The Conference of Ministers,

Having .con.si.dar ad tha raport of tha sixth United Nations Ragional Cartographic Conferenca for Africa, hald at Addis Ababa from 10 to 17 November 1986 and the resolutions containad therein,

Mijidfjol of tha close affinity batwaan cartography and remote sensing and tha need for thair integration and strengthening in ordar that the composite disciplines may ba in tha position to provide member States with assantial geographic information, scientific data and maps naadad for the development of thair national economies?

Noting that thara is great need to increase awaranass of cartography and remote sensing as tools for the development of natural resources, control of desertification and protaction of tha environment so as to contribute valuable inputs into tha measures for thd rapid implementation of tha Lagos Plan of Action (LPA) and tha Final Act of Lagos (FAL) as well as Africa's Priority Programme for Economic Racovary (APPER) and the United Nations Plan of Action for African Economic Recovary and Development (UN-PAAERD),

Baariiig in mind that United Nations Ragional Cartographic Conferences for Africa provida tha unique forum for discussing modarn trands in tha development of cartography and remote sensing for the rapid production of information and data for economic planning, and offer an invaluable opportunity for tha axchanga and cross-fertilization of ideas batwaan African exparts on tha one hand and batwaan tham and thair foraign counterparts on tha other,

1- Endorses tha raport of tha sixth Unitad Nations Ragional Cartographic Confaranca for Africa and tha racommandations containad tharain;

2> Requests tha Executive Secretary to convana tha seventh United Nations Ragional Cartographic Confaranca for Africa in 1989;

3- Invitas the Executive Secretary to taka necessary accelerated measures towards the merger of tha African Remote Sansing Council and tha African Association of Cartography to submit its raport to tha fourteenth meeting of tha ECA Conferanca of Min.istars;

Urges tha Executive Secretary to continue to sustain his efforts

(a) Batter co-ordination of institutional cartographic and remote sansing activities in so far as they concern tha attainment of standardized specifications for topographical maps in Africa and the establishmant of a common geodetic datum for Africa;

(b) Supporting Africa's regional efforts to -establish an African Standardization Gravity Nat (ASGN) and a common geodatic datum for Africa;

(c) Taking measures to promote tha science and technology of cartography and remote sensing through the organization of saminars and workshops on topics ralavant to Africa's aconomic development for the dissemination of information on tha region's activities in these fields to the m-amber States;

5' UrSas all membar States to apply tha Standardized Specifications for Africa {SSA) as endorsed by the sixth United Nations Regional Cartographic Conference for Africa and to ansura that topographical maps ssrias at the scale of 1:50,000 published for thair territories after 1988 conform to the SSA specification.

MONITORING THE IMPLEMENTATION OF THE UN PROGRAMME OF ACTION FOR AFRICAN ECONOMIC RECOVERY AND DEVELOPMENT AND AFRICA'S

PRIORITY PROGRAMME FOR ECONOMIC RECOVERY

The Conference of Ministers,

Recalling General Assembly resolution S-13/2 of Juna 1, 1986 on the United Nations Programme of Action for African Economic Recovery and Development 1986-1990 (UN-PAAERD) in which inter alia, all Governments are urged to take effective action for the rapid and full implementation of the Programme and the UN Secretary-General was requested to monitor the implementation process.

Further recalling its ECA resolution ES2/4 of October 15, 1986 on the review and assessment of the Special Session of the United Nations General Assembly on the Critical Economic Situation in Africa, operative paragraph 11 of which requested the Executive Secretary of the Economic Commission for Africa to submit periodic reports to the Conference of Ministers on the status of and progress in the implementation of UN-PAAERD and Africa's Priority Programme for Economic Recovery, 1986-1990 (APPER).

Noting with appreciation that so far thirty-one member States have completed the ECA 1906 questionnaire on the implementation of UN-PAAERD and APPER,

Having considered with satisfaction the results of ECA's preliminary survey on the implementation of UN-PAAERD and ;\PPER,

Noting with satisfaction that appreciable progress has been made by member States in the implementation of UN-PAAERD and APPER,

Convinced of the need to update the information contained in the 1986 Survey on a yearly basis, including additional information on the impact of

the various policy measures and reforms that have been adopted, and also of the need for member States to improve the flow of information, quantitatively as well as qualitatively, for monitoring their implementation of the UN-PAAERD and APPER,

1* Expresses its appreciation to the Executive Secretary of ECA and his staff for the commendable effort in preparing a preliminary survey on the implementation of UN-PAAERD and APPER?

2. Strongly urges the nineteen member States that have not so far completed the 1SS6 questionnaire to do so -is soon as possible, in any case not later than 15 May 1987, to enable the revised survey to serve as one of the inputs for the draft 1987 report of the UN Secretary-General to the forty-second Session of the General Assembly on the implementation of the UN-PAAERD, as called for in resolution S-13/2 of 1 June 1986;

3- Invites member States to create and/or strengthen the mechanisms for the collection, processing, analysis and dissemination of statistical and non-statistical information required for the monitoring of UN-PAAERD and APPER;

*• Urges member States to complete the questionnaire to be sent out by ECA in 1987 and subsequent years on the implementation of UN-PAAERD and APPER by the stated deadlines?

5... Calls upon the Executive Secretary of the Economic Commission for Africa to assist member States to improve the flow cf information for monitoring their development plans?

fv- Requests the Executive Secretary of ECA to prepare a more comprehensive report on the implementation of UN-PAAERD and APPER in 1987 and submit it to the twenty-third session of the Commission and fourteenth meeting of the Conference of Ministers;

7- invites the Administrator of UNDP to provide resources to ECA

Secretariat to strengthen the Secretariat's capacity to monitor the implementation of UN-PAAERD and APPER at the national, subregion*l and regional

levels.

The Conference of Ministers, :

Recalling its resolution 29KXIII) of 29 February 1977, Economic and Social Council resolution 2097(LXIII) of 29 July 1977 and General Assembly resolution 32/160 of 19 December 1977 proclaiming the United Nations Transport

and Communications Decade in Africa,

Recalling also the Economic and Social Council resolution 1986/62 of 22 July 1986 . on the United Nations Transport and Communications Decade in Africa which, inter alia, endorsed the resolutions adopted by the Conference of African Ministers of Transport, Communications and Planning at its fifth meeting held on 11 March 1986 at Harare, Zimbabwe,

Referring to its resolution 563(XXI) of 19 April 1986 by which the Secretary-General was requested to provide the Economic Commission for Africa with resources to enable it to organize co-financing meetings and carry out

an indepth evaluation of the transport and Communications Decade programme,

- Referring also to the report 1/ of the Secretary-General of the United

Nations on the Transport and Communications Decade in Africa submitted to

the Economic and Social Council at its second regular session of 1986 and

to the General Assembly at its forty-first session.
