RESOLUTION No. 462

STATUS OF THE ASSESSMENT OF TECHNICAL EXPERTISE AT IICA

The EXECUTIVE COMMITTEE, at its Twenty-seventh Regular Meeting,

HAVING SEEN:

The presentation of the report on the assessment of technical expertise at IICA made before the Executive Committee by the consulting firm “Servicios Internacionales para el Desarrollo Empresarial SIDE S.A”,

CONSIDERING:

That under Resolution IICA/CE/Res. 447 (O/06) “Assessment of IICA’s Technical Capabilities”, the Executive Committee instructed the Director General to support and coordinate the assessment of the technical expertise of IICA’s personnel to be conducted by external experts and to present it to Member States and the Executive Committee for consideration before the end of the first half of 2007;

That pursuant to that mandate, the General Directorate hired the consulting firm “Servicios Internacionales para el Desarrollo Empresarial SIDE S.A”, which has presented to the Executive Committee a report on the assessment of the technical expertise of IICA’s personnel, based on the terms of reference approved by the Executive Committee, the guidelines of the Steering Committee and the work schedule prepared with the General Directorate;

That that report was presented by the consulting firm in the course of this Regular Meeting of the Executive Committee; and

That the Director General suggested to the Executive Committee classifying the recommendations in the report on the basis of the five following criteria: i) recommendations that may be implemented by decision of the Director General and that do not require additional resources; ii) recommendations that may be implemented by decision of the Director General and that require additional resources; (iii) decisions that require the approval of the governing bodies of the Institute but that do not require additional funds; iv) recommendations that require the approval of the governing bodies of the Institute and that

require additional funds; and v) recommendations that require an amendment to the Convention on IICA,

RESOLVES:

1. To accept the report on the status of the assessment of the technical expertise of IICA’s personnel prepared by the consulting firm “Servicios Internacionales para el Desarrollo Empresarial SIDE. S.A,” and to thank the firm and the Steering Committee for the work accomplished.

2. To entrust the Chairman of the Executive Committee with addressing a letter to all of the Ministers of Agriculture of Member States forwarding the report and an executive summary prepared by the consulting firm and asking them to send their comments and observations to the Director General by August 31, 2007. 3. To hold a special meeting of the Special Advisory Commission on Management

Issues (SACMI) in the last quarter of 2007.

4. To extend the term of the Steering Committee until the next meeting of the SACMI.

5. To request that the Director General appoint the staff members who, in cooperation with the Steering Committee, will prepare an analysis of the report, which should prioritize the recommendations on the basis of the five criteria identified by the Director General at this Regular Meeting of the Executive Committee and that this analysis be presented as a working document for the special meeting of the SACMI.

6. To entrust the SACMI with preparing, at the special meeting to be held in the last quarter of 2007, a proposal for further reform in the Institute, taking into account the comments of the Member States and the analysis carried out by the General Directorate. That proposal will be presented to the Executive Committee in 2008 and to the Inter-American Board of Agriculture (IABA) in 2009.
