2.1 Titre du projet du marché
(b1515) On recherche un architecte pour organiser un concours et assister le maître de louvrage dans le cadre du projet de construction dun bâtiment administratif pour lOFIT sur le site de Meielen, à Zollikofen.
2.2 Description détaillée des tâches
A la fin de 2013, lOffice fédéral de linformatique et de la télécommunication (OFIT) a pris
possession du nouveau bâtiment construit sur le site de Meielen (1re étape des travaux de construction), à Zollikofen. En vue de lexploitation de synergies, il est souhaitable que les collaborateurs de lOFIT qui travaillent encore à la Monbijoustrasse 74 déménagent également à Zollikofen. Cest pourquoi lOffice fédéral des constructions et de la logistique (OFCL) a décidé de lancer les travaux détude pour la construction dun bâtiment administratif supplémentaire sur le site de Meielen (2e étape des travaux de construction). Celleci devrait commencer en 2017 et se terminer en 2021.
Le recours à une entreprise totale lors de la première étape des travaux sétant révélé concluant, lOFCL va renouveler lexpérience pour la 2e étape des travaux. En vue dacquérir les prestations dune entreprise totale, il prévoit dorganiser un concours portant sur les études et la réalisation et se déroulant selon une procédure sélective conforme à laccord de lOMC sur les marchés
publics. Le présent appel doffres sadresse à un architecte ayant de lexpérience dans le domaine des concours et porte sur lorganisation du concours susmentionné ainsi que sur la prise en charge des tâches de contrôle durant les phases détude et de réalisation du projet de
construction.
Les prestations attendues relèvent du CFC 291 architecte (organisateur de concours et
assistant du maître de louvrage) et des phases 21, 22, 31, 32, 33, 41, 51, 52 et 53 définies dans le MP SIA 112.

2. Purpose of the contract 2.1 Title of the market project
(B1515) is looking for an architect to organize a competition and assist the project owner in the proposed construction of an administrative building for the BIT on the site Meielen, Zollikofen.
2.2 Description of tasks
At the end of 2013, the Federal Office of Information Technology and Telecommunications (BIT) took possession of the new building on the site of Meielen (1st stage of construction) in Zollikofen.
For the exploitation of synergies, it is desirable that the employees of the BIT still working at 74 Monbijoustrasse also moved to Zollikofen. This is why the Federal Office for Buildings and
Logistics (FBL) decided to start work study for the construction of an additional office building on the site of Meielen (2nd stage of construction). This should begin in 2017 and end in 2021.
Using a total enterprise during the first phase of work having proved successful, FBL will repeat the experience for the second stage of the work.
