A. Security modalities

1. In execution of Article XII of the Agreement, the United Nations Department of Safety and Security (hereinafter referred to as “UNDSS”) and the Government will undertake the following:

(a) A representative of UNDSS will act as United Nations Event Security Coordinator (hereinafter referred to as “ESC”) for the preparation and execution of the security coverage of the Conference. Equally, the Government will designate a representative to act as Host Country Senior Security Officer (hereinafter referred to as “SSO”) for external operations;

(b) Both designated officers will work together to prepare a security plan (hereinafter referred to as “Security Plan”). The Security Plan will describe in detail the security coverage of the Conference, which is regarded as a joint operation of both the United Nations Security and Safety Service and the authorities of Morocco;

(c) Although it is understood that the secretariat is in full control of the Conference premises, any major security related situation that could affect the normal running of the Conference shall be evaluated in conjunction with Host Country authorities and recommendations thereof will be submitted to the Executive Secretary for eventual decision.

The only exception will be in the event that a fire breaks out and a fire emergency is apparent, where the Fire and Evacuation Plan for the premises will be applied and the local fire department will take over the fire response operations.

2. The Conference premises, which will be under the responsibility of UNDSS, shall include all areas exclusively dedicated to the development of the Conference.

3. The Government will provide assistance, by prior agreement with ESC, in the following areas:

(a) Operations liaison and support;

(b) Access control to the Conference venue and restricted areas;

(c) Provision of security equipment as per annex VIII of the Host Country Agreement;

(d) VIP protection;

(e) Fire and safety support;

(f) Medical support;

(g) Explosives detection/bomb sweeps of the Conference venue;

(h) Prior screening of all persons/vehicles entering the Conference venue.

Chain of command

4. All security officers from Morocco working within the United Nations defined area will remain under the administrative command of SSO or the designated delegate(s). All security officers (United Nations and Morocco) working within the Blue Zone will come under the operational command of ESC. SSO will work in close cooperation with ESC to ensure that the mission of the United Nations security team is achieved. All security officers from Morocco forming part of the joint operation within the Conference premises will wear appropriate attire and identification badges issued by the United Nations.

5. The Security Plan will include a staffing table allocating duties and responsibilities to individual security officers. This table may be amended by mutual consent of each party.

Handover of responsibility

6. ESC will assume formal responsibility for the Conference premises at 6 a.m. on 20 March 2019. Responsibility for these areas will formally revert to the authorities of the Kingdom of Morocco one hour after the end of the Conference on 30 March 2019 or at the time to be mutually agreed, depending on the needs of the Meetings. At all times prior, during and after the holding of the Conference, the Security Forces from Morocco will provide sufficient security officers to ensure the efficient functioning of the Conference in an atmosphere of security and tranquillity free from interference of any kind.

Liaison

7. SSO will provide security officers, as agreed by ESC, to deal with the shared functions outlined herein. These security officers will coordinate their actions with designated United Nations security staff members.

8. UNDSS will establish its Control Centre in the Conference venue. Coordination meetings will take place on a regular basis by mutual agreement.

Firearms

9. Inside the Blue Zone, no one is allowed to carry firearms. If and when authorized by ESC, security officers from Morocco working inside the Conference premises will wear their firearms exclusively if in plain clothes and will make use of their firearms to respond to an emergency and to neutralize a risk or an imminent risk, in accordance with the rules and regulations of the United Nations.

Crisis management

10. From the beginning to the end of the Conference, a Crisis Cell formed by representatives of both parties will be ready to be activated. Both parties undertake to work cooperatively to minimize threats to life and property. Irrespective of the number of members of this Crisis Cell, the decisions adopted will be based on consensus. ESC will submit the Crisis Cell recommendations to the Executive Secretary, who will then decide on the course of action if the crisis affects the Conference areas.

Secure communications

11. Both parties agree to accept the right of each party to establish and run secure communications at the Conference venue during the Conference and to allow such secure communication to operate without interference from either party.

Security provisions for senior United Nations officials

12. SSO undertakes to provide reasonable assistance to ESC in the provision of personal protection to the Executive Secretary, visiting dignitaries and other key United Nations officials, by mutual agreement.

Lost property

13. SSO assumes full responsibility for the establishment, staffing and management of the Conference lost and found property office.

Issuing of conference accreditation badges

14. All persons entering the Conference premises will be accredited and wear a United Nations access card visibly at all times while inside the premises. The secretariat will be responsible for the design, production and issuance of all passes to the meeting, tickets and other forms of identity required for access to the Conference and associated facilities. The proposed United Nations conference pass and ticketing system will be included in a booklet that will be provided to SSO. Information on participants having the right to be accredited to the Conference will be facilitated by the authorities of Morocco.

Fire and safety

15. SSO will guarantee that the totality of the Conference facilities meets national fire and safety standards. SSO will also provide a copy of the Evacuation Plan to ESC.

Handover of detained persons

16. In the event that any individual is detained within the Blue Zone, a report will be prepared and submitted to ESC. Based upon this report and any other relevant information, ESC may request that the detained person be handed over to the responsible security authorities from Morocco. ESC will report to the Executive Secretary prior to the handover of any detainee. SSO undertakes to keep ESC informed of all legal processes taken against an individual handed over to the authorities of Morocco by the United Nations.

Threat assessment

17. SSO will provide ESC with a threat assessment document for the Conference in a timely manner that will serve as the basis for the fine-tuning or eventual changes and/or reinforcement of the security measures put in place for the Conference.

Security Plan

18. ESC and SSO will prepare the Security Plan. The Security Plan will be the framework upon which all security-related tasks will be executed.

19. Once completed, the Security Plan, covering United Nations security arrangements within the Conference premises, will be presented for the approval of the Executive Secretary of the Conference, irrespective of the fact that the annexes that will complete the Security Plan may be amended or further developed with new information, as needed.

Conflicts

20. Any conflict between members of the joint operation that could arise during the execution of security tasks will be promptly brought to the attention of ESC and SSO for action.
