II.5. L’endettement de la Région de Bruxelles-Capitale en 2006
Na História dos Balcãs ocidentais muitas foram as soluções impostas por forças políticas e ideológicas externas sem o claro consentimento dos seus povos. Os resultados foram as divisões, a falta de confiança e os conflitos.
A integração regional destas nações assume-se hoje como pressuposto para o seu desenvolvimento e a perspetiva europeia apresenta-se como um poderoso impulsionador para ultrapassar diferenças e cooperar.
A análise crítica da evolução da política externa do governo esloveno no desenvolvimento e integração europeia dos Balcãs ocidentais mostrou, em resposta ao problema de investigação, que o compromisso da Eslovénia – ainda que sem grandes desfechos – mostrou resultados significativos que lhe colocam como um dos escassos atores externos que melhor poderá mediar soluções no espaço. Esta posição justifica uma maior confiança dos centros de poder nas suas iniciativas. Conceder-lhe esse voto não seria apenas convergente com alguns documentos emanados pela UE que apelam a
uma divisão de tarefas ao nível da cooperação para o desenvolvimento, mas também indulgente à concretização dos objetivos eslovenos de política externa no novo milénio e às suas aspirações na região.
À Eslovénia, como pequeno estado, associam-se condições estratégicas que lhe permitem hoje apresentar desenvoltura na cooperação com o espaço. Em resposta à questão de investigação (1), estas condições concretizam-se, não só, mas também: economicamente, no valor do sucesso da sua transição económica e que resultou numa economia aberta, direcionada para o exterior e com agilidade no trato de questões internacionais, mostrando hoje indícios de uma recuperação económica à crise global; geograficamente, no valor da sua periferia que lhe conferiu um ponto de intersecção e proximidade económica, política, cultural e linguística com a região; historicamente, na experimentação eslovena de uma realidade comum com o espaço e de um percurso de desenvolvimento já efetivado, procurado agora pelas restantes nações da região; e ainda em condições políticas e intangíveis, que se revelam na reputação eslovena positiva no espaço, na experiência assimilada após quase duas décadas de iniciativas, e no seu comprometimento, que por um lado parece afigurar-se por mera solidarização dado o envolvimento com o espaço a vários níveis, mas que se encontra também fortemente condicionado pela dependência aos Balcãs ocidentais dados os imperativos da sua dimensão económico-política e suas aspirações no quadro das relações internacionais.
Na persecução de respostas à questão orientadora (2), os entraves apontados ao país na consecução deste papel mostraram-se intrínsecos às caraterísticas da sua dimensão que a impelem a uma limitação natural de meios, mas estendem-se também, aos diferendos bilaterais, novos atores e algumas oportunidades perdidas. O país nunca conseguirá de facto sobre-exceder-se na política externa internacional - esse não é, nem
deverá constituir o seu intuito. Os decisores eslovenos não poderão agir isoladamente se pretendem tornar-se parceiros credíveis nas relações internacionais. Por forma a evitar críticas de excesso de unilateralismo, deverão entrelaçar as suas iniciativas com instituições europeias académicas e políticas a todos os níveis - mesmo com a área do business. O país deverá continuar ainda a dissipar os seus problemas macroeconómicos por forma a garantir o arranjo conivente ao desenvolvimento da sua política externa.
Conquanto isto, às limitações oriundas da sua condição de pequeno estado deslindam-se oportunidades. O país poderá fazer uso das suas vantagens enquanto pequeno estado na formulação das estratégias de política externa. Forçados a priorizar entre setores por meio da especialização, os pequenos estados não são perfilhados como uma ameaça pelos restantes atores que tendem a mostrar maior tolerância pelos seus limitados interesses nacionais. A Eslovénia deverá sempre procurar beneficiar desta relação não-competitiva e incorporar alguns dos seus interesses nacionais no quadro comunitário. A sua condição permitir-lhe-á mesmo desempenhar o papel de mediador de forma mais honesta e mais orientada para o compromisso. Várias análises mostram que os pequenos estados se revelam, muitas vezes, melhor sucedidos em algumas iniciativas europeias (por exemplo, Baille, 1998; Quaglia & Moxon-Browne, 2006; Schout & Vanhoonacker, 2006). O modelo de cooperação esloveno, apresentando em futuras investigações resultados mais consistentes, poderá juntar-se a estes casos, tornando-se modelo de cooperação passível de ser adaptado e testado em outras regiões globais com dinâmicas semelhantes.
A discussão da experiência eslovena revelaria então, pela pluralidade e significância das suas iniciativas, que os pequenos países podem participar com sucesso na política de âmbito global. Nas palavras de Črnčec (2010, p. 62), “do ponto de vista
geopolítico e geoestratégico a posição da Eslovénia é mais sólida do que nunca. É um país moderno que exporta a paz e a estabilidade. No ambiente internacional, as suas palavras são, sem dúvida, muito mais apreciadas que o tamanho do seu território”.
Se as heranças históricas compõem identidades e relacionamentos nas nações europeias do séc. XXI, o presente comprometimento europeu para com os Balcãs encontrar-se-á também no encalço de um legado. O percurso deverá arquitetar-se então pela gênese de uma nova herança onde a riqueza da diversidade do espaço é parte motriz do seu desenvolvimento, numa cooperação não condicionada à integração nas instituições euro-atlânticas mas alicerçada num desejo sincero de cooperação de longo prazo - sem responsabilidades exclusivas de um país da UE ou da região – e em esforços conjuntos.
No dia em que todas as antigas repúblicas jugoslavas estiverem na UE, todas estarão, de certa forma, unidas mais uma vez. Estamos mais próximos.
