Résumé
La protection de l’environnement est devenue un enjeu planétaire durant les années 1980. Le discours international sur la gestion durable des forêts tropicales prône la nécessité d’impliquer les populations locales dans la gestion des ressources forestières et fauniques. Au Cameroun, La loi forestière de 1994 offre aux populations locales de nouvelles possibilités de développement à travers une gestion décentralisée. Tout récemment, le Ministère des Forêts et de la Faune a prévu le transfert des anciennes réserves forestières en forêts communales, en unités forestières d’aménagement ou encore en forêts communautaires.
L’étude réalisée dans la réserve forestière de Mbalmayo s’est déroulée de Mars à Juin 2007 avec pour objectif l’identification des pratiques des populations locales. Spécifiquement il s’agissait d’identifier les activités exercées par les populations locales dans la réserve, de déterminer leurs modes d’appropriation des ressources et de répertorier les conflits existant entre les différents acteurs impliqués dans la gestion de la réserve.
La population des sept villages riverains à la réserve exercent dans cette dernière des activités agricoles, la chasse, la pêche, la collecte des produits forestiers non ligneux et le sciage illégal. Plusieurs modes d’appropriation des ressources régissent ces activités et le statut des ressources varie suivant le lieu où elles se trouvent. Ainsi les ressources se trouvant dans les champs et les jachères forestières font l’objet d’une appropriation familiale au sein du village tandis que les ressources présentes dans l’espace de la réserve non encore appropriée par l’homme sont libres d’accès. La terre est la principale ressource source de conflit entre les populations locales, l’Etat, et les différentes institutions de recherche et scolaires présentes dans la réserve.
Dans le cadre du transfert de la gestion, la constitution d’une forêt communale dans la réserve de Mbalmayo semble être un bon moyen de faire participer les populations locales à l’aménagement et à la gestion durable de cette forêt.

Abstract
Environment protection became a planetary issue at the end of 1980’s. International discourse on the sustainable management of tropical forests advocates the necessity to imply local populations in the management of the wildlife and forest resources. In Cameroon, the forest law of 1994 offers to local populations new development possibilities throughout a decentralised or local management. Recently, the Ministry of Forests and Wildlife has foreseen the transfer of old forest reserves into council forests, forest management units or into community forests.
The study realised in the Mbalmayo forest reserve was carried out from March to June 2007 with the aim to identify local population practices. Specifically, it aims to identify the activities carried out by local populations in the reserve, to determine the mode of resource ownership or appropriation, and to list existing conflicts between the different actors involved in the reserve management.
The populations of the seven neighbouring villages practise in the reserve agricultural activities, hunting, fishing, collection of non timber forest products and illegal sawing. Many modes of resource appropriation govern these activities and the status of resources varies according to their location. Therefore, resources on farms and on forest fallows are subject to family appropriation whereas those present in the reserve space not yet appropriate by man are free. Land is the principal source of conflict between local populations, the state, and different research institutions and schools in the reserve.
Within the framework of the transfer of the management, the constitution of a communal forest in the Mbalmayo reserve seems to be the best way to promote local populations participation in the sustainable management and planning of this forest.
