Global observations .on developing Africa's debt

The total identified debt of the continent graw at the rat& of 6.6 per

cent over the period 1982 to 1985 reaching thv level of 163.7 billion US dollars

in 1985 from a relatively lower level of 139.5 billion US dollars in 1982.

Over the same period the long-t^rm debt from OECD countries grew at the ratis of 7.7 per cent. Total debt service payments for the same tim^ interval reached a level of 24.2 billion US dollars in 1985 from a relatively lower level of 20.5 billion US dollars in 1982, which experienced a 5.7 per cant growth rate.

The above percentage figures show a relatively significant value of non-concessional component which remains at a 64.9 per cent level in 1985.

Looking at th£ origin of th« continent's debt, in 1985, over 53.6 per cent

of the total identified debt of developing Africa came from th^ OECD countries,

14.2 per cent from multilataral creditors; 6.9 ptr cent from OPEC countries

and 2.7 per e^nt from CMEA member countries.

Burundi

The total identified debt of the country graw by 22.4 per cent between ths yaars 1982 to 1985 reaching a high l^vtl of 478 million US dollars in 1985 from a lower Icvtl of 261 million US dollars in 1982.

Considering the country's long-term debt to the OECD countries and capital markets the growth rata becomes even greater and is of the ordor of 29.5 per cent ov^r tha same period.

Cape Verde

The total identified debt of this country gr*w st 2 rata of 21.4 per cant over the period under consideration i.e. 1982-1985, reaching a sptctacular ltvirl of 102 million US dollars in 1985 from a relatively lower lsvel of 57 million US dollars in 1982.

Central African. Republic

The total identified debt of =his country increased in absolute tarma from 262 million US dollars in 1982 to 349 million US dollars in 1985 which is an average percentage increase of 10.3 par cant ever the period under

consideration.

Thu external debt situation of this country deteriorated by experiencing

an average percentage growth rat«3 -jf 18.6 por c^nt over the period 1982-1985.

It rsachad a high l^vel of 135 million US dollars in 19C5 from a lower lsv^l of 86 million US dollars in 1982. Ovsr tha same period, the country's long- term debt with th« OECD countries and capital markats grew by 44.2 pe>r cent from 5 million US dollars in 1982 to 15 million US dollars in 1985.

Conge

The debt ssrvica payments of the country in total gr^w very sharply by 20.3 per ctnt over the period 1982 to 1985 going from the 1 v;l of 277 million US dollars in 1982 to a lc,vsl of 482 million US dollars in 1985. Over th^

sami period total identified debt of th^ country grww by 9.7 per cent from

th& level cf 2,092 million US dollars in 1982 to a lev«l of 2,758 million

US dollars in 1985.

Djibouti

Djibouti experienced a dramatic incr^as^ in its total identified d^bt ovar

€he period 1982 to 1985 growing by 73.2 per cent and reaching th« record ltvol of 244 million US dollars in 1985 from the low lev*l it had of 47 million

us dollars in 1982.

Over the aamw period the debt obligations of the country to OECD countries and capital markets grsw by 107.5 p-*r cent from a l^vel of 16 million US dollars in 1982 to a higher level of 143 million US dollars in 1985.

The country's non-concessional component of tha long-term debt was:

which shows that the country would live in a constraint when it com^s to

servicing of debt.

The total debt service payments for the country experienced also a very high growth of 106.1 p*r cant over the same period going from the ord^r of 4 million US dollars in 1982 to 35 million in 1985.

Th« total identified debt of the country gr?w from 124 million US dollars in 1982 to 141 million US dollars in 1985 showing a 4.4 per cent increase ovar the period. Over tht same period th* debt cf th« country to OECD countries and capital markets grew by 16.5 per c&nt from the ltval of 50 million US dollars in 1982 to 79 million US dollars in 1985. Th^ir total debt service payments showed a relatively hightr percent sgt- increase, i.s. 19.7 per c^nt, by going up from the level of 7 million US dollars in 1982 to 12 million US

dollars in 1985.

The non-concessional component of the country's long-term debt was cs follows:

Ghana

The country's total identified dubt grsw by & rate of 19.4 per cent over th£ pariod 1982 to 1985 reaching a level of 2,758 million US dollars in 1985 as opposed to a relatively lower level of 1,622 million US dollars in 1982.

Whereas the debt service payments gr&w by 9.0 per cent from the lavel of 441 million US dollars in 1982 to the ltvel of 572 million US dollars in 1985.

The non-concessional component of the country's long-term debt had th«

The country's total identified debt grew at a rat;, of 14.7 p^r cent from a level of 118 million US dollars in 1982 to a higher level of 178 niUion US dollars in 1985. Over tha sama period thy debt service payments of th^

country grew by 10.7 per cent.

The country's total identified debt grew by 14.1 per cent over the period 1982 to 1985, recording a leval of 1,364 million US dollars in 1985 from a lowtr level of 919 million US dollars in 1982.

