Evaluatie van de hervorming

De Vlaamse overheid was in dit proces vrij sterk gericht op de input- en procesvariabelen. Ze besteedde relatief weinig aandacht aan de impact van de hervorming. Zo werden er duidelijke richtlijnen opgesteld rond de input (bijvoorbeeld waar de middelen naartoe moeten gaan) en voor het proces (bijvoorbeeld de evolutie naar een formelere governancestructuur) maar kwamen de effecten en de impact van de hervorming minder aan bod. Het resultaat voor de eindgebruiker bleef op deze manier onderbelicht.

Aanbeveling: in lijn met de aanbeveling voor organisaties, moeten overheden voldoende aandacht besteden aan de output en de effecten van een hervorming.
