I n t h e c u r r e n t e r a o f p a r t n e r s h i p s , h o w w i d e s p r e a d is t h i s h i r e d g u n e v a l u a t i o n o f c o u n s e l l i n g ? I k n o w t h a t i n a u t u m n , 1 9 9 5 , 1 was i n v i t e d to j o i n a p r o j e c t p l a n n i n g a n d e v a l u a t i o n t e a m f o r a s c h o o l b o a r d i n O n t a r i o t h a t was s u b m i t t i n g a p r o p o s a l to r e c e i v e f u n d i n g a n d c a r r y o u t a c u r r i c u l u m i m p l e m e n t a t i o n p r o j e c t o n T h e C o m m o n C u r r i c u l u m . I was a s k e d to serve a n a d v i s o r y r o l e a n d e v a l u a t e t h e d e s i g n a n d success o f t h e p r o j e c t . H o w e v e r , r a t h e r t h a n m y e v a l u a t i o n b e i n g b o l t e d o n , I was a p a r t n e r o n b e h a l f o f m y f a c u l t y o f e d u c a t i o n a n d u n i v e r s i t y a n d a n i n t e g r a l p a r t o f t h e w o r k i n g s . I a s s i s t e d i n t h e p r e p a r a -t i o n o f -t h e p r o p o s a l , a -t -t e n d e d m a n y o f -t h e m e e -t i n g s o f -t h e p r o j e c -t -t e a m , a n d was b r i e f e d b y t e l e p h o n e a b o u t a n y m e e t i n g s I c o u l d n o t a t t e n d . W H A T IS A C C E P T A B L E E V I D E N C E : R E S E A R C H A G E N D A I T E M #3 H i e b e r t r e c o m m e n d s t h a t t h e q u e s t i o n to ask i n t h e p l a n n i n g stage is " H o w w i l l I k n o w t h i s i n t e r v e n t i o n is w o r k i n g ? " I w o u l d e n c o u r a g e u s a l l to ask t h i s q u e s t i o n at e v e r y stage, n o t j u s t at t h e p l a n n i n g stage. H e c o n t i n u e s b y f o c u s i n g o n t h e p a r t i c u l a r n e e d s t h a t h a v e to b e m e t to c h a n g e t h e n a t u r e a n d f o c u s o f e v a l u a t i o n i n c o u n s e l l i n g . M u c h a t t e n -t i o n is g i v e n -to -t h e q u e s -t i o n o f w h a -t is a c c e p -t a b l e e v i d e n c e . I b e l i e v e -t h i s is c r i t i c a l b e c a u s e it is, at t h e s a m e t i m e , a n e m p i r i c a l q u e s t i o n , a q u e s t i o n o f v a l i d i t y o r t r u s t w o r t h i n e s s , a n d a p o l i t i c a l q u e s t i o n . O n a l l t h r e e c o u n t s , it m e r i t s a d d i t i o n to t h e g r o w i n g r e s e a r c h a g e n d a t h a t falls o u t o f H i e b e r t ' s p r o v o c a t i v e p a p e r .

What is Acceptable Evidence: An Empirical Question

I w o u l d p u r s u e t h e s e t h r e e q u e s t i o n s i n d e p e n d e n t l y , at least i n i t i a l l y . E m p i r i c a l l y , w e n e e d t o k n o w w h a t c o u n s e l l o r s a n d c l i e n t s w o u l d find a c c e p t a b l e as e v i d e n c e t h a t t h e i r w o r k t o g e t h e r was w o r t h w h i l e . H i e b e r t suggests t h a t b o t h p r o c e s s a n d o u t c o m e m e r i t d a t a c o l l e c t i o n . A r e t h e s e two k i n d s o f d a t a e q u a l l y i m p o r t a n t to t h e t w o p l a y e r s i n t h e g a m e ? D o c l i e n t s g r a d u a l l y c o m e t o r e a l i s t i c e x p e c t a t i o n s f o r c o u n s e l l i n g o u t c o m e s as a f u n c t i o n o f c o u n s e l l i n g effectiveness? T h e r e a r e d a t a r e l e v a n t t o t h e s e q u e s t i o n s , as w e l l as m o d e l s f o r d e v e l o p i n g t o o l s to a n s w e r t h e s e q u e s t i o n s , i n t h e w o r k s c i t e d b y H i e b e r t (e.g., C u m m i n g s , H a l l b e r g , M a r t i n , S l e m o n , & H i e b e r t , 1 9 9 0 ; H i e b e r t & N o o r t , 1 9 8 8 ) .