Madagascar

The country's total identified debt grew by 11.2 per cent from the level

of lt^ million US dollars in 1982 to a higher level of 2590 million US dollars

in 1985. Over the same period the debt from OSCD countries to the country

grev by 13.6 per cent reaching the level of 1374 million US dollars in 19J5

from a level of 937 million US dollars in 1932.

The non-concessional component of the long-term debt of the country was

found to be significant:

Malawi

The country's total identified debt grew by 3.6 per cent over the period 1982 to 1985 reaching a level of 994 million US dollars in 1985 fr^ ^wer level of 893 million US dollars in 1932. Over the same period the total - ebt service payments grew by 3.9 per cen, jumping from 99 million US dollars in

1982 to 111 million US dollars in 1985.

The flows from OECD countries to the country dropped by 11.84 per cent whereas Che country's debt service to the same group of countries grew by

4 per cent over the period 19G2 to 19&5.

Mali

The total identified debt of Mali grew by 21.1 per cent over the period 1982 to 1935. The values in absolute terms jumped from S55 million US dollars in 1982 to 1,515 million US dollars in 1985. Over the same period the country!s debt with the OECD countries grew by 73.2 per cent going from the Usvel of 66 million US dollars in 19&2 to a higher level of 343 million US dollars

in 1985.

Thfe total debt service payments of the country over the period under consideration grew by 20.3 per cent from the level of 35 million US dollars in 19ii2 to 61 million US dollars in 1905. Over the same time interval the debt service payments to OECD countries grew by 70.9 per cent from 3 million US dollars in 1902 to 15 million US dollars in X9C5.

Mauritania

The total identified debt of the country grew by 7.9 psr cent ov;r the period 1982 to 1965 going from 1201 million US dollars in 1932 to 1509 million US dollars in 19S5. Over the same period the total debt service payments grew by 20.8 p*r cent from 63 million US dollars in 1982 to 111 million US dollars in 1985, Over the same petiod under consideration tht country's debt w*th OECD countries grew by 17.0 per cent from 214 million US dollars in 1982

to 343 million US dollars in 1965.

Mauritius

The total identified debt of the country grew by 4.3 per c^nt over Che period 1902 to 1985 from 444 million US dollars in 1982 to 504 million UG dollars in 19S5. The debt service payments over the same period grew at the raft of 15.6 per cent and reached a level of IIS million US dollars in 1935 from only 77 million US dollars in 1982.

The non-concessional component of the country's long-term debt was is

Morocco

The country showed an 8.7 per cent growth on the total identified debt going from 11,675 million US dollars in 1932 to a higher level of 14,573 million

Mozambique

The- total identified debt of the country over the period 19S2 to 1985 grew at the rate of 7.S par cent reaching 1,410 million US dollars in ,.9*15 from the level of 1,126 million US dcllers in 1932.

Over the same period the aebt service payments of tht country declined by 4.3 per cent from the level of 186 million in 19G2 to the level of 163 million US dollars in 1995. Showing the country's problems in acquiring

resources to meet its obligations.

The non-concessional component of the total long-term debt of the country

was as follows:

Although the percentage is declining over the period it is still highly significant and remains at the level of 60.7 per cent of total long-tarra debt.

The country's total identified debt grew by 5.9 per cent from the U-v^l of S59 million US dollars in 1932 to 1,136 million US dollars in 1%5. over the same period the debt service payments showed a declining trend which w«.nt down at an average race of 16,P per cant going from 172 million US dollars

in 1982 to a level of 99 million US dollars in 1985.

create servicing constraints fcr the country under consideration.

Nigeria

The country's total d'ebt grew by 3.3 per cent from 14,101 million U3 dollars is 1982 to a higher level of 17,904 million US dollars in 1965. Over the same period the debt service payments of. the country grew at the rate of 21.8 per cent reaching the level of 4S444 million US dollars in 1DP5 from the level of 2,461 million US dollars in 1982. The debt service payments to OECD countries over the same period grew by 25.2 per cent.

Rwanda

The total identified debt of the country grew by 16.9 per cent over the period 1982 to 1985 reaching a higher level of 391 million US dollars in 19^5 from the level of 245 million US dollars in 1982. Over the came period the debt from OECD countries grew by 33.1 per cent reaching the level of 66 million US dollars in 1905 from a lower level of 28 million US dollars in 1902. The debt service payments over the same period grew by 33.S per cent going up to 24 million UG dollars in 1985 from the level of 10 million US dollars in 1982. Of the total debt service the amount going to the OECD countries grew at the rate 58.7 per cent going from 3 million US dollars in 1982 to 12 million

US dollars in 1985.

Senegal

The total identified debt of Senegal over the period 1982 to 1985 grew at tht average rate of 14.2 per cent going from 1,893 million US dollars to a higher level of 2,820 million US dollars. Tht total debt service payments over the same period grew by 15.3 per cent from the level of 139 million US dollars in 1982 to a levt?l of 213 million US dollars in 1965. Whereas tht debt service payments to OECD countries grew by 26.0 per cent from 44 million US dollars in 1982 to £ level of £8 million US dollars in 19;5.

