AFR/RC27/R4:
The Regional Committee,
Noting that the political situation in Southern Rhodesia, Namibia and South Africa continues to cause untold human suffering;
Realizing that the situation is likely to get worse;
Recognizing that this political instability in Southern Africa has created serious economic and security problems for the front-line states of Botswana, Mozambique and Zambia;
Recalling Security Council resolutions on the question of Southern Rhodesia, in particular resolution 232 (1966) declaring that the situation in Southern Rhodesia constituted a threat to international peace and security and resolution 253 (1968) imposing mandatory sanctions against the illegal racist minority regime in Southern Rhodesia;
Commending the decisions of (i) the Government of Zambia in 1968 gradually to implement UN mandatory sanctions, (ii) the Government of the People’s Republic of Mozambique in 1976 to impose UN mandatory sanctions culminating in the closure of the border with Southern Rhodesia in 1973 and 1976 for Zambia and Mozambique respectively;
Appreciating the very substantial sacrifices made by the Governments and peoples of Botswana, Mozambique and Zambia in terms of opportunities foregone for the economic and social development of their countries as a result of the establishment of the illegal regime in Southern Rhodesia;
Recalling Security Council resolutions 277 (1970) and 329 (1973),
1. CALLS upon all Member States to maximize their financial, technical and material support to Botswana and Zambia individually and collectively;
2. RREQUESTS the Regional Director to make every effort to assist Botswana and Zambia with resources drawn from the Regional Director’s Development Programme and from extra-budgetary sources in order to safeguard the socioeconomic wellbeing of these front-line States.
