The literature
includeswork that
addressthe topic to a varying
degree,from
simply mentioningthat
social movements produceor may
producecertain
outcomesto
systematic empirical research. The latter has mostly been concernedwith
social movement success, following the lead of Gamson's (1975) seminal study. During the 1970s, a large number of empirical studies were conducted on the urban riotsthat
struck American citiesin
the previous decade.Many of
these have explored Piven and Cloward's (1971) influential thesis about "the functions
of
public welfare". Several studies, either on theuôan
riots or other protests, have sought to determine the impactof
certain movement features, above all the use of violenceor
other kindsof
constraints.One of the
main concernsof
these studies, aswell
asof the literature on
social movement outcomes in general, has beento
establish whether the internal characteristicsof
the movementsor the larger
environmentultimately
determinetheir
outcomes.Other works
examine the outcomesof
single movements or clustersof
movements and outcomesof
broader conflicts such as revolutions. Fewof
these have been speciûcally interested in the questionof
social movement outcomesnor
havethey
undertaken empirical analyses.Of
course,I
cannotreview all
theliterature on social movement outcomes, and some relevant studies may be absent or
underemphasized.My
purpose was not to provide an exhaustive list, butto
show the trends in the literature.The review of the literature has uderscored some
ofthe
methodological difrculties that have hindered research on this topic. The definition and measure problem as well as the critical problemof
causality aretwo
major obstaclesto
generating researchon
social movement outcomes. Thefocus on
movement success, moreover, has preventeda more
ortensiveview of all
possiblemovement outcomes. The lack of a comparative and dynamic approach has prevented students
of
social movements
from
producing generalizable resultsthat yield
important insights about the conditions under which certain social movement outcomes occur. Thus future research agenda on social movement outcomes should be awareof
andtry to
solve such methodological problems.I
have suggested
that this
may be doneby
adoptinga
"qualitative comparative method"(Ragn
1987),which
acknowledgeboth
generalityand
complexity,and by
undertakinga
"pooled"26
analysis, which takes
into
account cross-national, cross-movement and over-time comparisons.Sucir an enterprise, ultimately, is crucial
to
a better understandingof
social movement outcomes and, hence, how social change is fostered.27
