A Librarian and a Prefect: Letters from Charles-Sulpice Flament to Goswin de Stassart*

Abstract

Charles-Sulpice Flament (1758-1855), a French scholar, was the fijirst librarian of the Royal Library in The Hague. Goswin de Stassart (1780-1854) was the French prefect of the department of the

‘Bouches de la Meuse’ from 1811 to 1813, residing in The Hague. Letters between these two men, who were also good friends, show how Flament acted as an intermediary for Stassart, giving advice about the composition of his friend’s private library, buying books for him at public auc- tions in the Netherlands and France, as well as reading Stassart’s manuscripts or lending him books from the Royal Library.

Librarians have always been intermediaries between their collections and their readers.1 Some letters sent by Charles-Sulpice Flament to Goswin de Stassart show proof of such a relationship. Goswin de Stassart (1780-1854) had a long political career.2 During the Empire, he held numerous positions includ- ing vice-prefect of Orange, prefect of the department of Vaucluse, and then

prefect of the department of the ‘Bouches-de-la-Meuse’ from 1811 to 1813, resid- ing in The Hague. He had other political functions after 1815 and 1830; he was president of the Royal Academy of Belgium as well. Stassart was also known to be a distinguished bibliophile, whose library was devoted to literature, and bequeathed his collection to the Royal Academy of Belgium.3

Charles-Sulpice Flament (1758-1855) was a French scholar, born in Arras.4 In 1798, he became the fijirst librarian of the national library in The Hague that was founded with the remainder of the collections of stadholder William V. He was its chief curator until 1835. Flament was the librarian who ‘built’ this library over many years by acquiring famous other collections.

Stassart met Flament when he arrived in The Hague in 1811 and continued corresponding with him until 1828.5 He gave him some manuscripts for advice and corrections regarding new methods of agriculture, and another one about the constitution of the old Austrian Low Countries.6 Stassart researched his own family history and Flament helped him by giving advice once again and lending him some books from the library:

Nous n’avons pas à la bibliotheque la vie de Charles de Croy: & je ne sache pas que Varillas l’ait écrite. il y a de Varillas un ouvrage intitulé ‘Education de Char- les quint’; encore ne l’avons nous pas. Il y a dans Morerÿ quelques renseigne- mens sur Guillaume de Croÿ, gouverneur du dit prince; c’est sans doute le même: si vous le désirez, veuillez bien l’envoyer chercher à la bibliotheque; j’ai mis le volume à part, et donné ordre qu’il vous soit remis sitôt qu’on le deman- deroit de votre part.7

Stassart visited the library sometimes, but these visits were rare.8 His political and administrative occupations did not allow him to attend book auctions or go into bookshops to enrich his private library. As Flament wrote to him, he had to work every day all day long, and he started his meetings very early in the morning:

Je reçois à l’instant le billet de Mr de Caujans qui me fait espérer que je pourrai vous voir demain à 6h. du matin. Pour les paresseux, il est incommode d’avoir un préfet qui soit à l’œuvre de si bonne heure.9

While Stassart was reading the catalogues, Flament did the rest of the job by attending auctions in The Hague, Amsterdam and Rotterdam. As a librarian, he paid attention to the condition of a book, its binding, its price, and whether a set of volumes was complete:

J’ai acheté une assez bonne partie des ouvrages que vous aviez marqués. J’ai dû en laisser d’autres qui ont été vendus aussi cher que chez le librairie primitif;

d’autres étoient en trop mauvais ordre; d’autres enfijin ont fijilé pendant que j’avois l’honneur de diner chez vous; notamment l’Encyclopédie d’Yverdon, pour 70 fl. Encore étoit elle assez mal conditionnée. Vous avez le La Fontaine pour 43 fl. et l’Art de vérifijier les dattes pour f. 11.5. J’ai fait pour vous quelques autres achats, à tout hazard. Pour peu qu’ils ne vous conviennent pas, je les placerai bien ailleurs.10