The share of the non-concessional component was as follows:

As can be seen from the percentages above the non-concessional component shows irregular movements over the period under consideration but is still significant and remains at 56 per cent of the total long-term d-ibt of the country by 1985.

Seychelles

The total identified debt of Seychelles went up from 67 million US dollars

in 1982 to tht level of 112 million US dollars in 1985 experiencing a percentage

growth rate of 18.7 per cent. Whereas the debt service payments over the

same period increased from 7 million US dollars in 1982 to 12 million US dollars

in 1985 showing a 19.7 per cent growth rate.

From the above per centages one can see how the non-concessional component is growing and how significant it is as compared to the concessional.

Somalia

The total identified debt of the country grew at the rate of 10.3 per cent from the level of 1,266 million US dollars in 19E2 to a higher level of 1,725 million US dollars in 1985. Of the total debt the part coming from OECD countries grew by 25.5 per cent. Over the S3me period the debt service payments grew by 48.5 going from the level of 33 million in 1982 to a higher level of 100 million US dollars in 1935. The service payments to OECD on the other hand grew by 72.9 per cent ever the same period.

Sudan

the total identified debt of the country from OECD countries and capital markets grew by 7.3 per cent over the period 19C2-1S85 from the level of 1,922 million US dollars in 1982 to a higher level of 2,377 million US dollars in

1985.

The debt service payments of the country to OECD countries over the same period grew by 31.6 per cent from the level of 32 million US dollars in 1982 to o. higher level of 73 million US dollars in 1985.

The non-concessional component of the long-term debt of the country was as follows:

Although it shows an irregular trend the percentage remains significant up to the year 1905.

Tanzania, United Republic of

The total identified debt of the country grew by 6.0 per cent over the

period und-r consideration, i.e. 1932-1985, from 2,7&9 million US dollars

in 1982 to a higher level of 3*374 million US dollars in 1985. The total

service payments declined by 16.2 per cent over the period 1984 to 1985.

Togo

The total identified debt of the country declined by 9.6 per cent from the period 1982 to 1984 going from the level of 1,063 million US dollars in 1982 to a lower level of 368 in 1984. And then started en upward movement of 18.0 per cent and reached a level of 1,024 million US dollars in 1985.

On the other hand the debt service payments of the country in total showed a 20.2 per cent growth rate reaching the level of 106 million US dollars in 1985 from a lower level of 61 million US dollars in 1SB2.

The country's non-concessional component of the long-term debt was as

follows:

Although the trend of the component seems to be inconsistent over the years going downward anc then upwards it is highly significant and remains at the level of 62.3 per cent in 1985.

Tunisia

The total identified debt of the country grew by 8.1 per cent over the period under consideration, i.e. 1982 to 1985, from the level of 4,841 million US dollars in 1982 to 6,113 million US dollars in 1965. Whereas the debt service payments over the same period grew by 9.4 per cent from the level of 658 million US dollars in 1982 to 861 million US dollars in 1985.

Uganda

Uganda's identified debt grew by 7.0 per cent over the period from the level of 879 million US dollars in 1982 to 1,076 million US dollars in 1935 whereas the debt service payments showed a 33.7 per cent growth rate from

37 million US Dollars in in 1985. On the other hand the debt service payments to ORCD countries grew at a fantastic rate of 111.8 per cent growing from 6 million US dollars in 1932 to 51 million US dollars in 1985.

Zaire

Zaire' s external identified debt grew at the rate of 8.1 per cent over the period from the level of 4,667 million US dollars in 1982 to 5,903 million US dollars in 1985. The country's debt service payments in total grew at the rate of 24.1 per cent from 335 to 641 million US dollars between the period

1982 and 19S5.

The non concessional component of the country' s long term debt was found

to be highly significant and was as follows in percentage terms:

In 1985 over 66.8 per cent of Zaire's external debt came from the OECD

countries.

Zambia

Zambia's total identified debt grew by 80 per cent over the period 1982 to 1985 from 3,584 million US dollars in 1982 to 4,509 million US dollars

in 1985.

The debt service payments of the country declined by 21.4 per cent from the high level of 501 million US dollars in 1982 to a lower level of 243 million

US dollars in 1985.

The non-concessional component of the country's long-term debt was as

The percentages above show the significance of the non-concessional component and its upward moving trend over the period.

.Zimbabwe.

The country's total identified debt grew by 6.2 per cent from 1982 up to 1985 going from the level of 1,783 in 1982 to a higher level of 2,138 million us dollars in 1985. On the other hand the debt service payments of the country grew at the rate of 7.2 per cent between the same time interval going from 308 million US dollars in 1982 to 379 million US dollars in 1985.

The country's non-concessional component of the long-term debt had the

The above percentage figures show how significant the non-concessional