H i e b e r t uses t h e e x p r e s s i o n , i n f o r m a l a s s e s s m e n t e v i d e n c e , w h i c h s e e m s t o m e a n e w l y i n v e n t e d t e r m t o d e s c r i b e a n e x i s t i n g p h e n o m e n o n . I w o u l d p r e f e r t h a t t h e c o u n s e l l i n g c o m m u n i t y a d o p t t h e t e r m i n o l o g y a n d f r a m e w o r k s o f o n e o r m o r e e s t a b l i s h e d q u a l i t a t i v e a p p r o a c h e s to e v a l u a t i o n t h a t h a v e a l r e a d y u n d e r g o n e c o n s i d e r a b l e d e v e l o p m e n t ( P a t t o n , 1 9 9 0 ) . T w o o f H i e b e r t ' s a r g u m e n t s i n s u p p o r t o f i n f o r m a l a s s e s s m e n t e v i -d e n c e c e n t r e o n t h e n e e -d to e m p h a s i z e p r o c e s s as w e l l as o u t c o m e a n d t h e i m p o r t a n c e o f e v a l u a t i n g i n d i v i d u a l o u t c o m e s . Q u a l i t a t i v e re-s e a r c h e r re-s h a v e l o n g u n d e r re-s t o o d t h e fit b e t w e e n p r o c e re-s re-s e v a l u a t i o n a n d q u a l i t a t i v e a p p r o a c h e s . " Q u a l i t a t i v e i n q u i r y is h i g h l y a p p r o p r i a t e i n s t u d y i n g p r o c e s s b e c a u s e d e p i c t i n g p r o c e s s r e q u i r e s d e t a i l e d d e s c r i p -t i o n ; -t h e e x p e r i e n c e o f p r o c e s s -t y p i c a l l y v a r i e s f o r d i f f e r e n -t p e o p l e ; p r o c e s s is f l u i d a n d d y n a m i c ; a n d p a r t i c i p a n t s ' p e r c e p t i o n s a r e a k e y p r o c e s s c o n s i d e r a t i o n " ( P a t t o n , 1990, p . 9 5 ) . C o n s i s t e n t w i t h H i e b e r t ' s c u r r e n t d e p i c t i o n o f i n d i v i d u a l o u t c o m e s , K r u m b o l t z p r o p o s e d u n i q u e g o a l s f o r e a c h c l i e n t 30 y e a r s a g o ( K r u m b o l t z , 1 9 6 6 ) . Q u a l i t a t i v e e v a l u a -t o r s h a v e f r e q u e n -t l y a r g u e d -t h a -t " q u a l i -t a -t i v e m e -t h o d s a n d d e s i g n s-tra-te- strate-gies c a n b e p a r t i c u l a r l y u s e f u l f o r e v a l u a t i o n o f p r o g r a m s t h a t e m p h a s i z e i n d i v i d u a l i z e d c l i e n t o u t c o m e s " ( P a t t o n , 1 9 9 0 , p . 9 9 ) . I n t h e e v a l u a t i o n , d e s c r i b e d e a r l i e r , t h a t I c o n d u c t e d as a p a r t n e r w i t h a n O n t a r i o s c h o o l b o a r d , I c h o s e to use a q u a l i t a t i v e a p p r o a c h d e s c r i b e d as " n a t u r a l i s t i c a n d p a r t i c i p a n t - o r i e n t e d e v a l u a t i o n " ( M c M i l l a n & S c h u m a c h e r , 1 9 9 3 , p . 5 3 2 ) . T h i s a p p r o a c h e n a b l e s a n e v a l u a t o r to t a k e a d v a n t a g e o f t h e u n d e r s t a n d i n g s h e has g a i n e d b y t a k i n g p a r t i n t h e o n g o i n g p r o j e c t . I p a r t i c i p a t e d i n w o r k i n g m e e t i n g s , e n g a g e d i n tele-p h o n e c o n v e r s a t i o n s w i t h m e m b e r s o f t h e tele-p r o j e c t t e a m , r e c e i v e d t h e r e v i s i o n s as t h e d e l i v e r a b l e s e v o l v e d , a n d r e c e i v e d e x t e n s i v e w r i t t e n d o c u m e n t a t i o n b a s e d o n w o r k i n g m e e t i n g s , c o m m u n i t y i n p u t , a n d field t e s t i n g . T h e s e e x p e r i e n c e s as a p a r t i c i p a n t e n a b l e d m e t o p r o v i d e a h o l i s t i c e v a l u a t i o n f o l l o w e d b y a n a s s e s s m e n t o f s o m e o f t h e k e y c o m p o -n e -n t s o f t h i s p a r t i c i p a -n t - d e v e l o p m e -n t p r o j e c t t h a t c o -n t r i b u t e d to its o v e r a l l success. I f w e a c c e p t t h a t t h e i n f o r m a l a s s e s s m e n t e v i d e n c e w e s e e k is t h e p r o d u c t o f a q u a l i t a t i v e a p p r o a c h , t h e n I t h i n k w e m u s t c o n c e r n o u r -selves w i t h s t a n d a r d s o f r i g o u r u s e d b y q u a l i t a t i v e r e s e a r c h e r s . E i s e n h a r t a n d H o w e ( 1 9 9 2 ) a d v o c a t e d five g e n e r a l s t a n d a r d s f o r t r u s t w o r t h i n e s s i n r e s e a r c h . F i r s t , t h e d a t a c o l l e c t i o n t e c h n i q u e s m u s t b e s u i t a b l e f o r a n s w e r i n g t h e q u e s t i o n s a s k e d . S e c o n d , d a t a c o l l e c t i o n a n d a n a l y s i s t e c h -n i q u e s m u s t b e c o m p e t e -n t l y a p p l i e d . T h i s is p a r t i c u l a r l y r e l e v a -n t to H i e b e r t ' s p a p e r b e c a u s e it is " i n c u m b e n t o n e d u c a t i o n a l r e s e a r c h e r s [ i n t h i s case, c o u n s e l l i n g r e s e a r c h e r s a n d p r a c t i t i o n e r s ] , w h o w i s h t o d e m o n