Stassart was not the only ‘client’ of Flament. Flament bought books for other bibliophiles too. From time to time, Flament made proposals and gave advice on acquisitions for Stassart’s library, paying special attention to his Belgian library and focusing on the history of the Low Countries:

Si la somme que vous avez destinée pour cette saison à vos acquisitions de librairie n’est pas dépassée, je vous propose pour samedi matin celle du Sande- rus, Flandria & Brabantia illustrata, 6 vol. gr. fol. bel exemplaire. Vous pourriez y joindre, à la 1ere occasion la Brabantia sacra et Castella Brabantiae de Le Roi,

et vous aurez toute votre ancienne Belgique en belles et bonnes gravures, avec un texte fort sçavant. Les 6 vol. que je vous propose, peuvent, du tems qui court, aller de 20 à 25 florins. Réponse promte s’il vous plaît, parce que le délai est court.11

The books by Sanderus were bought indeed.12 In 1813, Flament sent a book by Philippe de l’Espinoy, which was an addition to Stassart’s Belgian library:

J’ai l’honneur de vous envoyer un nouveau meuble de Bibliotheque belgique.

C’est l’Epinoy, Antiquités de Flandre. Ce nobiliaire a toujours été fort recherché et devient fort rare. Aussi me suis-je empressé de le saisir à la 1ère rencontre.13 Flament missed a copy of the Encyclopédie issued at Yverdon, but fortunately he was able to purchase another copy a few days later directly from a private collector for the same price:

Je vous envoie l’Encyclopédie d’Yverdon, 58 vol. in 4to. Comme la condition de la reliure, sans être brillante, est encore assez propre, l’ouvrage est à bon compte à f. 70-10. J’ai payé les porteurs. Je vous envoie aussi les 8 vol. de lettres hollandoises qui étoient accollées à je ne sçais quel n° acheté pour vous.

Comme le mar[chan]d d’Encyclopédie me paroit un cidev[an]t riche qui s’en défait pour cause, j’ai promis de le payer demain ou après demain. Il ne sçait pas que cet achat a été fait pour vous.14

Flament also passed on news and described the atmosphere at auctions:

Je n’ai été la semaine dernière qu’un jour et demi à la vente de Rotterdam; et encore n’y vendoit-on que des livres que vous ne recherchez pas pour le moment. Le 1er jour, tout y a été fort cher; & je n’y ai acheté que le lendemain un ouvrage d’un intéret majeur pour la Bibliotheque, & que j’ai eu à très bon marché, ou pour mieux dire, pour le papier. Dans la crainte d’avoir à me plain- dre de l’exécution de mes commissions, je n’en ai donné ni pour vous ni pour

moi. D’ailleurs il n’y avoit aucun article de ceux que vous m’avez demandés, ou que je pourrois vous procurer de moi-même pour entrer dans vos vues. Nous aurons incessamment une autre vente à La Haye, chez Scheurleer. Il s’y trou- vera peut-etre des choses qui vous conviendront, & dont je vous ferai l’acquisi- tion avec bien du plaisir.15

The librarian regularly sent an account of all the books he purchased for Stassart. In 1812, the prefect bought about 50 titles, or 250 volumes, for 121 florins.16 The books were in French or Latin and included treatises on the history of the Low Countries, works of literature or about law, with titles such as the Loix civiles by Domat, the Corps diplomatique by Jean Dumont, the Histoire de Charles-Quint by Robertson, and the memoirs of the Dukes of Sully and Saint-Simon. As a newcomer to the Netherlands, Stassart bought books on Holland as well: the Annales des Provinces-Unies by Basnage, the lives of the Dutch governors of Batavia by J.P.I. Du Bois, the history of Bergen-op-Zoom, a guide to The Hague, La Richesse de la Hollande, etc., as well as a treatise on economy by Accarias de Sérionne. The books which Flament sent, ranged from literature to philosophical treatises: from La Vie de Marianne by Marivaux, Jacques le fataliste by Diderot, to the Essai sur l’homme by Pope and the Catéchisme philosophique by Feller. Another note from 1813 provided a list of six titles.17 However, not all the books purchased by Stassart in Holland are described in the catalogue of his library issued in 1863. Stassart sold part of his book collection already in 1816 and organised an auction himself in 1819.18

