other countries in the CARICOM region, per capita consumption of sheep and goat meat in Barbados is very high. Hotels and restaurants account for 40% of market off-take. However, inadequate supplies and high prices are current constrains to greater utilization. Honey

Over 30% of the Belizean population consumes honey in various ways. Local honey producers sell most of their output on the open market to retailers, but they are faced with increasing competition from imports. Industry stakeholders anticipate growth in retail sales over the next 3 years, therefore the provision of technical and financial support to groups of honey producers located in the northern and western regions, is viewed as critical to increasing domestic honey supplies and the production of value added products.

Pineapple

The consumption of pineapple as a fresh fruit, and as a juice, is relatively high in Belize. Local pineapple farmers produce 2 crops each year, and sell most of their output to a local processor that manufactures frozen juice concentrate. Since 2010, changes in buyer requirements for a particular variety, coupled with pest/disease, and post harvest challenges, have contributed to a significant decline in production. This trend can be reversed with increased production of the preferred variety, and producers better organized to receive access to finance and technical support.

Dasheen

Dasheen is not only an important staple food in the diet of the Dominican population, it is also important to the business of local fresh produce exporters who, on a year-round basis, purchase up to 70% of production for sale to buyers in the USA, UK, French and Dutch territories, Barbados and St. Kitts and Nevis. In recent years, both production output and profitability for dasheen farmers have increased, and can be further enhanced with greater security of export markets, access to financing and improved pest/disease control and post-harvest management.

Plantain

In Dominica over 1,500 farmers are engaged in plantain production with 15% being women. Notwithstanding the incidence of the Black Sigatoka disease which has impacted significantly on yields and discouraged investment in this crop, exports have begun to increase. Cited as suitable interventions to bolster growth of the local industry are, educating plantain producers about the disease and its control, farm certification, facilitating greater access by producers to finance, and the construction of packing and value-added production facilities.

Small Ruminants

In the Dominican Republic, an estimated 200,000-300,000 heads of sheep and goats are reared by 22,000 farmers and sold in market bids to intermediaries. This level of production is not enough to satisfy local demand. Factors curtailing production and competitiveness include the theft of animals, killings by dogs, limited access to finance, low breading quality and nutrition, and an estimated 50,000 goats imported each year from neighboring Haiti. The lack of processing facilities and information to increase producer knowledge and bargaining power, are also matters for attention.

Tomato (Organic)

Organic tomato producers in the Dominican Republic are relatively few in number, and face the challenge of certification, low supply capacity, and competition from imports and local greenhouse producers of other types of tomato. As a result, they have not been successful in their efforts to penetrate the local market. However future prospects for organic tomato production can be made better, if further support is provided in the areas of reduced cost of certification, pest and disease control, access to financing for greenhouse systems and inputs and brand marketing.

Cassava

Of the estimated 200 cassava farmers in Grenada 20% are women. Over the years, production output has been very cyclical, but in the third quarter of the year, sale to farine producers (who are mainly women) is noticeably high. With increased access to finance for irrigation and small processing equipment, coupled with consumer promotion of the health benefits derived from eating cassava products, and a wider range of value-added products being made available, it is anticipated that there can be significant increases in production and consumption.

Small Ruminants

Per capita consumption of sheep meat in Grenada is estimated to be six times more than that of goat meat. Approximately 6,000 sheep and goat farmers on the island sell 70% of their production to consumers within local communities. In recent years, competition from external suppliers of goat meat has declined, but imports of sheep meat have remained relatively high. Production output can be increased with address to the issues of producer access to land and finance to support intensive production of improved breeds of animals and praedial larceny control.
