PROPOSALS BY THE DELEGATION OF THE POPULAR ROUMANIAN REPUBLIC

The Roumanian delegation is of opinion that the problems of industrial health and industrial medicine are of the greatest importance to industrial countries, and especially those which are at present engaged in the work of reconstruction and in becoming indus triali ze d.

It is very important to take all necessary measures at an early- date to ensure that this development should not bring about the disastrous sanitary consequences that might appear at any time during this process.

We therefore warmly support paragraph 12.1.7.1.3 of the

programme, and especially the proposal to set up an expert advisory committee.

Moreover, the Roumanian delegation believes that provision should be made in this paragraph for fellowships and travel . scholarships.

Since it is obvioas that the very important influence c?f, social and economic conditions on the hygiene of labour cannot be ignored,

we propose to include in the report of the Committee en Programme a recommendation to the Members of the WHO to give effect to the

essential conditions by legislation which,' effectively applied, would ensure t

(a) The right to work.

(b) Equality of treatment for working women.

(c) The regulation of work for pregnant women and mothers.

(d) The protection of children of working mothers.

(e) The regulation of the labour of young personsо (f) Hygienic conditions in factories and workshops.

(g) The right to holidays with pay and effective medical <:.id (h) Insurance against sickness, incapacity and old age*

Some of these points have already been raised by other delegations during the discussions on tuberculosis and venereal diseases, and by ourselves during the dicussion on the problem of maternal and child health; they have also been examined by specialized agencies such as the International Labour Office.

Our reason for specially stressing this essential aspect of the problems referred to is that we are of opinion that emphasis should be laid on the importance of the social causes which lead to disease, even although the World Health Assembly is mainly of a medical and technical character; for if particular diseases have often a microbial origin, they have often a social and economic etiology.

For example, the statement in the report of the experts on venereal diseases (page 61) to the effect that venereal diseases represent a public health problem the social consequences of which are far-reaching, is not strictly true. We believe, indeed, that social problems produce the gravest consequences in venereal disease. Experience shows that countries which have had regard to these primary truths have achieved great success in controlling these scourges, for example the USSR.

Being good doctors,, we must carry out a thorough dir.gnosis of that great patient, suffering humanity, and, even though we m y be unable to apply all curative measures, it is nevertheless our duty to bring out clearly all the causes of the problems which engaged our attention, so that all those who solicit our advice may know what answer we shall give.
