Engagement with non-State actors:

accreditation of regional non-State actors not in official relations with WHO to attend meetings of the

WHO Regional Committee for Europe

This document contains a recommendation from the Standing Committee of the Regional Committee for Europe to the Regional Committee to endorse the applications by four non-State actors not yet in official relations with WHO for accreditation to attend meetings of the Regional Committee. It lists the four non-State actors from which applications were received that fulfilled all the established criteria.

The Regional Committee is requested to consider the information presented in this document and adopt the draft decision on this topic.

Background

1. Accreditation is a privilege that the WHO Regional Committee for Europe may grant to international, regional and national non-State actors not in official relations with WHO. It includes an invitation to participate, without the right to vote, in meetings of the Regional Committee and the possibility to submit written and/or oral statements through the WHO Regional Office for Europe.

2. In order to support the Standing Committee of the Regional Committee for Europe (SCRC) and the Regional Committee in fulfilling their mandates on accreditation, the Secretariat assessed applications for accreditation received from non-State actors, to ensure that all requirements had been fulfilled in accordance with the provisions of the Framework of Engagement with Non-State Actors and resolution EUR/RC67/R7 on partnerships for health in the WHO European Region. All applicants provided signed tobacco- and arms-related disclosure statements.

Applications that met the established criteria

3. Four non-State actors were found to have met the requirements, and the SCRC recommends their accreditation to the Regional Committee. These entities are listed below:

• EUROCAM

• European Hospital and Healthcare Federation

• European Stroke Organisation

• Finnish Association for Substance Abuse Prevention.

4. A summary of each non-State actor that applied and met the criteria for accreditation is available in the Annex.

5. The Regional Committee is requested to adopt the draft decision on this topic.

criteria for accreditation status

EUROCAM

1. EUROCAM is a foundation that unites European umbrella organizations representing complementary and alternative medicine patients and trained health care professionals. Its mission is to promote and facilitate the role of complementary and alternative medicine in maintaining citizens’ health and to promote complementary and alternative medicine in European Union public health policy. Through the umbrella organizations, EUROCAM represents 60 000 patients and citizens, 250 national Traditional and Complementary Medicine (TCM) associations, and a substantial proportion of the 400 000 doctors, veterinarians, practitioners and therapists in this sector across Europe. The income of EUROCAM in 2019 was €19 150, of which €15 600 was fees from affiliated organizations and €3550 was provided by associate partners and donations. EUROCAM’s annual income in 2020, based on a fee rise for affiliated organizations and additional associate partners, is estimated at €30 000.

2. Planned collaborative activities with the WHO Regional Office for Europe in 2020–

2023: EUROCAM is committed to working in close cooperation with the Regional Office to deliver the perspective of TCM as an element of Integrative Medicine and Health in common health policy areas. This includes the Action Plan for the Prevention and Control of

Noncommunicable Diseases in the WHO European Region 2016–2025, as well as the WHO policy on patient safety in accordance with resolution WHA72.6, Global action on patient safety, and the WHO campaign Medication Without Harm. Furthermore, EUROCAM will support the strategic actions for partners and stakeholders as described in the WHO

Traditional Medicine Strategy, 2014–2023. Other planned activities include social media activities, disseminating newsletters and relevant information about WHO policies and WHO events, such as World Antibiotic Awareness Week, World Patient Safety Day and World Health Day. EUROCAM will also strengthen synergies on relevant areas of mutual interest including healthy ageing, health promotion, health economics, health workforce, health systems, medicines and health products, and palliative care.

European Hospital and Healthcare Federation (HOPE)

3. HOPE is registered in accordance with Belgian law as an international non-profit organization with 36 members (national organizations of hospitals and/or health care and, in some cases, social care) from 30 European countries. HOPE aims to promote a uniformly high standard of hospital care; foster efficiency, effectiveness and humanity in the

organization and operation of hospital services; provide information; promote exchange programmes; and maintain links among the principal health professions. The annual income of the association is around €500 000, of which 80% comes from members’ dues and the remainder from European Union-financed projects.

4. Planned collaborative activities with the WHO Regional Office for Europe in 2020–

2023: the first area for technical collaboration is the health workforce. This would involve working on dissemination of the framework for action towards a sustainable health workforce in the WHO European Region and on the mobility of health care professionals, on the basis of the WHO Global Code of Practice on the International Recruitment of Health Personnel. The

second area for collaboration would be on integrated care and, more generally, the

coordination between the different health and social care actors with regard to patients and their families. The entry point of this collaboration would be the content of the WHO Regional Committee for Europe resolution EUR/RC69/R8 on the 10 evidence-based policy accelerators for strengthening primary health care in the Region.

5. Additionally, HOPE will continue its ongoing engagement with and contribution to:

• the consultation on the European Framework for Action on Integrated Health Services Delivery; and

• the Primary Health Care Advisory Group.

European Stroke Organisation (ESO)

6. ESO is a pan-European society of stroke researchers and physicians and national stroke societies that was founded in 2007. ESO is a nongovernmental organization (NGO) composed of individual and organizational members. The aim of ESO is to reduce the burden of stroke by changing the way that stroke is viewed and treated. This is achieved through professional and public education, the promotion of research, the development of guidelines, and the promotion of societal and institutional changes. ESO serves as the voice of stroke in Europe, harmonizing stroke management across the whole of Europe and taking action to reduce the burden of stroke both regionally and globally. ESO generates income through membership fees as well as revenues from its annual conference. In addition, ESO receives unrestricted educational grants from the private sector to support projects on education and stroke care quality improvement. The annual financial statement is approved annually by ESO’s Board of Directors and the General Assembly.

7. Planned collaborative activities with the WHO Regional Office for Europe in 2020–

2023: collaboration has been discussed in relation to policy (economic burden of stroke and review of stroke plans); surveillance (disease registers and benchmarking quality of care);

screening and early detection; prevention, acute care and rehabilitation (implementation of WHO noncommunicable disease best buys and other cost-effective or effective interventions), and end-of-life care; WHO participation in ESO’s annual conference and relevant technical meetings; and contributions to the European Stroke Journal. If accreditation is accepted, ESO commits to attending future Regional Committee meetings where there are agenda items relevant to stroke, as well as other relevant WHO technical meetings (such as meetings on noncommunicable diseases) upon invitation, when stroke expertise would be valued.

Finnish Association for Substance Abuse Prevention (EHYT)

8. EHYT is an NGO working throughout Finland to promote healthy lifestyles. At the national level, EHYT collaborates with NGOs to prevent substance abuse and gambling addiction to promote public health and well-being. EHYT acts as the secretariat for a network of some 50 Finnish prevention and health promotion NGOs. EHYT also maintains

connections to the public sector (relevant public authorities, research institutes and the six municipalities). EHYT is a board member of the European Alcohol Policy Network and the Nordic Alcohol and Drug Policy Network. The Funding Centre for Social Welfare and Health Organisations provides around 80% of EHYT’s total funding, with further funding provided

Additional minor funding comes from various municipalities and private donors.

9. Planned collaborative activities with the WHO Regional Office for Europe in 2020–

2023: continued and active collaboration with the Regional Office on issues related to alcohol and illicit drugs. The collaboration would continue to support EHYT’s ongoing international activities in the Nordic Alcohol and Drug Policy Network, the European Alcohol Policy Network and work with other European NGOs. The collaboration would benefit the Regional Office by strengthening connections and work with NGOs in European countries with an active involvement in alcohol and drug policy and advocacy, as well as prevention work.