Stassart returned to Belgium in 1813 and the friendship between the prefect and the librarian maintained its course. In 1814, Flament sent the fourth vol- ume of Massillon’s works to Brussels. The complete set had actually been acquired one year earlier in 1813, but the bookseller had ommited to deliver the fourth volume to Flament:

Voilà 3 semaines que j’attends l’occasion du batelier de La Haye à Bruxelles pour vous faire passer ma lettre, & en même tems un 4e vol. du Carême de Massillon. L’honnête libraire n’a point profijité de ma négligence à collationner l’ouvrage; et il m’a envoyé il y a 2 mois, ce tome qui manquoit à la collection.19

Stassart was a passionate collector of autographs as well. Again, Flament enriched this collection with a document signed by Louis Bonaparte, King of Holland, and based on research of his own administrative papers and archives, he wrote:

Je vous envoie ci-joint ce que je peux vous envoyer de la main du Roi Louis.

Vous savez qu’elle était à peu près paralysée: cependant cet échantillon se lit encore assez facilement. J’y ai ajouté la traduction. J’ai parcouru toutes mes autres pièces, & celle-ci est la seule que je puisse donner, sans manquer, je crois, au respect et à la reconnoissance que je dois à son auteur.20

In some of his letters, Flament reported on the move of the Royal Library to a new address and the arrangements made by its librarian:

Me voilà dans un nouvel embarras dont Dieu seul sait comment j’en sortirai.

Le mois prochain d’après l’ordre du Roi, je fais transporter ma Boutique litté- raire à votre ancien Hôtel du Voorhout, devenu Bibl[iothè]que r[oya]le. Jugez si je pourrai vous y oublier.21

And two years later:

Vous scavez peut-être ou ne scavez vous pas que la Bibliothèque est aujourd’hui placée dans votre ancien Hôtel. Il y a 10 ans nous ne l’aurions deviné ni l’un ni l’autre. Du moins ce dont je puis me féliciter, c’est que les changemens que j’ai faits dans les Appartemens pour les approprier à leur nouvel usage sont géné- ralement approuvés du Gouvernement et du Public; et que la Bibliothèque s’y présente maintenant avec une certaine dignité.22

During all those years, Stassart sent his publications from either The Hague, Brussels or his castle at Corioule to his learned friend Flament at the library:23 his speeches as a prefect, printed in France; the successive editions of his fables;

and a copy of his collection of maxims.24 After he had received copies of three editions of the fables, Flament may have thought this was enough, so he presented his copy of the fourth edition of the fables to the Royal Library in The Hague.25 Flament offfered it in exchange for a copy of the memoirs by Philippe de Comines and the letters by cardinal d’Ossat:

Je vous ai rapporté de ma bibliothèque de campagne les Lettres du card[inal]

d’Ossat. Le couteau meurtrier de quelque marchand de papier, leur a causé depuis longtemps toute une rangée de côtes, mais le corps n’en est pas moins resté plein de vie & je vous supplie de me faire l’amitié de l’agréer tel qu’il est.26

Finally, in The Hague, the librarian came to know the prefect so closely that he interceded for various individuals in his circle of acquaintances.27 The librar- ian also presented a traveller to Stassart: the architect and engraver Antoine Ignace Melling (1763-1831), known for his views of Constantinople, who trav- elled on to Holland.28

Flament was the librarian and the chief curator of the Royal Library in The Hague for many years. From time to time he was also librarian to Stassart, read- ing his manuscripts, lending him books from the Royal Library, giving advice on the composition of his library and acquiring books for him. Despite the French Revolution, the friendship between the librarian and the prefect was quite old-fashioned, based on competence and trust. Flament proved to be an intermediary indeed.