What is Acceptable Evidence: A Political Question

T h e s e c o n d l a r g e issue t h a t H i e b e r t addresses, after u n b o l t i n g e v a l u a -t i o n , is -t h e issue o f a c c o u n -t a b i l i -t y . H e r e c o m m e n d s c o n s e n s u s o n w h a -t is e v i d e n c e o f success. P e r h a p s i t is m o r e r e a l i s t i c t o s e e k u n d e r s t a n d i n g o f w h a t w o u l d c o n s t i t u t e e v i d e n c e o f a c c o u n t a b i l i t y f o r t h e v a r i o u s stake-h o l d e r s , a n d t stake-h e n try to p r o v i d e t stake-h e m w i t stake-h w stake-h a t t stake-h e y n e e d ( o r w a n t ) . H i e b e r t c l a i m s t h a t t h e n e e d f o r p o l i c i e s is i n t e g r a l to h i s a r g u m e n t . I t h i n k t h a t w h a t is i n t e g r a l is p o l i t i c s , r a t h e r t h a n p o l i c i e s . C o u n s e l l i n g e n d e a v o u r s a r e u s u a l l y p r o p o s e d , e n a c t e d , a n d f u n d e d t h r o u g h p o l i t i c a l p r o c e s s e s a n d r e m a i n s u b j e c t t o p o l i t i c a l p r e s s u r e s . C o m p e t i n g a u d i -e n c -e s , u s u a l l y c a l l -e d s t a k -e h o l d -e r s , h a v -e v -e s t -e d i n t -e r -e s t s . " E v a l u a t i o n q u e s t i o n s a b o u t t h e s i g n i f i c a n c e o f p r o g r a m g o a l s o r a b o u t t h e q u a l i t y a n d e f f e c t i v e n e s s o f p r o g r a m strategies r e f l e c t n o t i n q u i r e r a u t o n o m y o r t h e o r e t i c a l p r e d i c t i o n s , b u t r a t h e r a p o l i t i c a l p r o c e s s o f p r i o r i t y s e t t i n g " ( G r e e n e , 1 9 9 4 , p . 5 3 1 ) .
