“ Clean care for all — It ’ s in your hands ” : The May 5th, 2019 World Health Organization SAVE LIVES: Clean Your Hands campaign

Qualityhealthcareshouldbeavailabletoeveryone.TheWorld HealthOrganization’s(WHO)conceptofUniversalHealthCover- age(UHC)(WHO,2019a),embodiestheurgentneedforaccessto healthcareforallpeoplearoundtheworld.Inadditiontoaccess, the concept of UHC incorporates the critical element of the necessary quality of delivered health care services. Infection prevention and control (IPC) with hand hygiene as the most effectivemeasureisapracticalandevidence-basedapproachwith demonstratedimpactonqualityofcareandpatientsafetyacross alllevelsofthehealthsystem.

Eachyear,theWHOSAVE LIVES:Clean YourHands campaign aims to bring people together in support of hand hygiene improvementgloballyonoraroundMay5th(WHO,2019b).This year’sthemeforglobalannualhandhygienedayreflectsastrong focusonprovidingcleancareequallyprotectingallpatientsand healthcare workersfrom infection and antimicrobial resistance transmission, across all countries, including in low-resource settings.

WHO urges ministries of health, health facility leaders, IPC leaders,healthworkers,andpatientadvocacygroupstocontribute toeffectiveIPCactionincludinghandhygieneasacornerstoneof qualityinhealthcare(Table1).WHOinvitesallhealthcarefacilities tojointhe2019WHOGlobalSurveyonIPCandHandHygieneby usingtwovalidatedassessmenttools;oneforevaluatingthecore

componentsofIPCprogrammesandtheotherforadeepdivein hand hygiene activities (https://www.who.int/infection-preven- tion/campaigns/ipc-global-survey-2019/en/).

Onafacilitylevel,theuseofthesetoolsgivesinstitutionsaclear understandingofthestrengthsandweaknessesoftheirIPC and hand hygiene programmes, and provides concrete actions to addressexistinggaps. Thesetoolsallowinstitutionstoimprove theirIPCpracticesandpoliciesinaconcreteandmeasurableway, at their own speed and in their own context.The surveys are anonymous,andglobalresultswillbemadeavailableonlyusing aggregateddata.Thismeansthatfacilitiesandministriesofhealth cancommitfullytoworkingonimprovingIPCandpatientsafety withoutfearofscrutinyorpossiblenegativerepercussions.

Globally,thissurveywillallowWHOtoprovideasituational analysisonthelevelofprogressofcurrentIPCandhandhygiene activitiesaroundtheworldandinformfutureeffortsandresource usefor IPC capacity buildingand improvement.GlobalSurveys usingtheHandHygieneSelf-AssessmentFrameworkwerealready conductedin2011and2015(WHO,2019c;Allegranzietal.,2014;

Kilpatricketal.,2018),makingthisyear’ssurveyevenmorecrucial for tracking theimplementationof hand hygieneand IPC ona globalscale(Figure1).

Each improvement in IPC contributes toward quality UHC.
